Budget Orientation:
Kumba II Council Consolidates Achievements, Sustainable Dev't Legacy

Kumba II Subdivisional Council has taken a giant step to consolidate its achievements and presented a sustainable legacy for grassroot development.

These were showcased during its 2026 Budget Orientation Policy Debate session that held at the Kumba II Subdivisional Council chambers on Friday, September 11, on the theme:"Consolidation of Municipal Achievements and Sustainable Legacy for Grassroot Development."

The session was chaired by the Mayor of Kumba II Subdivisional Council, Chief Mbachu Jacob Kay, in the presence of the Divisional Officer, DO, of Kumba II Subdivision, Edwin Nkenya Ngwana, representing the Senior Divisional Officer, SDO, for Meme Division, Chamberlin Ntou'ou Ndong, supervisory authority of councils in the Division, who was unavoidably absent.

It was also attended by the Divisional Delegate of Decentralisation and Local Development, MINDDEVEL, for Meme, Venus Elangwe, as well as 1st Deputy City Mayor of Kumba City Council, Victorine Balike Ebanja; security operatives; and a cross section of the population of the municipality.

It held in line with the provisions of Section 374(2) of Law No. 2019/024 of 24 December 2019 on the General Code of Regional and Local Authorities, GCRLAs.

In his welcome remarks, Mayor Jacob Kay stated the session was a vital step where they collectively shape the financial and development future of the municipality.

He noted within the legal framework mandate, municipal authorities were to hold public debate to upstream their fiscal strategies and promote participatory grassroots governance.

To the mayor, true leadership is measured by concrete numbers and tangible impacts left on the ground.
" Reflecting on our recent path, our past budgets ex*****on rates demonstrate strong resilience despite severe macro-economic constraints," Kay stated.

He added:" We have achieved a remarkable percentage overall budget ex*****on rate for the past years. Even more significant is our commitment to real development. These resources have transformed the landscape of our municipality. On the physical evaluation front, I am proud to spotlight the Kumba II Council emerged the first ranking municipality in Meme Division with a 50% physical ex*****on rate for local development projects."

According to the mayor, the historic milestone was the direct result of the extraordinary efforts of the council technical team and community collaboration that has worked tirelessly to deliver the results on the ground.

However, he noted, 50 percent is just a stepping stone as it is their firm intention and unyielding drive to scale up and reach a 100 percent before the end of the year.

To deliver sustainable legacy, Mayor Kay stated, their programme orientation shall focus on high impact projects designed for the communities.
These include the rehabilitation of the road from Bamileke Street to Palm City, phase I; pavement of the road from the Kumba Municipal Stadium to New Road; construction of a fish pond, water tower, and tank stocking of 7,500 fingerlings such as clarias, CARP, and tilapia at Chief Epie Street neighbourhood located in kumba II Subdivision; rehabilitation of six classrooms at GBPS Kosala, Kumba II Municipality; completion of a bridge at Chief Epie Street; and construction of a new business centre in kumba II Municipality.

The mayor hinted that looking ahead, their financial planning is tied to practical macro-economic realities.
"To fuel our upcoming budget, we must aggressively optimize local revenue collection. We are modernizing our approach to match digital evolution," he noted.

He added:"We will vigorously work to improve and update our taxpayer's data base to ensure every eligible business is mapped. Concurrently, we are fully mobilizing to render the tax control unit functional. This unit will strictly monitor online declarations, eliminate leakages, and ensure total compliance to fund our development goals."

Meanwhile, to deliver sustainable legacy, Mayor Kay stated, their programme orientation focuses on high impact projects designed for the communities.
He concluded: " ...let us keep our primary objective in one focus: to translate numbers into visible human dignity. By consolidating our existing achievements, pushing for 100 percent project delivery and digitizing our revenue systems, we will leave behind a sustainable legacy that benefit every neighbourhood. Political mandates have a beginning and an end, but the development of our community must never stop."

A review of previous fiscal year's ex*****on was presented by the Community Development Officer, CDO, of Kumba II Subdivisional Council, Dr Takor Ojong Mbi Ayamba Elvis.
It included projects under the Public Investment Budget, PIB; Local Governance and Resilient Communities Project, PROLOG; Presidential Plan for the Reconstruction and Development of North West and South West regions, PPRD/NW, SW; and Special Council Support Fund for Mutual Assistance, FEICOM.

There was a presentation of ex*****on report of the current budget in revenue and expenditure; evaluation of physical and financial realisation rates of local development projects; presentation of the mid-term budgetary framework documents; and presentation of macro-economic assumptions and local revenue forecasts by the Secretary General of Kumba II Subdivisional Council, Dr Mrs Pamela Ajang Ngoh Ntongwe.

