In 2023, we released our report on the privacy implications of the Manitoba immunization card. The cards were implemented and used by Manitobans as proof they were fully vaccinated against COVID-19. We found the Manitoba immunization card was compliant with PHIA in the development, implementation and deactivation phases of the initiative. Personal information used was limited to the minimum amount reasonably necessary and trustees took appropriate measures to protect and secure the personal and personal health information of Manitobans. The initiative underwent a proactive privacy impact assessment that helped guide privacy management throughout the life of the initiative. En 2023, nous avons publié notre rapport sur les implications en matière de protection de la vie privée liées à la carte d’immunisation du Manitoba. Ces cartes ont été mises en place et utilisées par les Manitobains comme preuve de leur vaccination complète contre la COVID-19. Nous avons constaté que la carte d’immunisation du Manitoba était conforme à la Loi sur la protection des renseignements personnels sur la santé (LPRPS) lors des phases d’élaboration, de mise en œuvre et de désactivation de l’initiative. In 2023 we released a report that found more personal information than necessary was being collected by the government’s elicensing system. The system is how citizens get hunting, fishing and other outdoor licences and permits. We made five recommendations to Manitoba Conservation and Climate. The recommendations were accepted and changes were made. This report highlights the importance of thoroughly assessing privacy compliance and impacts when delivering public services. January 28 is Data Privacy Day around the world and offers a chance to talk about the importance of personal information protection. Manitobans give personal information to many different organizations and public bodies. Public bodies and health information trustees are required to protect that personal information through privacy policies and practices, and a range of physical, administrative and technical safeguards. Public bodies and trustees can prioritize and reinforce privacy practices every day and also use tools such as privacy impact assessments to evaluate new or existing programs. The privacy rights and best interests of children need to be prioritized when educational technologies are used in schools and education systems. Our office, alongside federal, provincial and territorial information and privacy commissioners and ombuds with privacy oversight, jointly released a resolution calling for action from government and public bodies. This resolution titled “Protecting the privacy of children and youth through responsible use of educational technologies in the classroom” features 20 calls for action. It’s important to understand when Manitoba’s privacy laws allow for disclosing personal information to reduce or eliminate intimate partner violence (IPV) harm. Privacy should not present a barrier when an individual’s health or safety is at risk. Our office recently released guidance to help public body and health trustee employees understand permissible disclosures to prevent IPV harm. October is Cybersecurity Awareness Month. Here are a few ways to think about your data and rights, and how to stay cyber safe when sharing information with public bodies:

Protect Your Personal Information - When public bodies request your data, you have the right to protect it:
• Ask why it's needed: Understand the purpose before sharing personal details.
• Ensure secure handling: Confirm that your data is collected through official, secure channels.
• Know what’s optional: Not all fields are mandatory, ask which ones you can skip.

Be Mindful of What You Share - Public bodies must respect your privacy, but you play a role too:
• Don’t overshare: Provide only the information required for the service.
• Review forms carefully: Look for pre-filled or optional fields that may collect extra data.
• Watch for unclear information: If something isn’t understandable, pause and ask for clarification.

Ask Questions About Your Data - You have the right to transparency when dealing with public institutions:
• Ask how your data is stored and protected: Public bodies should have clear policies.
• Know who sees your data: Ask if it’s shared with other departments or third parties.
• Exercise your privacy rights: Contact the provincial Ombudsman or federal privacy commissioner if you have concerns.
