WATER DEMAND STANDS AT 272 BILLION LITRES
The Minister of Lands and Water Affairs, Hon. Dr. Kefentse Mzwinila said the water demand in the country currently stands at 272 billion litres per year of which the demand is expected to increase to 340 billion litres per year by 2035. He said the main water sources are groundwater, surface water and waste water. He also pointed out that approximately 10% of the total treated wastewater generated in the country is being utilized for non-potable use.
Addressing the media recently, Dr. Mzwinila said in efforts to eradicate poverty, promote peace and prosperity, and spur socio-economic development across the whole world, safe water and decent sanitation play a pivotal role. Dr. Mzwinila stated that the Ministry has made some achievements as currently the population with access to drinking water stands at 98%, and 86% have access to basic sanitation services of which majority are in urban and major villages.

MINISTER CALLS LEADERSHIP TO INTROSPECT
The Honourable Minister of Lands and Water Affairs Dr. Kefentse Mzwinila has called on the ministry leadership to introspect on what the ministry needs to do as a collective to deliver quality service to Batswana.
Officiating at a three-day Ministry leadership Retreat in Lobatse this morning, the Hon. Minister noted that there's a need to focus on the right resources, which are the employees. "We cannot be talking transformation while our critical resources does not have the requisite skills and capabilities to deliver on the mandate of the ministry." There is also the need to inculcate the right attitude into the workforce to embrace mindset change, service delivery to our customers as our way of life or culture.
Dr Mzwinila appealed to management to be exemplary and set the tone on smart work ethic for junior officers to copy good governance. He says employee motivation, performance and addressing customer complaints and other shortcomings that hinder productivity are critical and must be collectively addressed.
"We have a collective responsibility as the leadership to deliver the right services, be it in the water sector or land. Batswana have bestowed so much trust on us to give them best services and it is incumbent upon us to return that trust with delivering nothing but good services that will transform their lives", he said. He implored all to ensure high level customer service and have personal respect for our clients to be happy with what the Ministry is doing.
The Hon. Minister appreciated and applauded all the departments that have performed well and urged them to continue with the good work to exceed expectations. "Let us remain steadfast in our obligation of managing land and water resources for socio-economic development. Collectively, let us strive for excellence in what we do and do that with compassion" says the Minister.
A TOTAL OF 52, 277 PLOTS HAVE BEEN ALLOCATED IN TRIBAL LAND
When briefing the media yesterday, the Minister of Lands and Water Affairs, Hon. Dr. Kefentse Mzwinila said the Ministry has allocated a total of 52, 277 plots in Tribal Land for the period 1st April 2022 to 28th February 2023. ‘ this achievement is six times more than the number of plots allocated in the past two decades which averaged 8, 630 plots allocated annually’, he said. Dr. Mzwinila added that an additional 60, 000 plots are currently being surveyed.
Furthermore, Dr. Mzwinila indicated that the Ministry continues to experience challenges such as low turn up of applicants for interviews where at times only 50% of the applicants turn up as well as allottees who return their already allocated plots in preference for other areas. He reiterated that multiple applications in the waiting lists is also a challenge to the Ministry, therefore a process to clean the waiting list so as to reflect the actual land need has begun.
Dr. Mzwinila said, however, the Ministry has made a significant progress in some areas whereby a waiting list has been exhausted in Ghanzi, Kgalagadi, Chobe, Tawana, Kweneng and Ngwaketse. He further pointed out that there are some areas where land for acquisitions to expand the village boundaries is no longer available, therefore, Batswana would be required to seek land elsewhere.

AROUND 400 MIXED USE PLOTS WILL BE ALLOCATED ALONG THE SEGODITSHANE RIVER
The Department of Town and Country Planning, (DTCP) held a press conference on Tuesday to engage the media as well as the general public, on Spatial Planning in the Transitional National Development Plan (TNDP) and its facilitation in the allocation of land. When making welcome remarks Chief Planner, Spatial Planning, Ms. Mosetsanagape H. Motsewabathata explained that the Department of Town and Country Planning (DTCP) is one of the departments under the Ministry of Lands and Water Affairs established in 1972 with the responsibility to facilitate orderly and sustainable spatial development in Botswana. She mentioned that the core business of the Department is undertaken through four planning levels being; national planning, regional planning, settlement planning and local planning. Ms Motsewabathata indicated that some functions of the department have been decentralised to the district and urban councils, Furthermore the Department has also placed Officers at the Land Boards (lands officers) and currently in the process of establishing physical planning units at the Land Boards to drive its mandate.
Addressing the media, Department of Town and Country Planning, Acting Director Mr Kebonyemodisa Ooke explained that spatial planning is guided by the National Spatial Plan which is a framework that aims to influence spatial development in order to promote equitable social development, promote vibrant economic growth, and maintain a sustainable environment. He further explained that the National Spatial Plan (NSP) has established 11 new planning regions in Botswana which help achieve a more balanced spatial distribution of Botswana’s population. Planning regions will therefore be used to plan for future population distribution and ensure that they have good access to services.
Mr Ooke said that the Department is currently undertaking Spatial Development projects which include Serowe, Mahalapye Palapye regional Plan, Gaborone expansion plan and the Segoditshane region master plan, he noted that the plans aim to address existing land challenges and ultimately avail land for allocation for Batswana. When addressing the media on the Segoditshane Master plan Mr Ooke indicated that the Master Plan aims to provide Gaborone with a meaningful waterfront environment along the Segoditshane River banks and redefine the spatial identity of Gaborone around the river. Furthermore, he narrated that around 400 mixed use plots will be allocated along the Segoditshane River.

