Foundation President & CEO, Fraternal & Visionary Leader, Public Servant - Deputy Permanent Secretary and Motivational Speaker - National Honours Recipient - Order of Distinction - Companion (CD) - Honourary Doctorate of Humane Letters (LHD) Bailey Senior High School, a 1990 graduate of Bethune-Cookman College (now University) with a Bachelor of Science Degree in Psychology with honors, and a 1992
graduate of Nova Southeastern University with a Master of Science Degree in Human Services with a specialization in Human Resource Management. In May 2009, he delivered the commencement address at Bethune-Cookman University and was awarded the Honourary Doctorate of Humane Letters (LHD). He is only the second Bahamian and one of the youngest individuals to deliver the coveted commencement address at Bethune-Cookman University. In July 2012, he received a Chinese Government Fellowship at Perking University, China, and was awarded the Certificate in Public Administration. He is employed with the Bahamas Government since 1992. He has currently stationed at the Ministry of Education & Technical & Vocational Training as Deputy Permanent Secretary, with responsibility for Scholarships, School Security, School Bussing, and Labour Relations. Yearning to impact his community and his country, Ricardo was instrumental in the establishment of the Bahamas Primary School Student of the Year Awards Program, a premier awards scheme in The Bahamas. The awards program has recognized over 3,000 of the BEST and BRIGHTEST primary school students and awarded over $2.5 million dollars' worth of scholarships and prizes since 1997. He currently serves as President & CEO of the Bahamas Primary School Student of the Year Foundation, a non-profit volunteer organization. He serves as a Mentor to many of the past nominees. Ricardo’s leadership roles include Current Deputy Chairman, of the National Training Agency; Former Member of, the Associate Board of Trustees, at Bethune-Cookman University; Former Chairman, of R. Bailey Senior High School Board; Former Vice-President, of the Parents Teachers Association, Queen’s College and St. Thomas More Catholic Primary School' former Director of Education and President, Alpha Phi Alpha Fraternity, Inc., Iota Epsilon Lambda Chapter, and the Former National First Vice-President, National Pan-Hellenic Council (1999-2003), the first Bahamian; first international council member and one of the youngest to serve in the number two leadership role in the million-member organization. He is the recipient of numerous awards, including Bethune-Cookman College – 1989/90 Student of the Year; Nova Southeastern University – Ricardo Deveaux Spirited Award, an annual at the university named in his honor; one of seven finalists in the 1992 Florida College Student of the Year, where he was the only male and only black to make it to the finals; 1996 Most Distinguished Youth Leader Award presented by Dr. Myles Munroe; The First Caribbean International Bank - 2004 Unsung Hero Award; First Recipient of the Nassau, Bahamas Pan-Hellenic Council - 2004 Bahamas Greek Hall of Fame; the Alpha Phi Alpha Fraternity, Inc. – 2006 Centennial Brother of the Year for The Bahamas; R. Bailey Senior High School - 2013 Hall of Fame Inductee; 2019 Hubert Edward Global Leadership of Excellence Award; 2022 Bahamas Education & Scholarship Summit - Bridgette Francis-Ingraham International Award of Excellence; 2022 Exemplary Service Award by the Governor-General of The Commonwealth of The Bahamas and in July 2023 he was given one of The Bahamas' Top National Honours - Companion of The Order of Distinction (C.D)
He is married to Pamela J. Deveaux, nee Cunningham, a Chartered Accountant. They are the proud parents of two daughters - Richea Juanita and Paige Aaliyah Deveaux. He is the eldest son of Edward & Beverly Deveaux. Ricardo and his family worship at St. George’s Anglican Church.
