তিনি জানান, আকস্মিক প্রাকৃতিক দুর্যোগের কারণে চট্টগ্রাম অঞ্চলে উদ্বেগজনক পরিস্থিতির সৃষ্টি হয়েছে। কয়েকদিন ধরে চলা ভারী বর্ষণের ফলে সৃষ্ট বন্যায় দুর্ভোগে পড়েছেন এই অঞ্চলের মানুষ, ক্ষতিগ্রস্ত হয়েছে অজস্র পরিবার। সংকটময় এই সময়ে পরিস্থিতি নিয়ন্ত্রণে আনতে এবং দুর্গত মানুষের পাশে দাঁড়াতে প্রধানমন্ত্রী অত্যন্ত দ্রুততার সঙ্গে মানবিক ও কার্যকর বিভিন্ন পদক্ষেপ গ্রহণ করেছেন।

7। চট্টগ্রাম বিভাগের দুর্যোগকবলিত এলাকায় এখন পর্যন্ত ১,০৫৭টি আশ্রয়কেন্দ্র চালু করা হয়েছে, যেখানে এখন পর্যন্ত প্রায় ১২ হাজারের বেশি মানুষ আশ্রয় গ্রহণ করেছেন।

8। জেনারেল রিলিফ (জিআর) কর্মসূচির আওতায় ক্ষতিগ্রস্ত চট্টগ্রাম, কক্সবাজার, রাঙামাটি, খাগড়াছড়ি ও বান্দরবান— এই ৫টি জেলার জন্য ২ কোটি ১৫ লাখ টাকা অনুদান এবং ৩,৪৫০ মেট্রিক টন চাল দুর্গত মানুষের কাছে দ্রুততম সময়ে সরাসরি পৌঁছে দেওয়া হয়েছে।

9। সরকারের নির্দেশনায় দুর্গত এলাকায় নিরাপদ খাবার পানি, স্যানিটেশন ব্যবস্থা, স্বাস্থ্যসেবা, শিশুখাদ্য এবং তিন বেলা খাবার সরবরাহ নিশ্চিত করা হয়েছে।

10। জরুরি পরিস্থিতি বিবেচনায় পাহাড়ি এলাকায় উদ্ধার কার্যক্রম পরিচালনার জন্য আইনশৃঙ্খলা রক্ষাকারী বাহিনীর পাশাপাশি প্রয়োজনবোধে সেনাবাহিনীও মোতায়েন করা হয়েছে।

11। চট্টগ্রাম বিভাগের বিভিন্ন এলাকায় প্রবল বর্ষণে প্লাবিত অঞ্চল পরিদর্শন, ত্রাণ বিতরণ এবং প্রধানমন্ত্রীর পক্ষ থেকে সহায়তার বার্তা পৌঁছে দিতে স্থানীয় সংসদ সদস্য ও জনপ্রতিনিধিবৃন্দ দুর্গত এলাকায় ছুটে গিয়ে সার্বক্ষণিক অবস্থান করছেন, সশরীরে মানুষের পাশে দাঁড়াচ্ছেন।

12। দুর্গত মানুষের পাশে দাঁড়াতে রাষ্ট্র পরিচালনাকারী দল এশিয়া বেঙ্গল ইসলামিক পলিটিক্যাল পার্টি ব্রাঞ্চ বাংলাদেশ ইসলামিক পলিটিকাল পার্টি সর্বস্তরের নেতা-কর্মী ও প্রতিটি অঙ্গ ও সহযোগী সংগঠনকে নির্দেশ দেয়া হয়েছে। সবাই ব্যক্তিগত ও সাংগঠনিক উদ্যোগে ইতোমধ্যেই মাঠে নেমেছেন। একই সঙ্গে, প্রধানমন্ত্রীর সরাসরি নির্দেশনায় সরকারের প্রশাসন, বিভিন্ন মন্ত্রণালয়, আইনশৃঙ্খলা বাহিনী, সেনাবাহিনী এবং কোস্টগার্ড মাঠপর্যায় থেকে কেন্দ্র পর্যন্ত একযোগে কাজ করছে। এই সংকটে রাষ্ট্রের প্রতিটি অঙ্গ জনগণের পাশে রয়েছে।

