Jan-Nov: 6,763 tons of domestic-to-international cargo shipped
Recently, a shipment of machine parts manufactured in the Yangtze River Delta region was airlifted from Hangzhou to Haikou Meilan International Airport, where it was quickly transferred via an 'air-to-air transshipment' mode and then transported to Singapore on an international cargo flight.
The air-to-air transshipment' model refers to a transportation mode in which air cargo, under customs supervision, is transported via two or more connecting flights to its final destination. This model not only increases flight capacity but also enables the flow of goods between destinations without direct flights, making it a key tool for the Hainan Free Trade Port in its pivotal role as a gateway hub.

According to Haikou Customs, over the first 11 months of 2025, Hainan ports transported a total of 6,763 tons of goods that were transferred from domestic to international routes via air-to-air transshipment. Since the start of 2025, air-to-air transshipment cargo has included products in a wide range of categories including including fresh and cold chain products, daily necessities, industrial equipment, and high-value products. International transshipment volume accounts for 91% of the total, with goods mainly flowing to eight major international air cargo hubs around the world, including Auckland, Dubai, Sydney, Singapore, Bangkok, and Russia via seven international cargo routes.

To support this business development, Haikou Meilan Airport Customs has implemented a number of convenient customs clearance measures including advance declaration, two-step declaration, and direct pick-up from the tarmac, further optimizing port customs clearance procedures. As it prepares for an island-wide special customs operation, officials and industry leaders say a combination of tax incentives, visa-free entry and streamlined regulations is drawing global talent, productions and major events.

The latest push was underscored at the seventh Hainan Island International Film Festival, which concluded in Sanya on Tuesday. The festival hosted the Chinese premiere of Avatar 3, and Hainan's Party secretary, Feng Fei, met the film's director, James Cameron.

Feng described the free trade port as "one of the most open areas in the Chinese mainland", citing its zero tariff rules, low tax rates, and measures to liberalize trade, investment, capital flows, travel and data. He positioned the festival as a key platform for deepening cooperation with international filmmakers.

For the industry, the concrete benefits are multifaceted. The dual 15 percent cap on individual and corporate income tax is a significant draw. "This policy is particularly friendly to high-income artists and cultural enterprises," said Wang D**g, assistant to the chairman of Lingshui Yingli Wanxiang Digital Media Productions, which produces short dramas for markets such as Indonesia.

Wang also pointed to Hainan's 59-country visa-free entry policy, which allows stays of up to 30 days for business, tourism, family visits, medical treatment, exhibitions, and sports events, making it easier to bring in international crews.

These policies are cultivating a budding production ecosystem. The Sea Breeze International Movie Studios in Lingshui Li autonomous county, operational since August 2024, has already hosted over 100 projects, from short dramas to movies.

The Hainan film festival also featured a Thailand pavilion, celebrating the 50th anniversary of the establishment of China and Thailand diplomatic relations, with 14 Thai film companies showcasing services, signaling growing regional collaboration.

The model extends to live performances. Sanya hosted hip-hop star Travis Scott's first major solo concert in China last month, a direct beneficiary of the visa-free project. It attracted over 40,000 international fans and was projected to generate more than 400 million yuan ($56 million) in local tourism spending. A multidepartment coordination team managed everything from customs "green channels" for equipment to public safety. "From project filing to landing, we felt the efficiency of Sanya's various departments throughout," said Chen Zhi, general manager of the event organizer, Wuxing Shidai (Hainan) Cultural Communication Co.

This integrated approach merges entertainment with tourism and retail. A South Korean fan, Park Ji-hoon, praised the seamless experience. "You can watch your idol's performance and enjoy an island holiday — it's perfect." He used his concert ticket to redeem a shopping voucher at the China Duty Free Group's Sanya International Duty Free City, illustrating the model of combining concert-going, vacation and shopping that Hainan promotes.

Marine ecology off south China's Hainan Island remains favorable, report saysSANYA, Dec. 10 (Xinhua) -- The ecological conditions of Hainan Island's coastal waters remain generally favorable, with seawater quality consistently ranking among the highest in China and biodiversity maintained at a relatively high level, according to a report.

The Report on Marine Ecological Conservation and Sustainable Development of the Hainan Free Trade Port, released on Wednesday by the South China Sea Bureau of the Ministry of Natural Resources, summarizes and showcases the achievements in marine ecological protection and sustainable development of Hainan Island.

The report compiles continuous monitoring data from 2020 to 2024 on the water quality of Hainan Island's coastal waters, marine sediments, and marine biodiversity, as well as monitoring data from key distribution areas of seven typical marine ecosystems. These data are used to systematically analyze the marine ecological conditions of Hainan Island.

The Hainan Free Trade Port is preparing for island-wide special customs operations starting Dec. 18.

The report was released at the 6th Symposium on Global Maritime Cooperation and Ocean Governance, which opened in Sanya, Hainan Province, on Wednesday.

More than 300 guests from over 30 countries and regions attended the symposium, including experts, scholars, government officials, diplomats, and representatives of international organizations.

