Youth in Agroecology | Learning from the Field:

Today, we visited Hridoy Khan, a young farmer from Dadpur Bagicha village in Paba, Rajshahi, Bangladesh to see, learn from, and understand his inspiring journey in environmentally friendly agriculture.

On 55 decimals of land, Hridoy is growing guava without using chemical fertilizers or chemical pesticides. Instead, he relies on organic manure and bio-based pest management practices. What makes his experience even more encouraging is the market response: his guavas are often in demand even before they are harvested. Customers know the difference and many come looking specifically for his produce.

But Hridoy’s journey does not stop with guava. He has also started growing different vegetables without chemical pesticides, gradually expanding his agroecological farming practices.

For those who still say, “It is impossible to farm without pesticides,” Hridoy’s field offers a very practical answer: come and see. His journey is also connected to BARCIK’s long-term work on promoting agroecology and farmer-led learning. Hridoy once collected an agroecology practice guideline from BARCIK and participated in different workshops and learning activities. Through these spaces, he learned from the experiences of other farmers and gradually adapted those practices to his own field.

At the same time, his learning did not begin with a workshop. His father is a farmer, and Hridoy has also inherited valuable local and traditional farming knowledge from him. His father has remained beside him in the field throughout this journey.

This is what makes agroecology meaningful to us at BARCIK not simply promoting a set of techniques, but connecting young farmers with local knowledge, farmer-to-farmer learning, ecological practices, and their own capacity to innovate.

Hridoy’s farm is more than a guava orchard. It is a living learning space showing how young people can become agents of an agroecological transition when knowledge, local experience and community support come together.

We need more such young farmers, more farmer-led experiments, and more spaces where farmers can learn from one another.
Agroecology is not only an idea. It is already being practiced in fields like Hridoy Khan’s.

Bangladesh youth demand agroecology policy to tackle Barind crisis

Young people in the Barind region are urging policymakers to link water security, biodiversity, farmers’ rights and food safety through an agroecology-based development approach.

Young leaders in Bangladesh’s drought-prone Barind region have called for sustainable agricultural solutions and policy support to address severe water shortages, food safety concerns and land degradation.

The call came on World Youth Day at a participatory workshop titled “Different realities, common aspirations: Towards a just and sustainable Barind through the voices of youth”, jointly organised by the Barind Youth Forum, Green Coalition and Bangladesh Resource Centre for Indigenous Knowledge (BARCIK) in Rajshahi.

The workshop focused on community initiatives aimed at achieving climate justice and food sovereignty. Young farmers, women farmers and representatives of various social, cultural and environmental organisations from urban and rural areas took part.

At the Barind Common Aspirations Lab, young people from different parts of the Barind region discussed water, agriculture, biodiversity and nature, climate, social and environmental justice, community initiatives and youth innovation.

The participants said young farmers in the Barind region, urban youth, women, fishermen, Indigenous people and students face different realities, but share aspirations for safe food, water, a healthy environment, dignified livelihoods, food sovereignty and a better future.

The organisers said the agricultural crisis in the Barind region should not be viewed solely as a crisis of agricultural production. They said agriculture is inseparably linked to water, soil, biodiversity, food systems, farmers’ dignity, local seeds, climate and people’s livelihoods.

They called for a policy for the Barind region that would not only increase production but also protect natural resources, safeguard farmers’ rights, ensure safe food and protect the environmental security of future generations.

Mohammad Riday, a young farmer practising agroecology in Paba upazila of Rajshahi, said he had grown guava on 55 percent of an acre of land using completely chemical-free methods.

“My guava yield was much better than that of farmers in my area who cultivated using pesticides and chemicals. The government should encourage farmers to adopt environmentally friendly agricultural practices and take measures to stop the use of highly harmful pesticides,” he said.

Sabitri Hembrom, general secretary of the Indigenous Youth Council, said agricultural and development policies could only be considered just when the distribution of their benefits and environmental costs was fair.

“During policy formulation and implementation, it must be considered whether any policy is creating disproportionate impacts on farmers, women, Indigenous people, marginalised communities and local people,” she said.

Mohammad Atikur Rahman, president of the Barind Youth Forum, said young people wanted a development framework that treated agricultural production, water security, biodiversity and nature and people’s rights in an integrated manner.

“The reality of the Barind region demands an environmentally friendly, agroecology-based agricultural policy now, one that ensures the protection of water, soil, agricultural biodiversity and health alongside farmers’ production,” he said.

Mohammad Shahidul Islam, an anthropologist, environmental law researcher and regional coordinator of BARCIK Rajshahi, said local agricultural knowledge, local seeds and farmers’ own adaptation strategies should be given due importance in development planning.

“Policies suited to climate change must be formulated by combining modern science with local knowledge, where the experiences of local communities are also considered important evidence,” he said.

কর্মশালায় তরুন কৃষক-কৃষানী, শহর ও গ্রামের বিভিন্ন সামাজিক-সাংস্কৃতিক, পরিবেশবাদী সংগঠনের প্রতিনিধিরা অংশগ্রহণ করেন। বরেন্দ্র অভিন্ন আকাক্সক্ষা ল্যাব (ইধৎরহফ ঈড়সসড়হ অংঢ়রৎধঃরড়হং খধন)-এ বরেন্দ্রের বিভিন্ন বাস্তবতা থেকে আসা তরুণরা পানি, কৃষি, প্রাণ-প্রকৃতি, জলবায়ু, সামাজিক ও পরিবেশ ন্যায়বিচার, কমিউনিটি উদ্যোগ এবং যুব উদ্ভাবন নিয়ে অংশগ্রহণমূলক আলোচনা করেন। বরেন্দ্রে অঞ্চলের তরুন কৃষক, শহুরে তরুণ, নারী, জেলে, আদিবাসী কিংবা শিক্ষার্থীর বাস্তবতা আলাদা; কিন্তু তারা সবাই নিরাপদ খাদ্য, পানি, সুস্থ পরিবেশ, সম্মানজনক জীবিকা, খাদ্য সার্বভৌমত্ব এবং সুন্দর ভবিষ্যৎ চায়।

