When comparing tax rates of different municipalities, you also have to remember a few important factors:

1. The services provided in the form of good roads, water and waste water, sports facilities, and public spaces.

2. Level of service, from bylaw enforcement to a beautiful waterfront to snow removal and garbage pickup.

3. Annual investment in capital projects means old assets get replaced and new assets get built as we invest in our community now and into the future.

4. Savings and reserve funds are set aside for future needs, emergencies and major infrastructure replacement. They also allow us to take advantage of grants from other levels of governments. Those reserves give us the opportunity to make interest that can end up paying for projects like our waterfront.

I am sure you have heard that Leamington has the highest tax rate in the county.

Did you also know that Leamington has the lowest average home assessment?

In fact, the neighbouring town’s average home assessment is $60,000 more than ours.

Yet roads and bridges cost the same to build in all of our communities.

Let’s do a bit of a math exercise to understand better. We will use some arbitrary figures:

‣ Both town A and Town B want to raise 20 thousand or 20 million for a project.

‣ Let’s say Town A has a house value of 2 and Town B has a house value of 3.

‣ In order to get to 20, Town A needs to multiply the house value by 10, whereas Town B only has to multiply it by 7.

‣ In order to raise the same amount of money, Town A has to have a higher rate.

And I haven’t even mentioned the difference in amenities…

They say mess is progress. But I am going to say that many people are sick of road reconstruction and detours. Am I right?

Why are we doing all of this at once?

First, we got funding from the province so we have to put up our share. For example, with the 56 million dollar sewer line, the province pays 41 million and the municipality pays 15 million.

Second, infrastructure like sewers, water lines and utilities are needed for new housing in areas that have either not had any servicing, or only minimal.

That infrastructure also creates serviced lands for industry, which in turn create jobs.

All of this allows all of us to share the burden of taxes over more rate payers.

Growth is progress too.

Leamington’s economy is largely dependent on agriculture, whether we are talking field farming or greenhouse farming.

We have gone from the days when HJ Heinz employed many of our residents in the food processing industry, to the current greenhouse industry where 10,000 offshore workers fill the positions that bring safe and reliable food to our nation’s tables.

Agriculture has presented both challenges and opportunities to the municipality.
The challenges have been mitigated with better modes of transport, lighting bylaws, and worker housing regulations.

Opportunities in agriculture lie ahead for our children and grandchildren with automation, research and development, as well as spin off service industries.

Building infrastructure to the Hwy 77 corridor which is home to our employment lands is important. We plan and build for the present and future generations.

For those who may not already know me, I am Hilda MacDonald, current Mayor of Leamington, and I am finishing up a four year term as the first female Warden of Essex County.

My goal as a member of council for the past twenty years has been about positively affecting the quality of life for the people that live in our municipality, and making every decision based on what is best for the majority of people that live in our community.

The connections I have made over the past years as mayor have served our community well, from the multi-million-dollar funding received from the province, to the partnerships made with regional, public service, and private sector entities.

I look forward to building on the progress already made.

This October 26th, please vote for me, Hilda MacDonald.
A vote for integrity, experience and proven leadership.
