FAFN ADVOCACY ON THE ONTARIO CHILD WELFARE REFORM

The Child Welfare Reform was first tabled at the Assembly of First Nations meeting in Calgary in October 2024, but it did not go through. The majority of Chiefs from across Canada except those from Ontario voted against it.

Following that decision, the Ontario Chiefs met immediately and agreed that Ontario would move forward with its own reform to better meet the needs of First Nations children and families within the province.

The result was the Ontario Final Agreement, signed in July 2024 between the Chiefs of Ontario, the Nishnawbe Aski Nation, and the Government of Canada.

This $8.5 billion, nine-year agreement supports First Nations control over child and family services. It strengthens prevention, housing, and post-majority supports, ensuring that our children grow up safely within their families and communities.

With the new Child Welfare Reform, Fort Albany First Nation will receive increased funding for Child and Family Services.
This funding is set to begin in April 2026.

Under the new agreement, 100% of prevention dollars will now flow directly to Fort Albany First Nation, ensuring that services are managed and delivered within the community.
Payukotayno will no longer administer these prevention funds they will be fully managed by Fort Albany to better meet the needs of our children and families.

This change reflects the commitment to local control, accountability, and self-determination in caring for our children. This is about self-determination, love, and keeping our families together in our communities.

The Old Post Gathering Commitment

As Chief, I will ensure that the Old Post Gathering continues every year. The Old Post is a sacred and historic site where our ancestors signed the James Bay Treaty No. 9 in 1905. It is the original homeland of both Fort Albany and Kashechewan communities.

This place holds deep meaning for all of us. It reminds us of our unity, our shared history, and our lasting relationship as one Nation. We must continue to visit and honour this site where our ancestors rest and where our treaty was signed on our behalf and future generations.

The Old Post represents not just our communities, but many Treaty 9 Nations. By returning each year, we honour their legacy and reaffirm our commitment to protect our lands, our rights, and our sacred history.

Female Chiefs Working Together for Our Region

It has been such a great honour in working alongside Chief Sylvia Koostachin-Metatawabin during my term. She was elected the same year as I was; she in August, and I in October. I’m proud to see that she was recently re-elected in August. I hope to do the same so that we can continue working together on our shared regional priorities.

One of the most important areas we’ve been focusing on is health care, which is a treaty right. Right now, our people are not receiving the full level of health care we deserve, and that’s why we’ve been partnering together to advocate for better, more accessible regional health services.

Chief Sylvia and I share the same challenges, the same concerns, and the same commitment to our people. We both face crisis situations in our communities, but we also share the same values, hopes, and dreams for the betterment of our communities and for the future generations to come.

Standing Strong for Mental Health and Healing

When we were first elected in 2022, during our very first week in office, we were faced with mental health crisis situations, and addictions in our community. We immediately recognized that this was where we needed to focus our attention and we made it a top priority.

At our first Membership General Membership meeting in October 2022, we held an open forum because we wanted to hear directly from you. We wanted to hear your voices, your concerns, your ideas. The main topic that night was mental health and addictions. You asked us to take action. You asked us to build a plan. And that became our mandate at that moment.

Since then, we have made real progress together. We secured the former Dobson Bunk House, fully renovated it, and reopened it as a space for counselling and mental health programming. Today, adult counsellors are based there, helping clients complete treatment forms and providing ongoing support and programs. Youth workers are also organizing programs for children and young people in that space.

We also began developing Fort Albany’s Land Base Healing Site, located west of the community. Although the June 2023 wildfire caused hardship and delayed our work, it did not stop us. We continued to move forward because we knew how important this space would be as it is accessible, safe, and close to the hospital in case of emergencies.

Since then, we have already hosted two detox sessions, and another one begins next week. Other programming activities have also taken place there. We are also in the process of hiring a HUB and Land Base Coordinator to ensure ongoing programming and healing opportunities for our people.

We have assisted and supported community members in accessing treatment centers to enhance their lives and hope for the future.

This is what you asked us to do in that very first meeting. And I am proud to say we are getting there. But our work is not done yet. We will continue to build, heal, and move forward together.
