Under the leadership of Engr. Anna Andrada Bilowan, the Office of the Provincial Engineer (OPE) continues to strengthen coordination and teamwork between the Operations and Planning Divisions.

With clear direction, hands-on supervision, and a strong commitment to public service, both divisions work together to ensure that projects are properly planned, efficiently implemented, and closely monitored.

The Office of the Provincial Engineer (OPE), headed by Engr. Anna Andrada Bilowan continues to uphold its mandate as all divisions remain actively engaged in their respective duties and responsibilities in delivering responsive public service to the people of Kalinga.

Amid continuous rainfall, the Motorpool and Maintenance Divisions remain on the ground, conducting road-clearing operations in areas affected by landslides, mud, and other obstructions to help maintain safe and passable provincial roads.

Meanwhile, the Planning and Operations Divisions are set to implement a personnel reshuffling strategy designed to broaden the engineers’ exposure and strengthen their technical knowledge and experience across different areas of engineering work. By gaining wider experience and understanding of project planning and implementation, the OPE aims to further improve the quality and efficiency of infrastructure projects for the benefit of the Kalinga people.

During this morning’s Flag Ceremony, 𝑯𝑹𝑴𝑶 Department Head 𝗚𝗥𝗔𝗖𝗘 𝗞𝗜𝗗𝗔𝗡𝗚 𝗙𝗟𝗢𝗥𝗘𝗦 commended the 𝗢𝗣𝗘 personnel for observing proper and appropriate attire, including the wearing of the Barong Tagalog during flag ceremonies.

The recognition reflects the OPE’s commitment not only to engineering excellence but also to discipline, professionalism, and effective personnel management—values that strengthen public service and inspire a culture of responsibility within the organization.

As Typhoon continues to bring heavy rainfall and adverse weather conditions across the province, the Office of the Provincial Engineer (OPE), through its Maintenance and Motorpool Divisions, remains on full alert to ensure the safety and accessibility of provincial roads.

Upon the directive of Assistant Provincial Engineer Engr. 𝗔𝗡𝗡𝗔 𝗕𝗜𝗟𝗢𝗪𝗔𝗡, the 𝗠𝗮𝗶𝗻𝘁𝗲𝗻𝗮𝗻𝗰𝗲 and 𝗠𝗼𝘁𝗼𝗿𝗽𝗼𝗼𝗹 Divisions have implemented a daily duty schedule, including Saturdays and Sundays, to guarantee immediate response to emergencies.

Personnel are continuously monitoring road conditions, conducting road clearing operations, removing fallen trees and debris, and responding to flooded and landslide-prone road sections affected by the typhoon.

𝗘𝗻𝗴𝗿. 𝗕𝗶𝗹𝗼𝘄𝗮𝗻 likewise instructed all personnel to remain vigilant, keep communication lines open at all times, and be ready for immediate deployment whenever emergency situations arise.

She also reminded every team member to prioritize safety while carrying out their duties, stressing that public service must always go hand in hand with the safety of responders.

The dedication and readiness of the OPE Maintenance and Motorpool Divisions reflect the unwavering commitment of the Provincial Government of Kalinga, under the leadership of 𝗚𝗼𝘃𝗲𝗿𝗻𝗼𝗿 𝗝𝗔𝗠𝗘𝗦 𝗦. The Office of the Provincial Engineer (OPE), through its Maintenance and Motorpool Divisions, continues its simultaneous road clearing operations in the municipalities of Tanudan and Pinukpuk following landslides, mudslides, and the accumulation of debris caused by continuous heavy rainfall.

𝗔𝗡𝗡𝗔 𝗕𝗜𝗟𝗢𝗪𝗔𝗡, the 𝗠𝗮𝗶𝗻𝘁𝗲𝗻𝗮𝗻𝗰𝗲 and 𝗠𝗼𝘁𝗼𝗿𝗽𝗼𝗼𝗹 Divisions immediately mobilized personnel, heavy equipment, and service vehicles to the affected areas to conduct road clearing, remove landslide debris and fallen materials, and undertake gravelling operations in muddy and slippery sections to improve road conditions and ensure safer passage for motorists and commuters.

Despite the challenging weather conditions, the dedicated maintenance personnel, with the steadfast support of the Motorpool Division in ensuring the availability and continuous operation of heavy equipment, continue to perform their duties with commitment and courage, restoring accessibility to affected provincial roads.

In addition to the clearing and gravelling operations, OPE engineers are conducting on-site assessments of the damage caused by the heavy rains to determine the appropriate interventions for road stability and public safety.
Throughout the operations, 𝗘𝗻𝗴𝗿. 𝗔𝗻𝗻𝗮 𝗕𝗶𝗹𝗼𝘄𝗮𝗻 continuously reminds all personnel that safety always comes first, emphasizing the strict observance of safety protocols and proper coordination while working in hazardous areas. She underscores that protecting the lives and well-being of every team member is paramount as they carry out their mission of serving the public.

𝑹𝒐𝒂𝒅 𝑼𝒑𝒅𝒂𝒕𝒆 | 𝑰𝒎𝒎𝒆𝒅𝒊𝒂𝒕𝒆 𝑹𝒆𝒔𝒑𝒐𝒏𝒔𝒆 𝒊𝒏 𝑩𝒓𝒈𝒚. 𝑫𝒖𝒈𝒑𝒂, 𝑷𝒊𝒏𝒖𝒌𝒑𝒖𝒌

The Office of the Provincial Engineer (OPE) immediately responded to the damaged condition of the provincial road in 𝑩𝒓𝒈𝒚. 𝑫𝒖𝒈𝒑𝒂, 𝑷𝒊𝒏𝒖𝒌𝒑𝒖𝒌, following continuous heavy rainfall that rendered portions of the road difficult to pass.

The situation greatly affected motorists and disrupted the daily travel of students and teachers, particularly those going to and from 𝑫𝒖𝒑𝒂𝒈𝒂𝒏 𝑬𝒍𝒆𝒎𝒆𝒏𝒕𝒂𝒓𝒚 𝑺𝒄𝒉𝒐𝒐𝒍.
Upon receiving the report, Assistant Provincial Engineer 𝑬𝒏𝒈𝒓. Anna Andrada Bilowan immediately directed the OPE Maintenance Division to mobilize personnel to conduct clearing operations and restore the affected road.

Today, the operations continue with 𝑬𝒏𝒈𝒓. 𝑩𝒊𝒍𝒐𝒘𝒂𝒏 personally supervising the activities on-site to ensure that immediate and effective interventions are carried out. Alongside the clearing operations, the engineering team conducted a comprehensive assessment of the road damage to identify critical sections requiring urgent rehabilitation and determine appropriate engineering solutions for restoration.

Eight (8) engineers from the 𝑴𝒂𝒊𝒏𝒕𝒆𝒏𝒂𝒏𝒄𝒆 𝑫𝒊𝒗𝒊𝒔𝒊𝒐𝒏 joined the field operation, working side by side with the 𝒄𝒂𝒎𝒊𝒏𝒆𝒓𝒐𝒔 in clearing debris and restoring road accessibility. During the operation, 𝑬𝒏𝒈𝒓. 𝑨𝒏𝒔𝒂𝒈𝒂𝒚 reminded the newly hired engineers that the essence of maintenance engineering is learned in the field.

"To become an effective maintenance engineer, you must first experience the work of our camineros. By working alongside them, you will better understand their challenges, and invaluable contribution to keeping our roads safe and passable."