PS VISITS TLOKWENG LAND BOARD, CALLS FOR MINDSET CHANGE
The Permanent Secretary in the Ministry of Lands and Water Affairs Dr. Kekgonne Baipoledi’s engagement with various departments and sections continues.
Dr. Baipoledi had yesterday paid a courtesy to Tlokweng Land Board to appreciate their work and to collectively deliberate and share ideas on how they can work together to achieve the ideals of the ministry. These engagements, he says, are also a way of advancing the Government’s priority of the National Development and Transformation Agenda of carrying out all deferred developments of NDP11.
PS urged staff to adopt mindset change as far service delivery is concerned, adding that there is need to go digital in everything in line with the president’s Reset Agenda for efficiency. “There is no time left, we need to double our efforts if we are to achieve the targets of the ministry according to set budget and time…”
Earlier on, in his welcome note, Tlokweng Land Board Chairman, Mr. Elijah F. Katse noted that Tlokweng is growing in leaps and bounds as most people prefer to reside there because of its proximity to the city. He said this is a challenge on its own as they don’t have enough land to cater for those demands.
On the 100 000 target, Mr. Katse says they had pledged to allocate 1051 plots but have so far given 274 and promised to do everything before end of the financial year. They have atleast issued 147 Secure Land Titles to date.

Good, correct and unchallengeable procurement practices are a major element for the effectiveness of public expenditure and effective implementation of government policies.
This was said by the Permanent Secretary in the Ministry of Lands and Water Affairs Dr Kekgonne E. Baipoledi when addressing the Ministrys’ procurement officers yesterday at the three days procurement training facilitated by the Botswana Accountancy College in Lobatse.
Dr Baipoledi said the procurement officers should work tirelessly to help in the implementation of the Transitional National Development Plan (TDNP) which will run for two financial years (2023-2024 and 2024-2025) as they are the custodians in enabling better use of government budget. He added that by the end of this financial years, officer’s should be able to report on how many Batswana were employed, how many jobs were created and how has their service delivery improved.
He said officers should align their duties with the Ministrys’ mandate which is giving Batswana Land and quality water. Introspect how they help execute it on time. He compelled officers to add value to themselves as well as their customers, efficiency and excellence of labour was stressed to officers for the better implementation of the Ministry mandate. Digital transformation is one of government efforts towards attaining a high income status as well as increasing productivity in the workplace.
In his closing remarks the Deputy Permanent Secretary-Corporate Services Mr Ketumile Ramotadima said he was thankful for the participants to honour the invitation. He encouraged them to take PS’s message as an inspiration in their everyday lives. He compelled officers to work as a team under set standards to deliver what is expected of them on a stipulated time.
Officers were urged to refrain from corruption practices especially during tender awarding and other procurement processes and to always follow the public procurement Act when purchasing goods.
GOVERNMENT TO REVISE THE TRANSFER DUTY ACT
Mr. Speaker, as this Honourable House may recall, the Transfer Duty (Amendment) Act, 2019 introduced payment of transfer duty on tribal land.
On the other hand, the re-enacted Tribal Land Act, 2018
and the Deeds Registry (Amendment) Act, 2017 requires that all tribal land grants be registered with the Deeds Registry.
The effect of these reforms is that an allocation made by the Land Board, is now a transfer chargeable to duty and thus a valuation certificate is required.
This creates a bottle-neck in the access to land by both Batswana and businesses. I therefore wish to confirm that Government has decided to revise the Transfer Duty Act, as a matter of urgency, to address these challenges.

Yesterday, the Permanent Secretary in the Ministry of Lands and Water Affairs Dr. Kekgonne E. Baipoledi honoured the One on One consultative meeting beckoned by the Kanye South Member of Parliament Dr. Lemogang Kwape at Kanye to deliberate on water scarcity issues that has greatly affected Kanye Village.
Hon Dr. Kwape, and his ward Councilors raised concerns that their constituents are greatly affected by the water shortage. They indicated that the little water that is being pumped from the tanks is lost into the ground because the pipelines are worn out. Dr. Kwape said there is an initiative that they have made to lobby in former Water Affairs employees to assist by identifying old pipe networks.
In response to their concerns, Dr. Baipoledi indicated that the Ministry is aware of the situation in Kanye. He said the preliminary work has already been completed by bringing water through the NSC project. The replacement of worn out pipe network is another project that need to be given utmost attention and it will alleviate the shortage upon completion. He said the project is planned for in the National Development Plan 12 (NDP 12) and it will be rolled out in phases.
Sharing the same sentiments, the Project Officer Mr Robert Modise said the Ministry has an Emergency Works plans that are set up on some of the highly affected wards such as Ntsweng, Mahikano, Taukobong, Goo Kgano, Mmamokasi, Sethugetsane, Legabo and Mathubapula; A tender was closed in September 2022, its currently at evaluation stage, will be completed by the end of February 2023 and anticipated to commence in April 2023.
However, Mr Patrick Lekote, the Lead Engineer stated that the Water Utilities ground team in Kanye has met and will now be working closely with the former DWA retirees for improved service delivery in Kanye.