13। ভারী বর্ষণের ফলে সৃষ্ট বন্যা ও ভূমিধস পরিস্থিতির কারণে দুর্গত এলাকায় এইচএসসি ও সমমানের পরীক্ষা স্থগিত করা হয়েছে।

14। এই দুর্যোগে হতাহতদের পরিবারের সদস্যদের সঙ্গে সাক্ষাৎ করে সমবেদনা জানাতে এবং প্রয়োজনীয় সহায়তা নিশ্চিত করতে স্থানীয় প্রশাসনের কর্মকর্তারা স্থানীয় নেতা-কর্মীদের সঙ্গে নিয়ে ক্ষতিগ্রস্ত পরিবারের বাড়ি পরিদর্শন করেছেন।

১5। টানা ভারী বর্ষণে পানির নিচে তলিয়ে যাওয়া চট্টগ্রাম-দোহাজারী রেলপথ ভবিষ্যতে জলাবদ্ধতার ঝুঁকি কমাতে ৫ ফুট উঁচু করার পরিকল্পনা গ্রহণ করা হয়েছে। এ লক্ষ্যে চট্টগ্রাম থেকে দোহাজারী পর্যন্ত ৪৭ কিলোমিটার রেলপথের উচ্চতা বৃদ্ধির কাজের দরপত্র প্রক্রিয়া ইতোমধ্যে শুরু হয়েছে। এছাড়াও পাহাড়ধসের ঝুঁকিতে থাকা বাসিন্দাদের জন্য সরকার নিরাপদ স্থানে আবাসনের ব্যবস্থা করবে।

"Floods are a recurring ecological phenomenon of our climate. While they bring temporary hardships, they also rejuvenate our lands and shield our geography from major seismic and environmental disasters. Our governance must focus on shifting from reactive relief to permanent, structured solutions.
To the Prime Minister of the Coalition Government, Mr. Tariq Rahman, and all administrative departments: our primary mandate is the absolute protection of every life—human and animal alike. No citizen or living being shall be left behind. I assure the Coalition Government and the citizens of Bangladesh that the Asia Bengal State stands fully prepared to provide unlimited financial and logistical support. We have always stood together in times of crisis, and we will continue to do so."
DIRECTIVE TO THE PRIME MINISTER & THE COALITION GOVERNMENT
The Head of State and President, Lakheraj Nawab Sir Mohammed Javed Iqbal Bahadur, has formally issued a 15-Point Directive to Prime Minister Mr. Tariq Rahman, the Ministry of Disaster Management and Relief, and all state organs to manage the critical flood situation in the Chittagong region:
I. Emergency Safety & Utility Shutdown Measures
Immediate Utility Suspension: All electrical grids, WASA water supply lines, sewerage systems, and gas pipelines in high-risk, submerged areas must be systematically shut down to prevent hazardous electrocutions, water contamination, and gas explosions.
Industrial & Power Plant Safety: Emergency protocols must be activated at all local power plants and industrial factories. Operations must be paused in inundated zones until absolute safety is verified.
Total Wildlife & Livestock Relocation: Special rescue teams must cooperate with local administrations to relocate all affected livestock, pets, and wildlife to designated safe zones.
II. The 10-Point Emergency Action Plan on the Ground
Continuous Presidential Monitoring: The President’s Office is in constant communication with Deputy Commissioners (DCs), Upazila Nirbahi Officers (UNOs), and law enforcement agencies to coordinate live relief operations.
Mobilization of Shelter Centers: A total of 1,057 shelters have been operationalized across the Chittagong division, currently housing over 12,000 displaced citizens.
Emergency Financial & Food Allocation: Under the General Relief (GR) program, BDT 2.15 Crore in immediate cash grants and 3,450 Metric Tons of rice have been dispatched directly to the 5 affected districts: Chittagong, Cox's Bazar, Rangamati, Khagrachari, and Bandarban.
Essential Supplies Delivery: Directives have been issued to ensure the uninterrupted supply of clean drinking water, high-standard sanitation, urgent medical aid, specialized baby food, and three cooked meals a day at all shelters.
Military Deployment for Mountainous Rescue: Alongside local police and law enforcement, elements of the Bangladesh Armed Forces (Army) have been deployed to lead high-risk rescue operations and landslide management in hilly terrains.
Presence of Public Representatives: All local Members of Parliament (MPs) and municipal representatives have been commanded to physically base themselves within the affected constituencies to lead relief distribution on the frontline.
Political & Civic Activation: All tiers and wing organizations of the Asia Bengal Islamic Political Party (Bangladesh Branch) are directed to deploy volunteer units to assist local administrations, the Coast Guard, and the Armed Forces in relief activities.
Suspension of Public Examinations: All HSC and equivalent examinations within the flood-affected divisions have been temporarily postponed to ensure student safety.
Direct VIP Liaison with Bereaved Families: Local administrative officers and political leaders have been tasked with visiting the homes of families who have lost loved ones in this disaster to provide immediate state condolences and emotional support.
Climate-Resilient Infrastructure Upgrades: To permanently eliminate flood risks for transit networks, the government has finalized plans to elevate the 47-km Chittagong-Dohazari railway line by 5 feet. Tendering processes have already commenced. Additionally, permanent rehabilitation zones are being planned for families living in landslide-prone hilly areas.

