Yesterday I accompanied Rear Admiral Brett Sonter, RAN Commender First Maritime Boarder Commend including local staff from the ABF on Thursday Island to Mabuyag and Saibai to with respective Divisional Councillors regarding Border of Security issues across the region.

This morning I spoke to Local Government Association Queensland LGAQ CEO Alison Smith regarding Councils grave concerns for essential to life to services and infrastructure needs due to uncertainty of Government strategic investment into the region.

Council Financial sustainability crisis due to the current uncontrolled political, financial landscape as well as the demand to maintain and replace 30 x years of aging dilapidated infrastructure, fleet and building.

Current Government funding model and methodology doesn’t align to the region geography challenges, inflation cost, cost of living, economic of scale and supply chain.

Too often Government treats the Torres Strait as one place and fail to recognise or at least reflect in its commitment and investment that when you dealing with the Torres Strait needs to accommodate fifteen separate (individual) island communities separated by water which means we have fifteen times of assets/infrastructure.

This afternoon our Torres Strait regional leaders cohort team met delegation from Department of Foreign Affairs Trade Office; Treaty Liaison Officer TJ together with representatives from department in Canberra to discuss and understand the recent Pukpuk security treaty between Australia and Indonesia.

Torres Strait Islanders brings to the table are wealth of knowledge and real life experience as nations of people who have lived 40 years under are current incumbent treaty with PNG and wants to ensure that our region is better placed to lead and become autonomous.

Any international diplomacy (engagements) in relation to treaty must recognise the impact on our already venerable people, islands and region that lack adequate funding and resources to sustain basic essential services this is why regional leaders must be at the co-designing (engineering) phase of any solution or framework and not an aftermith.

Cr Kabay Tamu and Council’s Executive Director for Engineering Services Mr David Baldwin showing TSIRC Councillors current progress of Phase 1 of Seawall defence work on Warraber Island.

Phase 1 of 2 Seawall defence works have been completed on Masig and Iama while works are being undertaken on Warraber.

Funding for Stage 2 Torres Strait Seawall Project have been committed by the Commonwealth since last year (2025) however Council is still waiting on the Queensland State Government to commit.

Urgent bilateral funding agreement for crucial community infrastructure is essential to ensure we take advantage of economy of scale and avoid unnecessary high inflation cost of supply and service as well as mobilisation and demobilisation of plant and equipment.

Once Phase 2 of the low laying central islands are address Council will further explore to begin Seawall defence works on Erub, Mer, Mabuyag and Badu Island.

Today TSIRC CEO James William and I teams met with Senator Malarndirri McCarthy MP Minister for Indigenous Australian and Multicultural Affairs to discuss Councils Financial Sustainability concerns to ensure continuity of basis essential to life services and infrastructure across our fifteen remote vulnerable outer island communities.

The following topics were also raised with Senator McCarthy;

• Region’s Financial sustainability crisis
• Food Security (Accessible and Affordable healthy food)
• Dilapidated Aging Marine Infrastructure
• Strategic Investment Strategy (SIP) $1.25b investment over five years
• Torres Strait Treaty

Black teatfish reported catch as at 11:59pm AEST on 26 March 2026 is 19.7 tonnes.

The TAC Date for black teatfish has been determined as 11:59pm AEST on Thursday 26 March 2026.

Fishing for black teatfish is now CLOSED. Licenced fish receivers must STOP receiving black teatfish.

AFMA would like to thank fishers and fish receivers for their efforts this week.