আয়োজকরা বলেন, বরেন্দ্রের কৃষি সংকটকে শুধু কৃষি উৎপাদনের সংকট হিসেবে দেখলে এর প্রকৃত চিত্র পাওয়া যাবে না। কৃষির সঙ্গে পানি, মাটি, প্রাণবৈচিত্র্য, খাদ্য ব্যবস্থা, কৃষকের মর্যাদা, স্থানীয় বীজ, জলবায়ু এবং মানুষের জীবিকার সম্পর্ক অবিচ্ছেদ্য। ফলে বরেন্দ্রের জন্য প্রয়োজন এমন একটি নীতি, যা উৎপাদন বৃদ্ধির পাশাপাশি প্রাকৃতিক সম্পদ সংরক্ষণ, কৃষকের অধিকার, নিরাপদ খাদ্য ও ভবিষ্যৎ প্রজন্মের পরিবেশগত নিরাপত্তা নিশ্চিত করবে।

পবা উপজেলার এগ্রোইকোলজি চর্চাকারী তরুন কৃষক মো. রিদয় বলেন, ‘আমি ৫৫ শতাংশ জমিতে পেয়ারা চাষ করেছি একদম বিষমুক্ত উপায়ে। আমার পেয়ারার ফলন আমার এলাকায় যারা কীটনাশক ও রাসায়নিক দিয়ে চাষ করেছে তাদের চেয়ে অনেক ভালো হয়েছে। সরকারের উচিৎ পরিবেশ বান্ধব কৃষি চর্চায় কৃষকদের উদ্বুদ্ধ করা, এবং মারাত্বক ক্ষতিকর কীটনাশকের ব্যবহার বন্ধে ব্যবস্থা গ্রহণ করা।’

আদিবাসী যুব পরিষদের সাধারণ সম্পাদক সাবিত্রী হেমব্রম বলেন, ‘কোনো কৃষি বা উন্নয়ন নীতি তখনই ন্যায়ভিত্তিক হবে, যখন তার সুবিধা ও পরিবেশগত ব্যয়ের বণ্টন ন্যায্য হবে। কৃষক, নারী, আদিবাসী ও প্রান্তিক জনগোষ্ঠী এবং স্থানীয় জনগণের ওপর কোনো নীতির অসম প্রভাব তৈরি হচ্ছে কি না, তা নীতি প্রণয়ন ও বাস্তবায়নের সময় বিবেচনা করতে হবে।’

বরেন্দ্র ইয়ুথ ফোরামের সভাপতি মো. আতিকুর রহমান বলেন, ‘আমরা এমন একটি উন্নয়ন কাঠামো চাই, যেখানে কৃষি উৎপাদন, পানি নিরাপত্তা, প্রাণ-প্রকৃতি ও মানুষের অধিকারকে সমন্বিতভাবে দেখা হবে। বরেন্দ্রের বাস্তবতার আলোকে এখনই একটি পরিবেশবান্ধব ও এগ্রোইকোলজি-ভিত্তিক কৃষিনীতি প্রয়োজন, যেখানে কৃষকের উৎপাদনের পাশাপাশি পানি, মাটি, কৃষিপ্রাণবৈচিত্র্য ও স্বাস্থ্য সুরক্ষাও নিশ্চিত হবে।’

নৃবিজ্ঞানী, পরিবেশ আইন গবেষক ও বারসিক রাজশাহীর আঞ্চলিক সমন্বয়কারী মো. শহিদুল ইসলাম বলেন, ‘বরেন্দ্রের লোকায়ত কৃষিজ্ঞান, স্থানীয় বীজ ও কৃষকের নিজস্ব অভিযোজন কৌশলকে উন্নয়ন পরিকল্পনায় যথাযথ গুরুত্ব দিতে হবে। আধুনিক বিজ্ঞান ও স্থানীয় জ্ঞানকে সমন্বিত করে জলবায়ু পরিবর্তনের উপযোগী নীতি প্রণয়ন করতে হবে, যেখানে স্থানীয় জনগোষ্ঠীর অভিজ্ঞতাও গুরুত্বপূর্ণ প্রমাণ হিসেবে বিবেচিত হবে।’

Civic groups say evictions without rehabilitation would deepen the housing crisis, urging authorities to protect the rights and dignity of Rajshahi’s urban poor.

Three civic organisations in Rajshahi have submitted a memorandum demanding that slum evictions in the city be halted unless residents are provided with alternative housing and rehabilitation.

A delegation from the Namovodra Basthuhara Sarbik Unnayan Sangathan, Barendra Youth Forum and Green Coalition submitted the memorandum at noon on Monday, calling for an end to evictions of landless and low-income people living in slums, including the Namovodra Lakeside slum in Rajshahi city.

The memorandum said people cannot be made homeless in the name of development and urban management. It said every citizen has the right to dignified housing in light of the Constitution, human rights and the Sustainable Development Goals.

It said evicting slum residents without arrangements for rehabilitation could not be considered a humane, just or sustainable solution, and called on the relevant authorities to halt evictions until rehabilitation is ensured and to address the housing crisis facing slum residents.

The memorandum, jointly signed by Mahbub Siddiqui, president of the Rajshahi region chapter of Green Coalition and a river and environmental researcher; Md Bachchu Mia, president of the Namovodra Basthuhara Sarbik Unnayan Sangathan; and Md Atikur Rahman, president of the Barendra Youth Forum, was submitted to the Rajshahi divisional commissioner.

Shahana Akter Jahan, an additional divisional commissioner, received the memorandum on behalf of the divisional commissioner. A copy was also submitted to Kazi Shahidul Islam, the deputy commissioner of Rajshahi.

Separate copies of the memorandum were sent to Zakaria Taher, minister of the Ministry of Housing and Public Works; Md Mizanur Rahman Minu, minister of the Ministry of Land; the secretary of the Ministry of Housing and Public Works; the senior secretary of the Ministry of Land; the general manager of Bangladesh Railway’s western zone; Mahfuzur Rahman Riton, administrator of Rajshahi City Corporation; and Md Abul Kalam Azad Babbar, chairman of the Rajshahi Development Authority.

