⚡ Address of the chambers of the Federal Assembly of the Russian Federation to the UN, international parliamentary organisations, and parliaments of the world

💬 The chambers of the Federal Assembly of the Russian Federation hereby address the United Nations Organisation, international parliamentary organisations, and the parliaments of the world regarding the existing evidence of systematic and brutal crimes that defy every conceivable norm of morality and ethics committed by the armed formations of Ukraine against children who are the most vulnerable and unprotected part of the population.

The main reasons minors are becoming victims are

🔻 the mass use by the Kiev-controlled armed formations of indiscriminate weapons, fi****ms, and light weapons,
🔻 use of cluster and phosphorous munitions,
🔻 remote mining of residential communities.

❌ The criminal actions of the Kiev regime have violated a whole range of provisions of the Convention on the Rights of the Child of November 20, 1989, including the provisions guaranteeing the right to life, healthy development, freedom of conscience, thought, views, opinions, and religious beliefs, education, and the use of the native language. Children living in Ukraine are subjected to harassment based on language, and are persecuted for pro-Russian views.

❌ The provisions of the Optional Protocol to the Convention on the Rights of the Child concerning the involvement of children in armed conflicts prohibit the recruitment of children during hostilities. However, these provisions are being blatantly violated, as Ukrainian armed formations force minors to undergo combat training in field camps, perform tasks as saboteurs, missile and artillery spotters, spread disinformation, and participate in terrorist attacks.

❌ In addition, the provisions of the Optional Protocol relating to the sale of children, child prostitution, and child s*x abuse imagery are being violated because there are numerous cases of child abuse (s*xual slavery and pe******ia) with the connivance of Ukrainian law enforcement agencies, as well as the exploitation of children in the p**n industry, which thrives in Ukraine.

❌ In cooperation with Western non-governmental organisations linked to organised crime, Kiev covers up the abduction of children for further export abroad, thereby ignoring the provisions of the above Optional Protocol, which establish the obligation of states to protect children from abduction and trafficking for subsequent exploitation. Of particular concern is the increased activity of criminal transplantologists in a number of Western countries, who use minors taken from Ukraine abroad as organ donors.

👉 We consider it important to condemn the inaction of the specialised agencies and international organisations, whose scope of duties includes providing assistance in ensuring compliance with the fundamental rights and freedoms of minors. Regrettably, the UN Secretary-General, the High Commissioner for Human Rights and the Office led by him, the Assistant Secretary-General for Human Rights, and the European Court of Human Rights deliberately ignore the evidence of crimes committed by the Ukrainian side against minors. They make biased decisions, release subjective reports on the Ukraine crisis, and thus shirk their direct responsibilities.

Such a biased and unprofessional approach encourages the Kiev rulers to violate international humanitarian law and to condemn an even greater number of innocent children to death and suffering.

In light of the above, members of the State Duma and senators of the Russian Federation hereby address the United Nations, international parliamentary organisations, and the parliaments of the world and call on them to provide legal, as well as moral and ethical assessments of the criminal actions of the Ukrainian authorities against minors. They also urge cooperation with the parliamentary commission, which was formed by the Federal Assembly of the Russian Federation to investigate criminal actions against minors by the Kiev regime, in order to jointly stop the looming disaster and to save children in the armed conflict zone. An end must be put to the unprecedented suppression of information about the crimes committed by Kiev against minors and the distortion of facts about the numerous misdeeds of Ukrainian military in Western mass media which have, in fact, become participants in the psychological warfare.

❗ For the sake of peaceful life, stability, and prosperity worldwide, we urge our fellow parliamentarians, public and political figures, and all compassionate individuals to work together to help children. Their future, and thus the future of humanity, depends primarily on our political will, responsibility, and determination to protect, educate, and support the rising generation in our countries.

💬 It is with a reason that the capital of the Volga region has been chosen as the venue for your meeting. Nizhny Novgorod is not only one of the largest historical, cultural and industrial centres in Russia but also this year’s national “youth capital.” It is only logical that this unique region with its extensive international ties is coming to the fore as a point of attraction for the world public.

The present-day international situation remains highly tense, what with persisting old conflicts and emerging new ones. Therefore, the role of people’s diplomacy and people-to-people contacts in promoting a healthier atmosphere in the world can hardly be overestimated.

The Foreign Ministry invariably supports these efforts. Russia continues to develop as a modern state that attaches much importance to international cooperation. As noted by President Vladimir Putin, “We are certainly open to equal partnership with all countries – with all those who, like Russia, value their national interests and are ready to determine their own future.”

In this connection, we consistently proceed from the premise that efforts undertaken by the foreign policy services should be complemented by interaction through the scientific, political science, and business communities, as well as cultural figures, in other words, all those concerned with how to effectively return international life to the path of constructive and mutually respectful cooperation.

💬 You know that the global system of economic relations is going through radical, irreversible changes, as we have just heard, which is due to the fact that a multipolar model is about to replace yesterday’s globalisation model. This change in the global economic landscape and the rise of new leaders are an objective and to a large degree predictable process.