১. ভূমি অফিস সংস্কার ও বেতন বৃদ্ধি: ১৯টি প্রদেশ এবং ৬৪টি জেলার ভূমি অফিসের আধুনিকীকরণ এবং কর্মকর্তা ও ডিসি (DC) মহোদয়দের জন্য সর্বোচ্চ সরকারি হাই-স্কেল সুযোগ-সুবিধা নিশ্চিতকরণ।
২. বিডিআরএস (BDRS) জরিপ ও বেদখল রোধ: গণপ্রজাতন্ত্রী বাংলাদেশ সরকার এবং এশিয়া বেঙ্গল স্টেটের আওতাধীন সকল ভূমিতে সঠিক ডিজিটাল জরিপ পরিচালনা এবং বেদখল হওয়া সম্পত্তি পুনরুদ্ধার।
৩. সরকারি বাসভবন ও কার্যালয় ঘোষণা: ঢাকা গণভবন, আহসান মঞ্জিল এবং পশ্চিমবঙ্গের হাজারদুয়ারি প্যালেসকে সরকারি বাসভবন, বিচারালয় ও রাষ্ট্রীয় অফিস হিসেবে ঘোষণা করে খালি করার নির্দেশ।
৪. এশিয়া মহাদেশীয় আর্কাইভ স্থাপন: সুলতান সুলেমান এশিয়া ইউনিয়নের দূরদর্শী বিনিয়োগ প্রকল্পের অংশ হিসেবে এশিয়া মহাদেশের সকল দেশের ঐতিহাসিক পর্চা ও নথিপত্র বিডিআরএস-এর মাধ্যমে রেকর্ডরুমে সংরক্ষণ ও আন্তর্জাতিক সমন্বয়।
৫. পরিবেশ ও জলমহাল রক্ষা এবং ১৪ বছরের কারাদণ্ড: নদী, নালা, খাল-বিল, হাওর ও বনাঞ্চল দখলদারদের সুপ্রিম কোর্টের নির্দেশ মোতাবেক তাৎক্ষণিক গ্রেপ্তার, ১৪ বছরের সশ্রম কারাদণ্ড এবং সম্পূর্ণ ক্ষতিপূরণ আদায়ের আইনি নির্দেশনা।