According to the Bangladesh Bureau of Statistics’ Slum Census and Floating Population Census 2014, more than 39,000 people lived in about 104 large and small slums in Rajshahi city. The memorandum said the number has now risen to around 100,000.

A large proportion of the residents moved to the city from rural areas because of river erosion, drought, floods, landlessness, a lack of employment opportunities and poverty, according to the memorandum.

But after moving to the city, they remain deprived of basic rights including safe housing, clean water, sanitation, education, healthcare, employment and social security, it said.

Most slum residents work as rickshaw pullers, construction workers, domestic workers, hawkers, small traders, transport workers and day labourers. The memorandum said they make an important contribution to the city’s economy and service sector while remaining deprived of the right to safe housing.

The memorandum put forward five demands, calling for the recognition of the rights of the urban poor and immediate steps to ensure their civic rights as part of efforts to build Rajshahi as a humane, inclusive, climate-resilient and sustainable city.

The demands are that no slum, including the Namovodra Lakeside slum, be evicted without ensuring rehabilitation; that plans be adopted to provide safe, dignified and environmentally friendly housing for all slum residents in Rajshahi; that water, sanitation, healthcare, education and social security services be ensured for slum residents; that affected communities be allowed to participate and give their views before any decision concerning eviction; and that the housing rights of the urban poor be given priority in local and national development plans.

The memorandum described the demands as a civic call for a just and humane urban life with dignity for all.

রাজশাহী নগরের নামোভদ্রা লেকপাড় বস্তিসহ বিভিন্ন বস্তি এলাকায় বসবাসরত ভূমিহীন ও নিম্ন আয়ের মানুষদের পুনর্বাসন ছাড়া বস্তি উচ্ছেদ বন্ধের দাবিতে স্মারকলিপি প্রদান করা হয়েছে। আজ বেলা ১২টায় নামোভদ্রা বাস্তুহারা সার্বিক উন্নয়ন সংগঠন, বরেন্দ্র ইয়ুথ ফোরাম ও গ্রিন কোয়ালিশনের একটি প্রতিনিধিদল এই স্মারকলিপি প্রদান করেন।

স্মারকলিপিতে বলা হয়েছে, উন্নয়ন ও নগর ব্যবস্থাপনার নামে কোনো মানুষকে গৃহহীন করা যায় না। সংবিধান, মানবাধিকার এবং টেকসই উন্নয়ন লক্ষ্যমাত্রার আলোকে প্রত্যেক নাগরিকের মর্যাদাপূর্ণ বাসস্থানের অধিকার রয়েছে। তাই পুনর্বাসনের ব্যবস্থা ছাড়া কোনো বস্তি উচ্ছেদ মানবিক, ন্যায়সঙ্গত ও টেকসই সমাধান হতে পারে না। পুনর্বাসন নিশ্চিত না করে, উচ্ছেদ বন্ধ করার দাবি জানিয়ে বস্তিবাসীদের আবাসন সংকট সমাধানে সংশ্লিষ্ট কর্তৃপক্ষের প্রতি আহ্বান জানানো হয়েছে।

গ্রিন কোয়ালিশন রাজশাহী অঞ্চলের সভাপতি, নদী ও পরিবেশ গবেষক মাহবুব সিদ্দিকী, নামোভদ্রা বাস্তুহারা সার্বিক উন্নয়ন সংগঠনের সভাপতি মো. বাচ্চু মিয়া ও বরেন্দ্র ইয়ুথ ফোরামের সভাপতি মো. আতিকুর রহমান এর যৌথ স্বাক্ষরিত স্বারকলিপি রাজশাহীর বিভাগীয় কমিশনার বরাবর প্রদান করা হয়েছে। বিভাগীয় কমিশনারের পক্ষে স্মারকলিপি গ্রহণ করেন অতিরিক্ত বিভাগীয় কমিশনার শাহানা আক্তার জাহান। স্মারকলিপির অনুলিপি রাজশাহীর জেলা প্রশাসক কাজী শহিদুল ইসলাম এর কাছে প্রদান করা হয়েছে।

এছাড়াও পৃথক স্মারকলিপি গণপ্রজাতন্ত্রী বাংলাদেশ সরকারের গৃহায়ন ও গণপূর্ত মন্ত্রণালয়ের মন্ত্রী জাকারিয়া তাহের, ভূমি মন্ত্রণালয়ের মন্ত্রী মো. মিজানুর রহমান মিনু, গৃহায়ন ও গণপূর্ত মন্ত্রণালয়ের সচিব, ভূমি মন্ত্রণালয়ের সিনিয়র সচিব, বাংলাদেশ রেলওয়ে (পশ্চিমাঞ্চল) এর মহাব্যবস্থাপক, রাজশাহী সিটি কর্পোরেশনের প্রশাসক মাহফুজুর রহমান রিটন, রাজশাহী উন্নয়ন কর্তৃপক্ষের চেয়ারম্যান মো. আবুল কালাম আজাদ ববাবর প্রেরণ করা হয়েছে।

বাংলাদেশ পরিসংখ্যান ব্যুরোর (বিবিএস) বস্তিশুমারী ও ভাসমান লোকগণনা-২০১৪ অনুযায়ী রাজশাহী শহরে ছোট বড় মিলে প্রায় ১০৪টি বস্তিতে ৩৯ হাজারের বেশি মানুষ বসবাস করে, বর্তমানে তা প্রায় লক্ষাধিক হয়েছে। এনাদের বড় অংশ নদীভাঙন, খরা, বন্যা, ভূমিহীনতা, কর্মসংস্থানের সংকট ও দারিদ্র্যের কারণে গ্রাম ছেড়ে নগরে আশ্রয় নিয়েছে। কিন্তু নগরে এসেও তারা নিরাপদ বাসস্থান, বিশুদ্ধ পানি, স্যানিটেশন, শিক্ষা, স্বাস্থ্যসেবা, কর্মসংস্থান এবং সামাজিক নিরাপত্তার মতো মৌলিক অধিকার থেকে বঞ্চিত। বস্তিবাসীদের অধিকাংশই রিকশাচালক, নির্মাণশ্রমিক, গৃহকর্মী, হকার, ক্ষুদ্র ব্যবসায়ী, পরিবহন শ্রমিক এবং দিনমজুর। এই মানুষগুলো নগরের অর্থনীতি ও সেবাখাতে গুরুত্বপূর্ণ অবদান রাখলেও নিরাপদ আবাসনের অধিকার থেকে বঞ্চিত।