Councillors of Kumba II Subdivisional Council made an overview of priority investment projects for 2027 fiscal year, followed by an interactive plenary debate session in which pertinent issues were raised and answers delivered satisfactorily.
The Budget Orientation Policy Debate comes ahead of the 2027 budgetary session later this year.

On his part, the Divisional Officer, DO, of Kumba II Subdivision, Edwin Nkenya Ngwana, while conveying the greetings of the SDO for Meme Division for a hitch-free session, he was impressed with the reports on completed and ongoing projects.

He commended the completion of projects and urged the council's authorities to redouble efforts to complete ongoing ones.

The representative of the SDO noted at the eve of elections, projects should be done in a manner in which the population will see the need to once again renewed confidence in the officials of the council.

In his closing remarks, Mayor Kay sounded optimistic that with all the council has achieved so far in the ex*****on of projects for the development and improvement of livelihoods in the municipality, the Cameroon People's Democratic Movement, CPDM, party in which he is the Section President for Meme IB, Fiango, Kumba II Subdivision, will emerged victorious with 99 percent in the upcoming elections in Cameroon.

The Divisional Officer of Kumba II Edwin Nkenga Ngwana and the Lord Mayor of Kumba II Chief Mbachu Jacob Kay called on the Honorable Member of Parliament for Kumba Urban Constituency, Hon. Tabot Lawson Bakia, for intervention ahead of the school year for the newly created school GTC Ekehmueh Fiango - Bamileke Street -kumba 2 Sub- Division

Hon. Tabot Lawson Bakia responded to the request, stating that the school will be given a new facelift. He will roof all eight classrooms, install the ceiling, and repair all the doors for the 2026/2027 academic year.

Politics is all about action. It is not about drinking beer in the street, or using hate speech against your fellow Cameroonians. Politics is about concrete actions.

We thank the Hon. Member of Parliament for Kumba Urban Constituency, Hon. Tabot Lawson Bakia, for this great initiative to give a facelift to the school and repair all eight classrooms whose zinc roofing sheets were stolen two years ago.

MEME HOLDS FIRST BASIC EDUCATION SECTOR CONFERENCE, RENEWS COMMITMENT TO QUALITY LEARNING

Education stakeholders in Meme Division have renewed their commitment to improving the quality of teaching and learning, following the division's first Education Sector Conference held at the Kumba I Council Hall.

Held under the theme _"Reading, Writing, Arithmetic: A Shared Commitment, A Pledge for Every Pupil,"_ the conference brought together education officials, inspectors, pedagogic advisers, and other stakeholders to assess the state of education in the division and identify measures to improve learning outcomes.

In his address, the Divisional Delegate of Basic Education for Meme, Eyong Martin Tabe, acknowledged the resilience of teachers and education stakeholders in ensuring that children continue to exercise their right to education despite persistent challenges.

Among the major concerns raised were teacher absenteeism and engagement in private businesses, as well as inadequate infrastructure. Some government schools in Mbonge and Konye Subdivisions are reportedly operating from private homes due to a shortage of suitable classrooms.

The division, however, recorded notable achievements during the 2025/2026 academic year. Meme schools participated in national events, while the division also distinguished itself at the FENASCO League B Games in Buea, where it secured several prizes.

The conference called on teachers to strengthen discipline and professionalism, particularly in combating absenteeism, truancy, teaching by proxy, inappropriate dressing, and drug abuse. Participants were also encouraged to remain resilient and committed to their responsibilities.

Deliberations during the conference focused on key challenges facing the education sector, with participants working in commissions before adopting a general report containing recommendations for improving education delivery in Meme Division.

The representative of the Senior Divisional Officer for Meme, in his closing remarks, urged stakeholders to sustain collaboration and commitment towards better educational outcomes.

The conference ended with a renewed pledge to place Reading, Writing, and Arithmetic at the centre of efforts to build a stronger and more effective education system in Meme Division.

KUMBA II COUNCIL TOPS PUBLIC INVESTMENT BUDGET PERFORMANCE IN MEME - SEPTEMBER 2026

The performance classification of Councils in Meme Division for the Public Investment Budget (PIB) for the month of September 2026 has been released.

According to the ranking presented, Kumba II Council leads with 51.83%, making it the best performing council in the Division.

It is followed by:
Konye Council - 34.1% and Mbonge Council - 33.27%, occupying the second and third positions respectively.