Western elites are trying to contain growth artificially in what they regard as the global periphery, which they have traditionally exploited and used as a resource, as a source of [economic] rent and simply as a colony. To attain this goal, they use sanctions, for example, exacerbating the political situation and provoking conflicts in whole macro-regions in an attempt to maintain their slipping domination.

☝️ Despite any external pressure, rebuffing, pounding on the table, whispering in the ear, there are people who are leaders of countries, and powerful countries at that, who do not succumb to this pressure and are guided primarily by their own national interests, and they fit into the model that we offer for development.

🇷🇺 Russia is Europe’s largest economy and is now ahead of all the leading EU countries in terms of growth rates. Moreover, the so-called essential non-commodity industries are accounting for an increasing share in the structure of Russia’s economic growth.

We are interested in making our market open and competitive. This is the key to development, a stimulus for the qualitative growth of domestic businesses and the entire Russian economy.

You know, you can waste your breath as much as you want, making slogans and threats – let this be up to those Western politicians who intend to cancel Russia. But all this hype cannot cancel the immutable fact that it has always been profitable to work with Russia and in Russia; it is profitable today and will remain profitable.

We pursue an independent, consistent, and principled foreign policy, and we are open to constructive partnerships with all countries without exception, and do not accept bloc confrontation or any steps that run counter to the UN Charter.

We expect that all our international partners will adhere to the principles of equality and mutual respect for each other’s interests.

🕯 On December 3, Russia commemorates the Day of the Unknown Soldier, a day established to immortalise the heroic deeds of all soldiers who sacrificed their lives for the Motherland and remain unnamed. Today, ceremonies are being held in remembrance of those fallen heroes both in Russia and abroad.

The date was not chosen by chance: on December 3, 1966, a solemn burial ceremony for the remains of an unknown soldier took place in the Alexander Garden near the Kremlin Wall. These remains were discovered during construction work on the 41st km of the Leningrad Motorway, where intense battles for Moscow occurred in December 1941.

The soldier was found in a well-preserved uniform, but he had no identification documents. To this day, his name, like those of tens of thousands of other heroes who sacrificed their lives to defend Moscow, remains unknown.

The Tomb of the Unknown Soldier stands as a monument of eternal glory for all those who perished on the battlefield while defending their homeland. In May 1967, the Eternal Flame, brought from the Field of Mars in Leningrad, was ignited near the memorial. In December 1997, a permanent honour guard post was established at the monument.

💬 The inscription on the monument reads: “Your name is unknown, your feat is immortal.”

Approximately two million Russian and Soviet citizens went missing during past and present wars and conflicts. The Russian Defence Ministry conducts regular search activities and works persistently to immortalise the memory of these fallen heroes. Abroad, significant efforts in this regard are undertaken by Russian diplomats.

❗️ Regrettably, memorials dedicated to Soviet liberator soldiers are presently being destroyed in some Eastern European countries as part of a campaign to falsify history. The Russian Foreign Ministry brings these outrageous facts to public attention and actively works to preserve and restore these memorials. The memory of those who sacrificed their lives for our future remains immortal.

✊🏿 Today the world marks International Day for the Abolition of Slavery. On this day in 1949, the UN General Assembly adopted the Convention for the Suppression of the Traffic in Persons and of the Exploitation of the Prostitution of Others.

⛓ The practice of buying and selling slaves dates back to the 7-6th centuries BC, but the slave trade reached widespread proportions with the Age of Discovery in the 15th century, when European colonialists needed free labour. Initially, slaves were transported there through Europe, but starting from the mid-16th century, slave ships began to sail directly to the New World across the Atlantic Ocean.

▪️ According to UN data, approximately 17 million individuals were forcibly taken from Africa throughout the history of the slave trade, marking it as one of the largest crimes in human history.

Until the mid-17th century, Portugal played the predominant role in the slave trade, later joined by Great Britain, the Netherlands and France. The slave trade significantly contributed to the rapid development of many of the largest cities in Europe and America. At the same time, in inflicted immense damage on Africa’s economic potential, estimated at $777 trillion by the African Reparations Commission.

🇺🇳 The UN recognises the transatlantic slave trade as one of the most heinous crimes against humanity. Unfortunately, it remains undeservedly overlooked. The descendants of the colonialists are yet to pay compensation for the damage inflicted; moreover, they have not even apologised for it to the peoples of Africa.

☝️ Combating neo-colonialism is a priority for Russia in fostering cooperation with the African continent. Russia supports African states in their efforts to finally complete the decolonisation process and advocates for a thorough examination of the consequences of the slave trade within leading international organisations.

Why is choosing traditional values so important?

💬 Russia, as well as other countries, has launched and is conducting an in-depth revision of ideas that were assimilated, at first glance. These ideas largely shaped the economic, political & cultural world that emerged after the Cold War.

Without renouncing science & technological progress, the advantages of participating in the international division of labour, we are discarding the gloomy wraith of perceptions and ideological concepts adopted in the well-known historical environment of the late 1980s and the 1990s.