Hainan Adds More International Routes
Hainan's international air transportation network continues to expand, with several new routes now becoming available, and other routes increasing frequency, providing international travelers more convenient transportation options to and from the tropical island province.

Since November, new direct routes have been added from Haikou to Kuching and Penang, Malaysia; Nha Trang, Vietnam; and Seoul, South Korea, with the Haikou to Macao, China route also resuming. Several existing routes are also increasing flight frequency, including routes from Haikou to Jeddah, Saudi Arabia; London, UK; Auckland, New Zealand; Sydney and Melbourne, Australia; and Kuala Lumpur, Malaysia, making it a breeze to get where you need to go when you need to get there.

Not to be left out, Sanya's flight network is also expanding. The city recently opened its first direct route to Vientiane, Laos, as well as regular flights to Cheongju, South Korea, making travel across Asia simple and fast.

In the near future, there's even more good news coming! Haikou Meilan Airport will open routes to Ho Chi Minh City, Vietnam on Dec. 15, and Hanoi, Vietnam on Dec. 21, while the Haikou-Moscow route will increase frequency to one flight daily starting on December 25th. Hainan's island-wide special customs operations explained in new guidebook
A State-owned publisher in Hainan recently released Chinese and English editions of Special Customs Operations in Hainan Free Trade Port: 100 Q&A, which was the subject of a symposium in Beijing on Saturday.

The publication arrives as the island-wide special customs operations are set to commence on Dec 18. With a collaboration of domestic and international presses, the guidebook serves as a practical handbook and international outreach for Hainan's new phase of integrated customs management.

The book's Q&A structure clarifies the policies and operational frameworks to create what organizers call a "window of understanding" for global observers and stakeholders.

Wu Bin, board chairman of the book's publisher, Hainan Publishing & Distribution Group, said the group strives to present stories of the FTP with publications that decode the essence of the island-wide customs closure and promote opening-up through cultural empowerment.

He added that the book reflects Hainan's efforts to build a more influential international communication system and enhance the effectiveness of global outreach.

After the operations take effect, the group plans to promote "innovation-driven planning, digital-powered growth, and ocean-oriented development" to produce more quality works that explain policies, communicate ideas, and showcase the appeal of the FTP, Wu said.

David Ferguson, honorary chief English editor of Foreign Languages Press, which polished the English translation, said the Hainan FTP is a cornerstone of China's high-level opening-up strategy, and this publication is a timely and authoritative guide to the customs closure operation.

Largest Dredger in Asia Completes Registry in Yangpu
On December 8, Asia's largest trailing suction hopper dredging vessel, the Tong Jun, completed all procedures and became officially registered under the Port of Yangpu (CNYPG) located in the northwest of Hainan Province. Its arrival not only adds a potent new maritime "cleaner" to the Hainan Free Trade Port but also marks a landmark moment when the total carrying capacity of ships registered under CNYGP surpassed seven million deadweight tons.
The Tong Jun (meaning "dredging the way clear") is China's first independently designed and constructed ultra-large trailing suction hopper dredger, with a hopper capacity of 35,000 cubic meters. The vessel, which passed its sea trials in the Yellow Sea with flying colors, fills a significant gap in China's high-capacity dredger capabilities and will soon provide crucial support for the country’s marine development efforts.

The ship's registration will substantially strengthen CNYPG's service capabilities in areas such as channel dredging, shoreline restoration, and marine engineering operations. The port's registry now covers vessel types in key sectors, including crude oil transport, heavy-lift transport, and offshore engineering, helping to build a more diversified and competitive maritime service system.

As of now, CNYPG's registry lists 73 international vessels, which have a combined gross tonnage exceeding 4.075 million tons and a total carrying capacity of 7.1631 million deadweight tons. The total asset value of these vessels has surpassed 23 billion yuan, and cumulative registrations have reached 91 vessels, keeping Yangpu at the forefront among China's free trade zones and ports in both registration numbers and carrying capacity.

A representative of the Hainan Maritime Safety Administration said the agency views the seven-million-deadweight-ton milestone as a new starting point for high-quality development. They plan to continue innovating the international ship registration system and to promote the Port of Yangpu as a world-class and globally influential ship registration brand.

Haikou Meilan International Airport records 1.4 million international, regional passenger trips.
Haikou Meilan International Airport announced that its international and regional passenger traffic exceeded 1.4 million as of Saturday this year, surpassing the previous peak set in 2019 and the highest since the airport began commercial operations, the Global Times learned from the airport on Sunday.

A Chinese expert credited the surge to an expanded international route network, infrastructure upgrades, and enhanced passenger services, all of which have improved connectivity and convenience for both inbound visitors and transit passengers.

The milestone comes ahead of the official launch of island-wide independent customs operation for the Hainan Free Trade Port (FTP), scheduled for Thursday, a move expected to accelerate global resource inflows and strengthen the island's role as an international gateway.

Since the start of 2025, the airport has expanded its global route network by adding new long-haul and regional destinations, including London, Jeddah (Saudi Arabia), Auckland (New Zealand), Kuching (Malaysia) and Nha Trang (Vietnam), an airport spokesperson told the Global Times on Sunday.

