“You cannot understand Latin America and the Caribbean without African blood, without the African heart, without African hope.”

We recall these words of Commander Hugo Chávez Frías, shared during the African Union Special Summit in Libya (2009), which framed the remarks delivered by the Chargé d’Affaires of the Bolivarian Republic of Venezuela in Barbados, Martha Ortega Peraza, on the occasion of African Liberation Day 2026, dedicated to the theme: “Haiti and Cuba in Global Pan-African Liberation and the Struggle Against Imperialism”.

The Embassy of the Bolivarian Republic of Venezuela in Barbados expresses its gratitude to the Global Pan African Movement and the Ministry of Pan-African Affairs and Heritage of Barbados, especially the Honourable Trevor Prescod, for continuing to promote spaces for dialogue, reflection, and brotherhood among peoples.

The Embassy also recognizes the outstanding level of the presentations and reflections shared by the panelists, including Patrick Sylvain of Simmons University; Jacqueline La Guardia Martinez of the University of the West Indies, St. Augustine; Professor Tennyson Joseph of North Carolina Central University; David Abdulah of the Movement for Social Justice (MSJ); and the Ambassador of the Republic of Cuba to Barbados, Yanet Stable, whose contributions enriched the discussion on Pan-Africanism, anti-imperialism, and the shared struggles of Africa, the Caribbean, and Latin America.

The exchange also highlighted the historic role of Haiti in Venezuela’s independence, as well as the contributions of Alexandre Pétion, Jean-Baptiste Bideau, and Admiral Luis Brión — Caribbean figures directly involved alongside Simón Bolívar in the struggle for Venezuela’s independence and the emancipation of our America.

Likewise, it reaffirmed that Venezuela is and will continue to be a sovereign and Bolivarian nation, committed to the self-determination of peoples, social justice, and the unity of the Global South.

Communique

The Government of the Bolivarian Republic of Venezuela expresses its concern before the international community regarding the hydrocarbon spill originating from the Republic of Trinidad and Tobago, which has caused serious environmental damage in the Gulf of Paria and coastal areas of the states of Sucre and Delta Amacuro. Preliminary technical reports confirm impacts on marine areas, coastlines, sensitive ecosystems, and Venezuelan fishing communities.

Assessments carried out by the Venezuelan authorities reveal severe risks to mangroves, wetlands, marine fauna, and hydrobiological resources that are strategic for food security and the ecological balance of the region. Likewise, impacts have been recorded on vulnerable species and highly environmentally sensitive ecosystems.

The Bolivarian Government has instructed the Ministry of Foreign Affairs to immediately request all relevant information regarding this incident, as well as the corresponding action plan for the mitigation and containment of the spill. Venezuela likewise demands compliance with the obligations established under international environmental law and the urgent adoption of reparatory measures in response to the damages caused.

The Government of the Bolivarian Republic of Venezuela will continue deploying all necessary actions to protect the affected ecosystems and safeguard the impacted communities.

🇻🇪🇧🇧 Welcome to IVCC 2026!

The Venezuelan Institute for Culture and Cooperation held its Welcome Class in Bridgetown, marking the beginning of a new academic term with 100 new students starting this week their journey in Basic Spanish 1 and Venezuelan Culture.

It was a heartfelt event that brought together graduates, teachers, and representatives of the Embassy, reaffirming the value of cultural exchange between our peoples.

The Chargé d’Affaires, Martha Ortega Peraza, highlighted that the IVCC is a living example of Venezuelan cooperation in Barbados, with more than 47 years educating thousands of Barbadians through language and culture.

The enthusiasm was such that the 100 available spots were filled in just 28 minutes, reflecting the growing interest in learning Spanish in the country.

Likewise, within the framework of the recent visit of the Acting President, Dr. Delcy Rodríguez Gómez, together with Her Excellency Prime Minister Mia Amor Mottley, instructions were given to promote new initiatives and strengthen the important work that the IVCC has been carrying out, especially in the area of Spanish language teaching and educational cooperation.

IVCC Celebrates 2026 Graduation in Barbados 🇻🇪🇧🇧

Within the framework of the commemoration of April 19, 1810—the date that marked the beginning of Venezuela’s independence process—the Venezuelan Institute for Culture and Cooperation (IVCC) held its 2026 graduation ceremony.

A total of 26 students successfully completed the Spanish and Venezuelan Culture Program after two and a half years of study, reaffirming the value of cultural and educational exchange between our peoples.

The event was attended by the Hon. Chad Blackman, Minister of Educational Transformation; the Hon. Sandra Husbands, Minister of State; Ms. Mandisa Downes of the Ministry of Foreign Affairs and Foreign Trade; as well as members of the diplomatic corps, representatives of national institutions, and distinguished guests.

Currently, the IVCC has more than 300 active students, consolidating its role as a key space for Spanish language instruction and the promotion of Venezuelan culture in Barbados.

The day featured cultural performances, poetry, and music, highlighting the participation of the IVCC Cuatro Ensemble. Additionally, within this commemorative context, the sculpture “Negro Primero” by Barbadian artist David Guru McClean was unveiled. The piece, which participated in the Bienal del Sur, pays tribute to Pedro Camejo, a symbol of bravery in the struggle for independence.

A particularly meaningful element was that the entire program was organized and carried out by IVCC students and alumni themselves, demonstrating their commitment, talent, and sense of belonging.

We continue to strengthen the ties between Venezuela and the Caribbean through culture, education, and the diplomacy of peace.