রাজশাহীকে সত্যিকার অর্থে মানবিক, অন্তর্ভুক্তিমূলক ও জলবায়ুসহনশীল টেকসই নগর হিসেবে গড়ে তুলতে নগর দরিদ্র মানুষের অধিকারকে স্বীকৃতি দেয়া এবং এই মানুষগুলোর নাগরিক অধিকার অবিলম্বে নিশ্চিত করতে স্মারকলিপিতে ৫ দফা দাবি জাানানো হয়েছে। দাবিসমূহ হলো-

১. পুনর্বাসন নিশ্চিত না করে নামোভদ্রা লেকপাড় বস্তিসহ রাজশাহীর কোনো বস্তি উচ্ছেদ করা যাবে না।

২. রাজশাহীর সকল বস্তিবাসীর জন্য নিরাপদ, মর্যাদাপূর্ণ ও পরিবেশবান্ধব আবাসনের পরিকল্পনা গ্রহণ করতে হবে।

৩. বস্তিবাসীদের পানি, স্যানিটেশন, স্বাস্থ্য, শিক্ষা ও সামাজিক নিরাপত্তা সেবা নিশ্চিত করতে হবে।

৪. উচ্ছেদ সংক্রান্ত যেকোনো সিদ্ধান্তের আগে ক্ষতিগ্রস্ত জনগোষ্ঠীর অংশগ্রহণ ও মতামত নিশ্চিত করতে হবে।

৫. নগর দরিদ্র জনগোষ্ঠীর আবাসন অধিকারকে স্থানীয় ও জাতীয় উন্নয়ন পরিকল্পনায় অগ্রাধিকার দিতে হবে।

এই দাবিসমূহ একটি ন্যায়, মানবিক এবং সবার জন্য মর্যাদাপূর্ণ নগর জীবনের পক্ষে নাগরিক আহ্বান।

জনস্বাস্থ্যবিশেষজ্ঞদের অনেকেই মনে করেন যে সাপের কামড়ে মৃত্যুবরণকারী বা স্থায়ীভাবে অক্ষম ব্যক্তিদের জন্য একটি জাতীয় ক্ষতিপূরণ বা সামাজিক সুরক্ষা তহবিল থাকা উচিত। কৃষক, জেলে, বনজীবীসহ উচ্চ ঝুঁকির পেশাজীবীদের জন্য বিশেষ বিমা বা ক্ষতিপূরণ কর্মসূচি চালু করা যেতে পারে। লিখেছেন গওহার নঈম ওয়ারা

কিষানিদের এর সঙ্গে যুক্ত করলে দেখা যাবে, কৃষিকাজের সঙ্গে সংশ্লিষ্ট ব্যক্তিরা মারা যাচ্ছেন সবচেয়ে বেশি। ২০২৬ সালের জুলাই মাসে যে চার নারীর মৃত্যুর সংবাদ পাওয়া গেছে (দিনাজপুর ১ জুলাই, মাদারীপুর ৭ জুলাই, সিরাজগঞ্জ ২১ জুলাই, টাঙ্গাইল ১৬ জুলাই), তাঁরা সবাই ছিলেন কিষানি।

সবচেয়ে বেশি মানুষ সাপের আক্রমণের শিকার হন মে, জুন ও জুলাই মাসে। গত বছর (মে ২০২৫) গোয়ালন্দের এক কৃষক জানিয়েছিলেন, ১৫-১৬ দিন আগে উজানচর মহিদাপুর এলাকায় কৃষক সুরুজ শেখ ধান কাটতে গেলে রাসেলস ভাইপার কামড় দেয়। তাঁকে উদ্ধার করে ফরিদপুর মেডিকেল কলেজ হাসপাতালে নেওয়া হয়। সেখানে দীর্ঘদিন তাঁর চিকিৎসা চলে।

ওই কৃষক জানিয়েছিলেন, ‘পরপর আরও দুই কৃষককে কামড় দিলে আতঙ্কে আমরা ধানখেতে যেতে পারিনি। অনেক ফসল জমিতেই নষ্ট হয়েছে। ওই মৌসুমে শ্রমিকেরাও ভয়ে খেতে নামছিলেন না।’

বর্ষার সময় চর এলাকায়, উপকূলে এবং বন্যায় দেশের উত্তর ও মধ্যাঞ্চলে সাপের উপদ্রব বেশি থাকে। কিছু জরিপে বলা হয়েছে, দেশে সবচেয়ে বেশি সাপের কামড়ের শিকার হন খুলনা ও বরিশাল অঞ্চলের মানুষ। বাংলাদেশে সবচেয়ে বেশি মানুষ মারা যান গোখরা ও কালকেউটের কামড়ে। এখন এই তালিকায় যুক্ত হয়েছে রাসেলস ভাইপার বা চন্দ্রবোড়া। বর্তমানে ২৭টি জেলায় এর অস্তিত্ব পাওয়া গেছে।

সাপের কামড়ে যাঁরা মারা যান, তাঁদের প্রায় সবাই কৃষির সঙ্গে যুক্ত। দরিদ্র মানুষ একবার সাপের কামড়ের শিকার হলে তাঁদের আর্থিক, সামাজিক ও মনস্তাত্ত্বিক যে ক্ষতি হয়, তা সামাল দিতে জীবন পার হয়ে যায়।

একটু পুরোনো হলেও সাপের কামড়ে মৃত্যু ও ক্ষয়ক্ষতি নিয়ে জাতীয়ভাবে জরিপ রয়েছে। সেই জরিপের সঙ্গে স্বাস্থ্য অধিদপ্তরের অসংক্রামক রোগ বিভাগ, চট্টগ্রাম মেডিকেল কলেজ হাসপাতালসহ মোট ১১টি দেশি-বিদেশি প্রতিষ্ঠান যুক্ত ছিল। ২০২১ ও ২০২২ সালে তারা মাঠপর্যায়ে জরিপটি করেছিল।