Kumba I Council recorded 31.33%, while Kumba III Council stands at 24.93%

At the bottom of the classification are Kumba City Council with 10.84% and Administration with 9.38%.

The report highlights a significant gap between the top performer and the rest, with Kumba II Council being the only council to have crossed the 50% ex*****on rate mark as of September.

End of Summer Holiday Work:
Kumba II Council Supports Massive School Resumption

The Kumba II Subdivisional Council has massively supported the resumption of schools in the municipality in particular and Cameroon as a whole.

The council has provided financial assistance to over 70 students in the municipality to enable them go back to school hitch-free as the 2026/2027 academic year kicks off on September 7, 2026.

The financial package was made available to the students during the end of a "Summer Holiday Work Programme," that held in the kumba II Subdivisional Council Hall on Tuesday, September 1, chaired by Mayor Chief Mbachu Jacob Kay.

It was attended by the Divisional Officer, DO, of Kumba II Subdivision, Edwin Nkenya Ngwana, flanked by security operatives in the Subdivision.

During the event, each student received the sum of 40,000 FCFA.

In a speech delivered at the ceremony, Mayor Jacob Kay expressed deepest gratitude to the students for the energy, enthusiasm, and hard work they brought to the municipality over the past few weeks.

He revealed the holiday job initiative was established with two primary goals in mind to include community engagement and service so as to give the students, hands-on experience in civic life, allowing them to directly contribute to growth, cleanliness, and overall development of the town; and empowerment and preparation to equip the students with real-world professional skills, financial support for their upcoming acquirements, and a strong work ethics that will serve them well into the future.

To the mayor, the students had proven to be incredible assets to their local government, working tirelessly across various departments and projects.
"As you step back into the school milieu, my advice to you is simple, carry this same drive and curiosity to your studies," Mayor Kay stated.

He added:" The discipline, team spirit, and problem-solving skills you demonstrated here are the exact tools you need to excel academically.Treat your education with the same seriousness you showed on the job, because you are not just the future of our municipality, you are its leaders in training."

While the overall objective of the holiday job programme was a success, Mayor Jacob Kay stated, a few areas of concern must be addressed.
He noted during the session, they noticed some recalcitrant cases of indiscipline among a few students.
"Please, be reminded that such behaviours compromise the integrity of the programme and will not be tolerated in future editions," Mayor Kay stated.

The mayor recounted how a student was knocked down by a commercial motorcycle.
" We are thankful to report that he received prompt medical treatment after the accident and is currently doing fine," he revealed.

Mayor Kay stated, the holiday job programme remains a valuable opportunity for growth, hard work, and practical experience.
" As we celebrate the success of this session, let us also carry forward the hard lessons learned: discipline must be maintained, and personal safety must always remain a top priority," he concluded.

Meanwhile, the Chief of Hygiene and Sanitation Department of Kumba II Subdivisional Council in a review, highlighted the various places of work the students were engaged during their stay at the council.

These include government administrative premises such as the Subdivisional Office; Inspectorate of Basic Education for kumba II Subdivision; Kosala Integrated Health Centre; Kosala Market and its environs; Second District Police Station, Fiango; Gendarmerie Brigade, Kosala; gutters; and drainages along major roads.

After receiving their payments and in a vote of thanks, the representative of the students, while expressing gratitude, stated that when the school year ended, many of them faced a long holiday with little to do and limited means to support themselves or their families.
" The initiative by the Kumba II Council, under the visionary leadership of the Lord Mayor, Chief Mbachu Jacob Kay, was a beacon of hope," she noted.

To them, it transformed what could have been a period of idleness into an opportunity for growth, responsibility, and earning.

She stated:" This programme was more than just a financial handout. It was a powerful lesson in hard work, discipline, and civic duty. For the first time, many of us experienced what it truly means to earn a living. We learned how to interact with the public, how to contribute to the cleanliness and development of our municipality, and how to manage our time effectively."

They thanked the staff of the council for the patience and guidance.
" You taught us the ropes and treated us with respect, making us feel as valuable members of the team," the representative stated.

She encouraged her fellow beneficiaries to take the lessons learned and apply in their studies and future careers.The representative called on her peers to be ambassadors of the programme and show Kumba that investing in young people is an investment in a better future.

They reassured the mayor and council that the funds earned will be used wisely in supporting their education and families.
" We understand the sacrifice and planning that went into financing this initiative and do not take it for granted," she hinted.

According to her, in a world where unemployment is a major challenge, such programmes are rare and precious.
She noted, kumba II Subdivisional Council has set a standard for other municipalities to emulate.
