The draft Northern Beaches Local Environment Plan sets the agenda for planning and conservation in our region. Most importantly it highlights which areas will be available for potential development and which will be protected. If you click on the link below you can view and examine zoning maps of our entire local government area. You are also encouraged to make a personal submission via that link (long or short). Our submission....
1/ Manly Warringah War Memorial State Park.
We strongly support the application of the C2 zone (Environmental Protection) for public and private land currently zoned C2 and to natural areas in public reserves, including Manly Warringah War State Memorial Park.
The vision, values and objectives in the Park Plan of Management (2014) give a high priority to conservation.
In the Manly Dam Catchment, We agree with the following:
• C2 zone for natural areas in public reserves currently zoned RE1 in Warringah LEP2011. This includes natural areas in Manly Warringah War Memorial State Park (MWWMP).
• C2 zone for public and private land currently zoned C2.
This includes high conservation lots adjoining Aquatic Drive.
In Manly Dam Catchment and surrounds there are a few anomalies relating to the proposed zone. The following list contains suggested changes where an alternative zone, such as C2 or a split zone, would be more appropriate for an area.
181 ALLAMBIE ROAD
Current and Proposed: R2 zone
SUGGEST: Split zone with C2 for western portion.
C2 zone for Western portion with bushland and waterways adjoining MWWMP.
Reasons:
• The bushland area is not suitable for land uses permitted in the R2 zone.
• C2 zone objectives will protect the bushland, and, where appropriate, restore ‘disturbed’ areas.
• The C2 zone is consistent with conservation objectives to protect Curl Curl Creek, its catchment and adjoining State Heritage Conservation Area.
Note: The current R2 zone for the bushland area is an anomaly which needs correction. A split zone in WLEP2011 providing environmental protection for this bushland area will provide a more accurate translation of the G11 (Aquatic Drive) Locality Statement (desired future character) in WLEP2000.
2 MARTIN LUTHER PLACE
Current & Proposed zone: R2;
SUGGEST: Split zone with C2 for natural area on western portion of site.
The area has bushland and rock outcrops and is contiguous with the heritage listed State Park.
A C2 zone would be consistent with the adjoining Park.
Reasons:
• To protect natural areas with rock outcrops
• To protect biodiversity and core habitat.
• To protect the surrounding heritage listed State Park.
Note: The current R2 zone for the bushland area is an anomaly and should be corrected. A split zone in WLEP2011 providing environmental protection for this bushland area will provide a more accurate translation of the G11 (Aquatic Drive) Locality Statement (desired future character) in WLEP2000.
WATER RESERVOIR NORTH BALGOWLAH -adjoining Manly Dam Reserve
Sydney Water surplus land (north of Water Reservoir)
Current and Proposed: R2 zone;
SUGGEST: C2 zone.
Reasons
• Bushland area adjoining Park on three sides
• Site not suitable for R2 land uses.
• Site previously part of War Memorial Park.
The R2 zone for this bushland is an anomaly and should never have happened. The zoning needs urgent correction.
The community has campaigned for this area to be protected for many years and former Premier Mike Baird promised that it would be returned to the park.

187 ALLAMBIE ROAD and SP1 area north of pipeline
Current and proposed zone: SP1
Suggest: C2 zone for remnant vegetation
Reasons:
To protect Threatened Ecological Community located within the site.
To retain 50% landscape open space (as a minimum) to provide catchment protection.
WATER PIPELINE CORRIDOR
The pipeline corridor has been divided into two parts:
• Eastern Portion: Current and Proposed: R2
• Western Portion: Current and Proposed: RE1
The western portion of the pipeline is within the MWWM Park.
For Eastern Portion:
SUGGEST:
RE1 or split zone with C2 for vegetation corridor alongside fire trail.
Reasons
• RE1 zone provides continuity with the western portion.
• The pipeline corridor is used for recreation: walking and cycling.
• A C2 zone would protect the vegetation corridor.
• The corridor provides habitat and connectivity
1 MARTIN LUTHER PLACE
Current and Proposed: RE1 zone
Suggest: Split zone with RE1 and C2
The entry to the Park at 1 Martin Luther Place is a fire trail with native vegetation on both sides. The lot is integral to the recreational use of the Park but is not within the Park boundary. Suggest a C2 zone for bushland, particularly in the southern half of the site, that is contiguous with the Park.
NW CNR WAKEHURST PKWAY & WARRINGAH RD NORTH
Current and Proposed zone: SP2
Suggest: Split zone with forest / bushland corridor zoned C2
Reasons:
• Duffys Forest Endangered Ecological Community identified
• N-S vegetation corridor.
Note: SP2 zone not considered in Review. However, C2 zone would be a more appropriate, given the significance of the remnant vegetation and corridor.
NE CNR WAKEHURST PKWAY & WARRINGAH RD NORTH
Current and Proposed zones: SP2, RE1 and SP4
Suggest: C2 zone for bushland/forest that overlaps these 3 zones
Reasons:
• High conservation bushland (Threatened Ecological Community)
• North – South vegetation corridor
Note: A C2 zone is appropriate to protect the bushland area.
These remnants have been identified in maps as endangered ecological communities. They also provide a N-S corridor function between Manly Dam Catchment and Narrabeen Lagoon (Middle Creek) Catchment. These significant remnants should be protected from future development and zoned C2.
WAKEHURST GOLF COURSE
Current and Proposed zone RE1; Suggest: RE1 / C2 split zone
RE1 for active recreation area of golf course; C2 for natural areas.
Reasons:
• The Golf Course contains vegetation corridors and Aboriginal sites.
• The Golf Course is within the boundary of the heritage conservation area.
• Natural areas within the Golf Course are an integral part of the Park.
GENERAL COMMENT
C2 ZONE OBJECTIVE – Catchments and Waterways
Current: In WLEP2011 the objectives include:
“To manage water quality in significant water catchment areas.”
The proposed C2 omits this objective.
Suggest: Reinstate this objective to protect waterways and catchments.
Reason:
• The proposed C2 zone removes the objective re water quality and significant water catchment areas that is included in the C2 zone for WLEP2011.
• This objective could be particularly relevant to protecting water quality in Curl Curl Creek and Manly Dam Catchment.
Suggest: That the C2 zone be applied to protect, manage and restore riparian land and vegetation corridors (on public and private land).
2/ Narrabeen Lagoon Catchment and Lizard Rock area protection..
We believe that 1,341 hectares of land in the deferred lands area in Oxford Falls Valley and Belrose North ( in the Narrabeen Lagoon Catchment should be zoned C2 and not C3. It should ideally be zoned C1 to create the proposed new, Aboriginal owned National Park.