এর আগে এসব সংস্থা ২০০৮ সালে আরেকটি জরিপ করেছিল। তাতে বছরে ছয় হাজারের বেশি মানুষের সাপের কামড়ে মৃত্যু ঘটে বলে বেরিয়ে আসে। ওই জরিপে বছরে ছয় লাখের বেশি মানুষ সাপের আক্রমণের শিকার হন বলে জানানো হয়।

তবে এই সংখ্যা যে দিন দিন বাড়ছে, তাতে কোনো সন্দেহ নেই। গত বছর রাজশাহী মেডিকেল কলেজ হাসপাতালের আইসিইউ ইনচার্জ সংবাদমাধ্যমকে জানিয়েছিলেন যে তিনি বর্তমানে যত সাপে কাটা রোগী দেখছেন, তা গত ১৪ বছরে দেখেননি।

ওষুধ, হাসপাতাল সব থাকার পরও কেন এত মৃত্যু?
জীবন দিয়ে এই প্রশ্নের উত্তর দিয়ে গেছেন দিনাজপুরের বোচাগঞ্জ উপজেলার রনগাঁও ইউনিয়নের চণ্ডীপুর গ্রামের জুলেখা খাতুন। ঘটনার দিন দুপুর সাড়ে ১২টার দিকে ধানের বস্তা বের করার সময় জুলেখার বাঁ হাতের কবজিতে সাপ কামড় দেয়। তাঁর চিৎকার শুনে পরিবারের সদস্যরা দ্রুত বোচাগঞ্জ উপজেলা স্বাস্থ্য কমপ্লেক্সে নিয়ে যান। হাসপাতালে নেওয়ার পর তাঁর রক্ত পরীক্ষা করা হয়। এ সময় সাপটিকেও ধরে হাসপাতালে নিয়ে যান জুলেখা খাতুনের স্বজনেরা।

স্বজনদের দাবি, উপজেলা স্বাস্থ্য কমপ্লেক্সে অ্যান্টিভেনম মজুত থাকলেও তা প্রয়োগ না করে রোগীকে সেখান থেকে প্রায় ৩০ কিলোমিটার দূরে দিনাজপুর মেডিকেল কলেজ হাসপাতালে পাঠানো হয়।

কেন তাঁকে দিনাজপুর পাঠানো হলো? উপজেলা স্বাস্থ্য কমপ্লেক্সের পক্ষ থেকে বলা হয়, অ্যান্টিভেনম আছে, তবে তা প্রয়োগ করলে আইসিইউ সাপোর্ট প্রয়োজন হতে পারে, যা উপজেলা হাসপাতালে নেই।

জুলেখা খাতুনের ছেলে বলেন, ‘আমরা অ্যান্টিভেনম দিতে বারবার অনুরোধ করেছিলাম। কিন্তু চিকিৎসক তা দিতে রাজি না হওয়ায় মাকে দিনাজপুর মেডিকেল কলেজ হাসপাতালে নিয়ে যাই।’

জুলেখার স্বজনদের দাবি, দিনাজপুর মেডিকেল কলেজ হাসপাতালের জরুরি বিভাগে নেওয়ার পর নার্সরা জানান, আইসিইউতে কোনো শয্যা খালি নেই। পরে তাঁদের পরামর্শ অনুযায়ী জুলেখাকে দিনাজপুর জিয়া হার্ট ফাউন্ডেশনে নেওয়া হলে সেখানে চিকিৎসক তাঁকে মৃত ঘোষণা করেন।

বিষয়টি সংবাদমাধ্যমের নজরে এলে দিনাজপুরের সিভিল সার্জন গণমাধ্যমকে বলেন, ‘বোচাগঞ্জের রোগীর মৃত্যু এবং অ্যান্টিভেনম না পাওয়ার অভিযোগ তদন্ত করে দেখা হচ্ছে। বর্তমানে জেলায় অ্যান্টিভেনমের কোনো সংকট নেই।’

বোচাগঞ্জ উপজেলা নির্বাহী কর্মকর্তা বলেছেন, ‘ঘটনাটি সম্পর্কে জেনেছি। চলতি অর্থবছরে এডিবির বরাদ্দ থেকে হাসপাতালে রেবিস ভ্যাকসিন ও অ্যান্টিভেনমের ৫০টি ভায়াল কেনা হয়েছিল। রোগীকে কেন তা দেওয়া হয়নি, গুরুত্বের সঙ্গে খতিয়ে দেখা হবে।’

শুধু দিনাজপুরের বোচাগঞ্জ নয়; সম্প্রতি একই রকমের ঘটনা ঘটেছে লালমনিরহাট জেলার কালীগঞ্জ, মুন্সিগঞ্জ জেলার টঙ্গিবাড়ী ও শ্রীনগরে; জামালপুর জেলার বকশীগঞ্জ, মাদারগঞ্জ, ইসলামপুরে। বলতে গেলে দেশের প্রায় সব উপজেলায় একই চর্চা, একই রেকর্ড।

উপজেলা হাসপাতাল এমন করে কেন?
উপজেলা হাসপাতালের একজন আবাসিক চিকিৎসক একবার এই লেখককে বলেছিলেন, ‘আমাদের এখানে সাপের কামড়ের রোগী এলে জেলা সদর হাসপাতালে পাঠিয়ে দিই। রোগীকে পর্যবেক্ষণে রেখে অ্যান্টিভেনম দিতে হয়। তা না হলে রোগীর সমস্যা হতে পারে। এ জন্য কার্ডিওলজির চিকিৎসক প্রয়োজন। এই পদে চিকিৎসক না থাকায় চিকিৎসা দেওয়া যাচ্ছে না।’

