The Caribbean Disaster Emergency Management Agency (CDEMA) is an institution of the Caribbean Community (CARICOM) with responsibility for the coordination of emergency response and relief efforts to any of its 19 Participating States that request support for a disaster event. CDEMA also champions the Comprehensive Disaster Management (CDM) approach for a disaster resilient Caribbean. CDM addresses all hazards, all phases of the disaster management continuum (mitigation, prevention, preparedness, response and recovery) and all sectors of society. Established since 1991, CDEMA is presently comprised of the following Participating States:
Anguilla, Antigua and Barbuda, Commonwealth of the Bahamas, Barbados, Belize, Commonwealth of Dominica, Grenada, Republic of Guyana, Haiti, Jamaica, Montserrat, St. Vincent & the Grenadines, Suriname, Republic of Trinidad & Tobago, Turks & Caicos Islands and the Virgin Islands.

📅 August 25, 2026 | Building Caribbean Recovery Capacity

CDEMA welcomed 14 regional experts to its first CRRF Recovery Experts Roster Orientation, strengthening the pool of technical expertise available to support post-disaster recovery across the Caribbean.

The orientation, facilitated by Jason Francis, CDEMA Disaster Recovery Specialist, introduced the first cohort to the CRRF’s operational framework, deployment protocols, and their roles in providing post-disaster surge support.

The Recovery Experts Roster brings together professionals across diverse fields, including engineering, education, social work, psychology, business development, information technology, and healthcare, recognising that effective recovery requires a wide range of skills and perspectives.

As the Caribbean continues to face increasingly complex disaster risks, the roster represents an important step towards strengthening national recovery capacity, bridging the gap between response and recovery, and ensuring countries can access the right expertise when they need it most.

Strengthening Tourism Resilience

On August 26, 2026, CDEMA held the Third Tourism Sector Subcommittee Meeting to revitalise, strengthen, and advance the work of the Subcommittee under the CDEMA Comprehensive Disaster Management Coordination and Harmonisation Council.

The meeting was hosted by Mr. Keith Goddard, CDEMA Communications and Public Relations Specialist, and Mr. Narendra Ramgulam, Deputy Director of Sustainable Tourism at the Caribbean Tourism Organization, who serves as Chair of the Subcommittee. The meeting brought together representatives from partner agencies and organisations, alongside CDEMA colleagues.

The meeting provided an opportunity to review and update the Subcommittee’s priorities and identify actions to ensure that tourism disaster preparedness remains relevant, sustainable, and responsive to the region’s evolving risk landscape.

As tourism remains a critical pillar of Caribbean economies and livelihoods, strengthening the sector’s resilience is essential to protecting businesses, communities, livelihoods, and the wider Caribbean tourism industry from the impacts of disasters.

Advancing Regional Collaboration for Disaster Resilience

CDEMA convened its Regional Training Centre (RTC) Advisory Group Meeting on August 26, 2026, bringing together representatives from the CDEMA Coordinating Unit (CU), The University of the West Indies Disaster Risk Reduction Centre (UWI DRRC), Department of Emergency Management (DEM) Barbados, Office of Disaster Preparedness and Management (ODPM) Trinidad and Tobago, Jamaica, International Federation of Red Cross and Red Crescent Societies (IFRC), and the Regional Security System (RSS) Barbados.

The meeting supported continued collaboration and knowledge exchange towards strengthening regional capacity for disaster risk management.