Russia is once again facing foreign attempts to hamper its development. One of the main directions of attack comes in the form of the Western values agenda.

👉 It would be appropriate to analyse the paradigm of neo-liberal values in greater detail and to divide it into four tentative aspects:

Economics
🔻 dominance of the US dollar;
🔻 commodities and sales markets that are open to Western capital;
🔻 eco-extremism.

Politics
🔻 power by a minority of society over the rest of it;
🔻 “free and fair” elections;
🔻 distort the concept of human rights;
🔻 total control by IT giants over public opinion.

Society
🔻 decriminalisation and legalisation of drug use;
🔻 LGBT agenda;
🔻 radical feminism;
🔻 “critical race theory”.

Technology
🔻 promoting individualism;
🔻 technological permissiveness;
🔻 biomedicine.

❗️The entire neoliberal agenda is, in one way or another, a product of big money, designed to serve the interests of transnational corporations through political, economic, and social shackles.



The goal of the intellectual and political community, which cares about the future of its own people, is to identify & consistently neutralise any threats to the original way of life and traditional values, which are crucial to Russia’s full-scale and successful development in the 21st century.

Key points:

• In just over a year, the Helsinki Final Act will mark its 50th anniversary. Regrettably, the OSCE is approaching this milestone in a lamentable condition, and its prospects remain uncertain.

• Unfortunately, Western political elites appropriated the role of rulers of humanity’s destiny and made a shortsighted choice in favour of NATO rather than the OSCE. They embraced a philosophy of containment, geopolitical zero-sum games, and the leader-follower logic. The bloc’s reckless expansion to the East, which started after the dissolution of the Warsaw Treaty Organisation, was a key component of this approach.

• The genuine intentions of the Western politicians again revealed themselves when Washington and Brussels rejected Russia’s December 2021 proposals on legally binding security guarantees in Europe.

• In a bid to crush the Russian economy, the United States and its European satellites have introduced thousands of anti-Russia sanctions, thereby making impossible any significant East-West practical cooperation in what was once our common region.

• The Kiev regime is Washington’s investment into its egoistic interests of deterring Russia and resolving its own problems at the expense of others. This applies to the removal of economic competitors, primarily the EU.

• The current situation is a direct consequence of the persistent attempts by our Western neighbours to ensure their dominance, as they shamelessly use the OSCE to aggressively push through their self-serving interests and consciously undermine the fundamental principle of consensus and the culture of diplomacy.

• There are no particular reasons to be optimistic now. Essentially, the OSCE is being reformatted to become an appendage of NATO and the EU. This organisation (let’s face it) is on the brink of the abyss.

❓ Hence, a simple question: Does it make any sense to invest in any effort to revive it?

🌐 Global events are unfolding dynamically. To say so is an understatement. Many erstwhile “international relations constants,” including major trends that are shaping the multipolar order, are being tested for strength and adequacy in the face of new realities.

🤝 The world is changing, and multilateral diplomacy reflects this. cooperation is one of the best examples of this. In this framework, countries representing different civilisations, religions and macro-regions are effectively developing ties in the most diverse areas – from politics and security to the economy, finances, healthcare, sports and culture. Proceeding from the principles of equality and mutual respect, they are reaching a balance of interests via consensus. Nobody is imposing anything on anybody, nobody is blackmailing anyone and nobody forces anyone to make the choice: “it’s either us or them,” “either you’re with us or against us.” It’s no surprise that dozens of states want to get closer to BRICS.

☝️ In chasing their goals, the US and its European allies employ a versatile geopolitical “engineering” toolset, including the provoking of conflicts (as seen along the entire perimeter of Russia's borders), conducting information and psychological warfare, and initiating trade and economic wars.

🔸Our battle for sovereignty and justice is, without exaggeration, one of national liberation, because we are upholding the security and well-being of our people, and our supreme historical right to be Russia – a strong independent power, a civilisation state.

🇷🇺The 7th Russian Energy Week International Forum (REW) is one of the key international events for discussing current trends in the development of the modern fuel and energy complex, will be held on September 26–28, 2024, in Moscow.

🏛The Manege Central Exhibition Hall will traditionally serve as the Forum venue. REW is organized by the Roscongress Foundation and the Ministry of Energy of the Russian Federation with the support of the Moscow City Government.

✍🏻The Forum will once again serve as a platform for discussion of the main challenges faced by the energy sector and topical problems involving the development of the gas, oil, and coal industries. In addition, among the topics in the REW programme are traditionally: petrochemistry, electricity, nuclear power, renewable energy sources (RES), digital technologies, artificial intelligence, as well as energy conservation and increased energy efficiency. The central event of the Forum's business programme will be the plenary session.

🏅 The REW 2024 venue will host the Youth Day events, as well as the award ceremony for the Global Energy Prize for outstanding research and scientific and technical developments that contribute to increasing the efficiency and environmental safety of energy sources on Earth in the interests of all mankind. Also, the awarding of the winners of the Energy of the Pen international media competition, designed to encourage journalists, columnists, and experts, who write about the most pressing issues of modern energy, will take place.