সাপের কামড় ব্যবস্থাপনার জাতীয় নির্দেশিকা (ন্যাশনাল গাইডলাইন ফর ম্যানেজমেন্ট অব স্নেকবাইট) মূলনীতি হলো—‘ট্রিট ফার্স্ট, রেফার ইফ নেসেসারি’; অর্থাৎ চিকিৎসা দেওয়ার সক্ষমতা থাকলে আগে চিকিৎসা শুরু করতে হবে, পরে প্রয়োজন হলে রেফার করতে হবে।

আরও বলা হয়েছে, ‘রেফার বিকজ দ্য পেশেন্ট নিডস আ হায়ার লেভেল অব কেয়ার-নট সিম্পলি বিকজ দ্য পেশেন্ট হ্যাজ বিন বিটেন বাই আ স্নেক।’ অর্থাৎ শুধু সাপে কামড়েছে বলেই তাঁকে তাড়াহুড়া করে রেফার করে দিতে হবে, সেটা ঠিক নয়। রোগীর উচ্চস্তরের চিকিৎসার প্রয়োজন হলেই কেবল রেফার করা যাবে।

বাস্তবে কেবল ঝামেলা এড়ানোর জন্যই হাসপাতালে অ্যান্টিভেনম মজুত থাকা সত্ত্বেও অনেক সময় রোগীকে অন্য হাসপাতালে রেফার করা হয়।

কথিত নির্দেশিকায় রেফারের আগে কী করতে হবে, তা বেশ খোলাসা করেই বলা আছে।

যদি রেফার করা অপরিহার্য হয়, তাহলে—

১. রোগীকে আগে স্থিতিশীল (স্ট্যাবিলাইজ) করতে হবে।

২. প্রয়োজন হলে অক্সিজেন দিতে হবে।

৩. আইভি লাইন খুলতে হবে।

৪. অ্যান্টিভেনম দেওয়ার নির্দেশ থাকলে এবং তা মজুত থাকলে চিকিৎসা শুরু করতে হবে।

৫. রেফারাল নোট লিখে রোগীর অবস্থা ও দেওয়া চিকিৎসা উল্লেখ করতে হবে।

৬. সম্ভব হলে গ্রহণকারী হাসপাতালের সঙ্গে আগে যোগাযোগ করতে হবে।

৭. নিরাপদ পরিবহনের ব্যবস্থা করতে হবে।

বলা বাহুল্য, জুলেখা খাতুনদের ক্ষেত্রে এসবের কোনোটিই করা হয় না। পত্রপাঠ অন্য হাসপাতালে সাপে কাটা রোগী চালান করে দেওয়াই এখন রীতি হয়ে দাঁড়িয়েছে।

সীমাবদ্ধতার মধ্যেও অসীম কিছু করা সম্ভব
ঘাড় থেকে ঝামেলা ঝেড়ে ফেলার বদলে দায় আর দরদ দিয়ে অনেক অসম্ভবকে সম্ভব করা যায়। পাঠকের নিশ্চয় মনে আছে, গত বছর এই সময় (২৯ জুলাই) অসাধ্য সাধন করেছিলেন নীলফামারীর সদর হাসপাতালের কতিপয় স্বাস্থ্যকর্মী আর চিকিৎসকেরা।

একজন দরিদ্র কৃষক সাপে কাটা রোগীকে নির্ঘাত মৃত্যুর দুয়ার থেকে ফিরিয়ে এনেছিলেন সাধারণ বুদ্ধি খাটিয়ে। উপযুক্ত চিকিৎসা শুরু করার আগে রোগীর দমটা ধরে রাখতে ব্যবহার করেছেন আর্টিফিশিয়াল ম্যানুয়াল ব্রিদিং ইউনিট, যা ‘অ্যাম্বু ব্যাগ’ নামে পরিচিত। এটি কৃত্রিম উপায়ে শ্বাসপ্রশ্বাস–সহায়ক যন্ত্র। ব্যাগ-ভালভ-মাস্ক নামেও এটি পরিচিত।

খুব সাধারণ এই চিকিৎসাযন্ত্রের বেলুনের মতো ফোলা অংশটি হাতে চাপ দিয়ে শ্বাসপ্রশ্বাসের কষ্টে থাকা রোগীকে শ্বাস চালিয়ে যেতে সাহায্য করা যায়। রোগী যখন দম নিতে পারেন না, তখন এটা ব্যবহার করা হয়। সেদিন নীলফামারী থেকে রংপুর নেওয়ার পথে সারা রাস্তা পালা করে স্বাস্থ্যকর্মীরা অ্যাম্বু পাম্প করে রোগীর শ্বাসপ্রশ্বাস চালু রাখেন। বেঁচে যান কৃষক।

সাপের ছোবল থেকে বাঁচার অন্য কোনো উপায় আছে?
রাজবাড়ী জেলার গোয়ালন্দ উপজেলার কর্তৃপক্ষ গত বছর সাপের ভয়ে ধান কাটার কাজ প্রায় বন্ধ হয়ে গেলে কৃষকদের মধ্যে গামবুট বিতরণের এক কর্মসূচি গ্রহণ করেছিল। চরাঞ্চলের ১৫০ জনের মধ্যে গামবুট বিতরণের মধ্য দিয়ে এই কর্মসূচি চালু হলেও পর্যায়ক্রমে প্রতিটি ইউনিয়নের চাষিদের মধ্যে গামবুট বিতরণ করার কথা জানিয়েছিলেন উপজেলা নির্বাহী কর্মকর্তা।

সেটি আর হয়নি, তবে এটা একটি পদক্ষেপ হতে পারে। সাপে কাটার পর ওষুধের পেছনে রোগীপ্রতি খরচ প্রায় ১৬ হাজার টাকা, সেই টাকায় কমপক্ষে ১৬ জন কৃষককে সুরক্ষা দেওয়া যায়।

আর কী করা যায়
বিগত বছরগুলোর তুলনায় এ বছর সাপের কামড়ে বেশি মানুষ মারা যাচ্ছেন। তাই উপজেলা পর্যায়ে চিকিৎসকদের এ বিষয়ে প্রশিক্ষণ দেওয়া প্রয়োজন এবং প্রতি উপজেলায় আইসিইউ স্থাপনের ব্যবস্থা করতে হবে।

