Public Procurement Regulatory Authority The official Facebook account of PPRA PPRA is a parastatal organisation operating under the Ministry of Finance.

The Public Procurement Regulatory Authority (PPRA) was established through the Public Procurement Act of 2021 (Cap 42:08), which came into effect on 14 April 2022. The Authority’s primary mandate is to regulate and oversee the public procurement system in Botswana by setting standards and practices that promote transparency, fairness, and value for money in the procurement of works, services, and

supplies. PPRA also monitors the performance of Procuring Entities (PEs) and enforces compliance with the provisions of the Public Procurement Act, 2021 and its regulations. In addition, PPRA is responsible for contractor registration, capacity building, and the professionalisation of the public procurement function across government. The Authority is governed by a nine-member Board appointed by the Minister of Finance in accordance with Section 13 (1) of the Act. The Board provides strategic direction and oversight to ensure that PPRA effectively fulfils its mandate. The Chief Executive Officer (CEO) serves as an Ex-Officio Member of the Board.

PPRA Circular No. 5 of 2026

PPRA has issued guidance on the determination of the reasonableness of prices for works contracts.

This circular supports the implementation of the Public Procurement Act, 2021 which promotes fair, equitable, competitive, transparent, accountable, efficient, non-discriminatory, honest, and value-for-money procurement practices while enhancing public confidence in public procurement.

Please note that this circular officially supersedes and replaces PPRA Circular No. 5 of 2025 (Ref: PPRA 3/1/1 I (17)).

Update on Availability of PPRA Systems

Procuring Entities are informed that although the IPMS and PPRA website remain inaccessible to the public, authorized PPRA officers can now access the system internally as restoration efforts continue. PEs may proceed with issuing ITTs and RFQs, while verification of bidder registration during evaluation should be facilitated through the Authority.
