๐๐๐ธ๐ฒ๐ฑ ๐ผ๐ป ๐๐. ๐ ๐ฅ. ๐ฃ. ๐ . ๐ ๐ข๐ฆ๐๐ก๐๐ก๐, ๐ ๐ฃ. (๐๐๐ก๐ฌ๐ ๐๐๐ฆ๐ง):To ask the MinisterTo ask the Minister of Child Welfare and Basic Education whether she is aware that a number of teachers who sponsored themselves for further education training have not been refunded their tuition fees; and if so, to state:
(๐ถ) the number of teachers who have been affected;
(๐ถ๐ถ) the total amount outstanding;
(๐ถ๐ถ๐ถ) when the refunds will be made; and
(๐ถ๐) steps that are being taken to upgrade these teachers to salary scales commensurate with their qualifications and length of service.
๐๐ก๐ฆ๐ช๐๐ฅ:
๐ ๐ฟ. ๐ฆ๐ฝ๐ฒ๐ฎ๐ธ๐ฒ๐ฟ, the Ministry of Child Welfare and Basic Education, in accordance with General Order 259, considers applications from teachers who want to undertake private studies. Such support may be provided through financial assistance, the granting of ten (10) working days of examination leave, or a combination of both, depending on eligibility and available funds.
(๐ถ) ๐ ๐ฟ. ๐ฆ๐ฝ๐ฒ๐ฎ๐ธ๐ฒ๐ฟ, a total of 213 teachers were granted approval to engage in private studies for reimbursement from 2017 to date.
(๐ถ๐ถ) ๐ ๐ฟ. ๐ฆ๐ฝ๐ฒ๐ฎ๐ธ๐ฒ๐ฟ, out of these, 192 teachers have been paid while 21 teachers remain unpaid. Out of the 21 teachers, 17 of them continue to be paid in stages as and when they complete portions of their studies while 4 teachers will be paid by 30th August 2026.
๐ ๐ฟ. ๐ฆ๐ฝ๐ฒ๐ฎ๐ธ๐ฒ๐ฟ, the total outstanding amount for the pending reimbursements is estimated at P490,337.00.
(๐ถ๐ถ๐ถ) ๐ ๐ฟ. ๐ฆ๐ฝ๐ฒ๐ฎ๐ธ๐ฒ๐ฟ, payment will be effected once the concerned teachers submit the requisite documentation to enable processing. The Ministry continues to engage the affected teachers to ensure compliance with the requirements.
(๐ถ๐) ๐ ๐ฟ. ๐ฆ๐ฝ๐ฒ๐ฎ๐ธ๐ฒ๐ฟ, upgrading or progression of teachers is done in line with the normal recruitment and selection processes of the Public Service. This is guided by the availability of vacancies and all eligible officers competing for such opportunities.