স্বাস্থ্য অধিদপ্তরের অসংক্রামক রোগ নিয়ন্ত্রণ শাখা (এনসিডিসি) সব সময় দাবি করে, দেশে অ্যান্টিভেনমের কোনো সংকট নেই। তা–ই যদি হয়, তাহলে কোন হাসপাতালে কবে, কত পরিমাণ সরবরাহ করা হয়, সেটা নিয়মিত বিরতিতে মানুষকে জানিয়ে দেওয়ার ব্যবস্থা করা হোক।

জনস্বাস্থ্যবিশেষজ্ঞদের অনেকেই মনে করেন যে সাপের কামড়ে মৃত্যুবরণকারী বা স্থায়ীভাবে অক্ষম ব্যক্তিদের জন্য একটি জাতীয় ক্ষতিপূরণ বা সামাজিক সুরক্ষা তহবিল থাকা উচিত। কৃষক, জেলে, বনজীবীসহ উচ্চ ঝুঁকির পেশাজীবীদের জন্য বিশেষ বিমা বা ক্ষতিপূরণ কর্মসূচি চালু করা যেতে পারে। যেহেতু সাপও বন্য প্রাণী এবং সাপের কামড় একটি বড় জনস্বাস্থ্য সমস্যা, তাই বর্তমান ক্ষতিপূরণ নীতিমালা পুনর্বিবেচনার দাবি রয়েছে।

বর্তমান অবস্থায়, বাংলাদেশে সাপের কামড়ে ক্ষতিপূরণ দেওয়ার বাধ্যতামূলক কোনো জাতীয় সরকারি বিধান নেই। তবে ভবিষ্যতে আইন বা নীতিমালা পরিবর্তনের মাধ্যমে এমন ব্যবস্থা প্রণয়ন করা সম্ভব।

বরিশাল নগরীতে একটি সরকারি পুকুর অবৈধভাবে ভরাট ও দখলের যে অভিযোগ উঠিয়াছে তাহা স্থানীয় প্রশাসনের দ্রুত আমলে লওয়া উচিত বলিয়া আমরা মনে করি। শুক্রবার সমকালে প্রকাশিত একটি প্রতিবেদন বলিতেছে, পুকুরটির আয়তন প্রায় ৬৯ শতাংশ এবং নগরীর ভাটিখানা এলাকায় বক্ষব্যাধি হাসপাতাল ও সদ্যনির্মিত শিশু হাসপাতালের পার্শ্বে অবস্থিত। সরকারি দলের স্থানীয় প্রভাবশালী কতিপয় নেতার সহযোগিতায় ভূমিদস্যুচক্র জাল কাগজপত্র তৈরি করিয়া অত্র মূল্যবান রাষ্ট্রীয় সম্পদ গ্রাস করিতে তৎপর। তবে দুর্ভাগ্যজনক, দখলদার চক্র দীর্ঘ ২০ দিন ধরিয়া রাত্রে উক্ত পুকুরে বালি ফেলিয়া ভরাটকার্য চালাইলেও স্থানীয় প্রশাসন, ভূমি অফিস কিংবা আইনশৃঙ্খলা রক্ষাকারী বাহিনীর পক্ষ হইতে কোনো ফলপ্রসূ প্রতিকার বা প্রতিরোধমূলক পদক্ষেপ গ্রহণ করা হয় নাই। হাসপাতাল কর্তৃপক্ষ লিখিতভাবে স্থানীয় থানাসহ সংশ্লিষ্ট সরকারি দপ্তরগুলিতে অভিযোগ জানাইবার পরও প্রশাসনের ভূমিকা নীরব দর্শকের ন্যায়।

এই প্রেক্ষাপটে কেহ উক্ত দুষ্কর্মে স্থানীয় প্রশাসনের কর্তাব্যক্তিদের কোনো প্রকার যোগসাজশ আবিষ্কার করিলে তাহাকে দোষী সাব্যস্ত করা যাইবে না। অবশ্য সাম্প্রতিক সময়ে আইনশৃঙ্খলা বা যে কোনো অপরাধমূলক কর্মকাণ্ড নিয়ন্ত্রণ প্রশ্নে দেশের বিভিন্ন স্থানে প্রশাসনিক নিষ্ক্রিয়তা ও অব্যবস্থাপনার যে হতাশাজনক বাস্তবতা বিরাজমান, আলোচ্য ঘটনায় বিস্ময়ের কিছু নাই।

পরিবেশ সুরক্ষা ও অগ্নিনির্বাপণ ব্যবস্থার প্রয়োজনে নগর এলাকায় পুকুরের গুরুত্ব অপরিসীম। বিশেষ করিয়া হাসপাতাল-সংলগ্ন এলাকায় পুকুর বা জলাশয় সংরক্ষিত থাকা পরিবেশগত ভারসাম্য রক্ষা এবং অতিজরুরি মুহূর্তে পানি সরবরাহের জন্য অপরিহার্য। অথচ কতিপয় অসাধু ব্যক্তি ব্যক্তিগত ভুয়া দলিলের অজুহাত তুলিয়া এবং রাজনৈতিক ছত্রছায়া ব্যবহার করিয়া এমন মূল্যবান পরিবেশগত সম্পদ বিনাশ করিতেছে। সর্বোপরি, বাংলাদেশের বিদ্যমান প্রাকৃতিক জলাধার সংরক্ষণ আইন, ২০০০ অনুযায়ী যে কোনো সরকারি বা বেসরকারি জলাশয়, পুকুর, খাল বা নদী ভরাট করা সম্পূর্ণ নিষিদ্ধ ও দণ্ডনীয় অপরাধ। তাই স্থানীয় প্রশাসনিক কর্মকর্তারা আদালত বা ট্রাইব্যুনালে মামলার দীর্ঘসূত্রতার অজুহাত দিয়া স্বীয় দায়িত্বকে উপেক্ষা করিতে পারেন না। তাৎক্ষণিক অবৈধ ভরাট বন্ধ, ভরাটকৃত বালি অপসারণপূর্বক পুকুরটিকে পূর্বাবস্থায় ফিরাইয়া আনা এবং জবরদখলকারীদের বিরুদ্ধে কঠোর আইনি ব্যবস্থা গ্রহণ করা প্রশাসনের আইনি ও নৈতিক কর্তব্য। মনে রাখিতে হইবে, কোনো একটি নগরে খাসজমি ও সরকারি পুকুর বেদখল হওয়া নিছক কোনো অপরাধমূলক ঘটনা নহে। বরং উহা নাগরিক অধিকার লঙ্ঘনেরও শামিল। .....

