"Marine geotechnical investigations are being undertaken in Cockburn Sound to inform the future planning and design of Westport. Works will commence at the Naval Base horse beach on Monday 15 September 2025 and are expected to finish mid-October.

Geotechnical investigations involve drilling into the sand to collect soil and rock samples. This allows us to assess the ground composition and overall condition of the area. All holes drilled on the beach will be filled after samples are taken.

Access to the beach will remain open during these investigations.

You may notice a land-based rig and loader on the beach during this time. The rig will have a 10m x 10m area fenced off around drilling operations. For your safety, please observe signage around this equipment and do not enter this fenced area. There will also be two trucks bringing in this equipment, which may be parked along Barter Road, or in the Riseley Road carpark for the duration of the investigations and access will be maintained.

Minor noise and vibration can be expected from the drilling. These impacts are expected to be minimal and are not anticipated to exceed the typical ambient noise levels of the surrounding industrial operations.

From a recent Westport email;

"The Deputy Premier has announced the State Budget includes new funding for Westport, including $17.4 million of new investment in community and local environmental projects and a further $61.3 million for the next stage of detailed planning for the new container port in Kwinana.

The community and environmental initiatives, which have been developed with key stakeholders and draw on the evidence and findings of the $13.5 million science program being delivered for Westport by the Western Australian Marine Science Institution include:

* new artificial reefs in and around Cockburn Sound
funding to significantly expand local seagrass restoration
* new amenities to support horse-riding in the region

These initiatives will be above and beyond the formal environmental offset program, which will be announced as part of Westport's environmental impact assessment.

The funding will also support investigations into alternative materials for project delivery, including recycled materials and support design for critical infrastructure, and development of the commercial and inland supply chain management framework.

Another email from Westport indicating a date for closure of the beach is now being considered 😭

"After considering the Westport Business Case, last month the WA State Government announced Westport will move to the ‘project definition’ planning stage. This means Westport will spend the next few years progressing detailed designs, approvals, and refining costs and a construction strategy. Timing for the closure of Naval Base beach will also be determined during the ‘project definition’ planning...

Our team is actively working on opportunities to support long-term horse-riding activities in the region ahead of an eventual closing of public access to the beach. Over the past 6 months we have been using the findings from the Westport Naval Base Horse Beach Survey to inform our planning of suitable and feasible options. We will provide further updates as this work progresses.

For those of you who frequent Kwinana Horse Beach there's a new sign which does not display any times for swimming and exercising your horses. Given the hot weather this week it's a welcome change!

Hello,

This is a courtesy email to let you know that Westport is conducting marine geophysical surveys near Naval Base horse beach over the next few weeks.

On Monday you will notice some restricted access warning signage at the beach. This is to ensure divers and swimmers are not interacting with the survey vessel or equipment.

There are no restrictions to shallow water horse-riding activities such as walking horses in the water, and no changes to the general beach and carpark use. These restrictions apply to underwater (submerged) activities only.

The restrictions apply Monday – Saturday between Monday 4 November to Saturday 16 November 2024 (inclusive), for:

Swimming
Snorkelling
Diving

Thank you for taking the time to complete Westport’s Naval Base horse beach survey. We really appreciate your interest and valuable insights provided.

The survey received a significant response, with 646 survey submissions. A summary report of the findings is now available here. [pdf to be added to this page]

The aim of the survey was to understand how the Naval Base beach is currently used, how it compares with other dedicated horse beaches in Perth, and what facilities make for an ideal horse beach.

What’s next?

Our team has been considering all the information provided by the community in the survey responses and is working with local government and other stakeholders to explore opportunities to support long-term horse-riding activities in the region.

Thank you for your patience whilst we work through this process, we will be in touch with further information as we progress identifying options. In the meantime, please don’t hesitate to reply to this email if you have any questions about the survey or Westport more broadly.

When will access to the Naval Base beach cease?

The timing for the closure has not yet been determined, however Westport’s development activities are likely to commence in the late 2020s.

Were other locations considered for Westport?
