Application for a planning permit, 53.22 Use and develop the land for a utility installation comprising a Battery Energy Storage System (“BESS”) at Wangaratta-Kilfeera Road, Laceby.
Objection to permit
Utility installation is in a Flood Overlay
Documents supplied are insufficient to assess the application:
no Fire study,
no fire water containment around the BESS,
Noise assessment has used levels specified in “Section 2.1 of the EPA Publication 1826.5 ‘Noise limits in rural areas for commercial, industrial and trade premises other than utilities and earth resources’ “ (Section 3.2.2 Laceby Battery Energy Storage System Noise and Vibration Impact Assessment). when the Application states the proposal is “Use and develop land for utility installation”.
The application is for a utility so Section 2.6 of EPA Publication 1826.5 ‘Noise limits in rural areas for utilities’ should be applied.
No reference to providing compensatory cut volume within the site to offset the floodplain storage lost due to the filling and constructions associated with the BESS construction
NECMA advices any loss of floodplain storage, requires compensatory earthworks which must be designed to compensate any loss of flood storage by a factor of 1.3. In other words, the volume of cut shall exceed the fill by 30%.
Failed to update for latest flood risk assessment for the site to provide mapping under 1% AEP conditions inclusive of climate change (allowing for RCP 8.5, 2100) based on the most recent release of Australian Rainfall and Runoff.
No evaluation of 6m high and 4.5m high sound barriers around BESS on visual amenity.