Evictions without resettlement must stop, Rajshahi protesters demand

Protesters said thousands of low-income and climate-displaced families in Rajshahi remain vulnerable to displacement, urging authorities to prioritise rehabilitation, housing rights and community participation in urban development planning.

Residents of informal settlements, rights activists and civil society groups staged a human chain and signature campaign in the northwestern Bangladesh city of Rajshahi on Thursday, demanding an end to slum evictions without rehabilitation and calling for secure housing for low-income communities.

The programme was held at Saheb Bazar Zero Point in Rajshahi city and was jointly organised by the Namobhadra Lake Area Displaced People’s Development Organisation, Green Coalition and Barendra Youth Forum.

Participants included members of civil society, slum residents, human rights activists, labourers, teachers, students and representatives of various social organisations.

Speakers said thousands of families living for years in 104 slum settlements across Rajshahi, including the Namobhadra Lake area, were facing uncertainty over possible eviction and were living in inhumane conditions. They said most residents were rickshaw pullers, construction workers, domestic workers, small business owners, transport workers and day labourers whose work keeps the city’s economy functioning, yet they remain deprived of the basic right to secure housing.

The speakers said housing was not only a social necessity but also a fundamental right. They said Bangladesh’s Constitution, international human rights instruments and the Sustainable Development Goals place responsibility on the state to ensure safe, dignified and inclusive housing for citizens, adding that no eviction without rehabilitation could be considered humane or just.

Bachchu Mia, president of the Namobhadra Displaced People’s Development Organisation, said: “We are not occupiers. We are working people of this city. Rajshahi runs on our sweat. Yet every day we live in fear of losing the last shelter over our heads. We do not want eviction. We want the right to live with dignity.”

Namobhadra slum resident Jesmin Khatun said: “We ask the Bangladesh government and Tarique Rahman to provide us with homes before evicting us. If the Rohingya can have a place to stay in this country, then why can’t we, who are citizens of this country?”

Khalil Hossain, a resident of Jamalpur slum, said: “We came here after river erosion forced us from our homes. We collect dirty bottles, polythene and waste from this city. We keep the city clean, but we have no place to live.”

Nilufa Ismat Ara, member secretary of the Urban Poor Rights Implementation Committee and a resident of Jamalpur slum, said: “Losing a home does not only mean losing an address. It also means losing a child’s education, a family’s security, opportunities for livelihoods and dreams for the future. The government should see us as citizens, not criminals. We vote during elections too, and we want our rights.”

Mati Mia, a resident of Baharampur slum, said: “We have been working in this city for years. If I do not cook, your meals will not be prepared. If I do not clean houses, they will not be cleaned. Yet there is no recognition of our work or our existence. We want our children to build their future in a safe home instead of living in fear of eviction.”

Mahbub Siddiqui, president of Green Coalition Rajshahi, said: “A civilised city can never write its development story by evicting its most vulnerable people. At a time of climate change, poverty and urbanisation, ensuring safe housing is one of the key conditions for social justice and climate justice. Evictions without rehabilitation also violate international human rights principles.”

Barendra Youth Forum president Md Atikur Rahman said: “If Rajshahi is to become a truly inclusive, humane, sustainable and climate-resilient city, then development planning must also take into account these climate-displaced people. We do not want development that takes away the roofs over poor people’s heads. Development must ensure rehabilitation first. That is the responsibility of a just state.”

Anthropologist Shahidul Islam, member secretary of Green Coalition Rajshahi, said: “Research around the world shows that forced evictions deepen poverty, increase social inequality and have long-term negative impacts on children’s education, health and livelihoods. It is now time to ensure the participation of slum residents in urban development planning and establish rehabilitation as a legal obligation. Safe housing is not charity. It is a fundamental human right.”

He added: “Housing projects have been undertaken at different times for the urban poor and slum dwellers in Dhaka and Chattogram, but despite development projects worth billions of taka in Rajshahi, no housing project has been undertaken for the city’s urban poor and climate-displaced people.”

Professor Dr Golam Sarowar Sujon of the Department of History at the University of Rajshahi said: “No eviction should take place without rehabilitation. Housing, education and healthcare are fundamental rights, but slum residents receive none of these. They live in extreme hardship. The Liberation War of 1971, the mass uprising of the 1990s and the mass uprising of 2024 were all fought to secure these fundamental rights. People gave their lives in every movement, but those rights have been taken away and plundered. We no longer want to see this. These people’s housing must be ensured before any eviction takes place.”

Mahmud Jamal Kaderi, convener of the July-36 Council, presented a five-point charter of demands during the programme. The demands called for an end to any slum eviction in Rajshahi without guaranteed rehabilitation, the adoption of safe, dignified and environmentally friendly housing plans for all slum residents, the provision of basic services including water, sanitation, healthcare, education and social protection, the participation and consultation of affected communities before any eviction-related decisions are made and giving priority to housing rights for the urban poor in local and national development planning.

Speakers also urged the relevant authorities, elected representatives and policymakers to ensure that Rajshahi becomes a humane, inclusive, climate-resilient and sustainable city through equitable development that leaves no community behind. They said development should ensure housing rights rather than making people homeless.

Among those expressing solidarity at the programme were Tasnuva Amin, a student at the University of Rajshahi, and Gopal Deb Sharma, president of the Somporko Social Welfare Organisation.

The organisers said the signature campaign would continue alongside the human chain, and that the collected signatures would be submitted to the relevant government authorities to press for an end to evictions without rehabilitation and for effective measures to protect the housing rights of the urban poor.