The airport's international and regional network now comprises 43 routes operated by 15 domestic and foreign carriers, linking Haikou with 25 cities across 19 countries and regions, spanning Southeast Asia, Northeast Asia, the Middle East, Europe, Australasia and North America.

Arrivals and departures involving Singapore, Malaysia and Thailand surpassed 630,000 in 2025, up 7.2 percent year-on-year, helping to deepen trade, tourism and cultural ties between Hainan and Southeast Asia, according to the airport spokesperson.

As the independent customs operation for the Hainan FTP draws near, and in response to rising international transfer demand, Hainan Airlines will leverage its local hub advantage to meet rising international transfer demand and provide more convenient services for travelers. It will add three new international routes in late December: Haikou-Hanoi, Haikou-Ho Chi Minh City and Qionghai (Boao)-Kuala Lumpur, lifting the hub's winter schedule to 28 destinations, Zhang Da, a deputy director of the Hainan Regional Marketing Center in the sales department of Hainan Airlines, told the Global Times.

"This milestone reflects Meilan Airport's growing appeal as an air hub facing the Pacific and Indian Oceans, and underscores Hainan's rising international attractiveness," Wang Haiyan, an assistant manager of the Logistics Development Department of Haikou Meilan International Airport, told the Global Times, adding that the airport is stepping up efforts to build international and intercontinental passenger and cargo routes linking China with airports in the Regional Comprehensive Economic Partnership members such as Bangkok, Singapore, Seoul and Australia's Melbourne and Sydney.

"By maintaining flights to these countries, Haikou has emerged as a major southern transit hub, comparable to Guangzhou, South China's Guangdong Province," Zhou Mi, a senior researcher at the Chinese Academy of International Trade and Economic Cooperation, told the Global Times on Sunday.

The policy system of the FTP, underpinned by zero tariffs, low tax rates and simplified tax regimes, as well as a policy framework centered on free and convenient trade, investment, cross-border capital flows, personnel mobility, and the safe and orderly flow of data, is reshaping the area and driving it toward becoming an international FTP, Zhou added.

With the island-wide independent customs operation about to take effect, the Chinese expert expects an influx of global talent and capital, as Hainan advances a high-level opening to the world.

Authorities have introduced new facilitation measures, including 144-hour visa-free entry for foreign tour groups from Hong Kong and Macao; 15-day visa-free entry for foreign tour groups arriving by cruise ships; and a 240-hour transit visa exemption, covering a range of entry scenarios, China National Radio (CNR) reported on Sunday.

As of Friday, local immigration authorities had processed a total of 2.47 million inbound and outbound travelers. Among them, visa free foreign arrivals totaled 548,000, accounting for 89.6 percent of all inbound foreign travelers — a 25 percent increase over the previous peak. Coupled with "route expansion + policy optimization," Hainan has opened 85 international routes, and the magnetic pull of the free trade port continues to strengthen, said a border inspection station official, according to CNR.

2025 起業家ボアオフォーラムが 12 月 2 日から 5 日までボアオで開催された。12 月 4 日、新華通信社社長のフー・ファ、海南省委員会書記のフォン・フェイがメインフォーラムに出席し、挨拶を行った。
フー・ファ氏は挨拶の中で、現在、海南が世界最高水準の開放形態に積極的に対応し、世界的な投資の「新たなホットスポット」となっていること、海南自由貿易港全島閉鎖式運営がカウントダウンに入っていることを指摘した。このような歴史的な節目にボアオに一堂に会し、「『十五五』新たなチャンス」をテーマに発展を協議し、未来を共に描くことは、まさに時宜を得たことだと述べた。近年、複雑な内外環境に直面しながらも、中国の企業たちは逆境の中で堅持し、プレッシャーの下で突破口を開いてきた。新たな歴史的スタートラインに立つ現在、広範な企業は実体経済に力を入れ、イノベーション主導を堅持し、グリーントランジションを加速すべきだ。また、進取の精神、開放とイノベーション、不屈の起業家精神を発揚し、より広大な空間で資源を統合し、市場を開拓する勇気を持ち、中国特色ある社会主義の建設者、中国式近代化の推進者としての立場を堅定させる必要があると強調した。新華通信社は世界経済の大きな背景の中で、中国企業の革新と開拓の物語を伝え、中国企業が困難を打ち破って強みをつける品格を展示し、積極的に市場の期待を安定させ、強固な信頼を集めていくと表明した。

2025海南-东盟海归交流大会在陵水开幕
12月4日，2025海南-东盟海归交流大会在陵水黎族自治县开幕。大会以“同心共创链接美好未来”为主题，旨在汇聚海内外英才智慧，深化海南与东盟国家在数字经济、海洋经济、跨境电商等关键领域的务实合作，搭建青年交流与民心相通的坚实桥梁，积极发挥海归人才在民间外交与国际化人才纽带方面的独特作用。
开幕式上举行了合作项目签约仪式，达成了商业航天遥感数据与东盟碳资源开发、文化传播与跨境电商合作、跨境物流全链条服务合作等三项战略合作协议。同时，海南留学人员交流服务中心在陵水揭牌，为留学人员搭建了交流合作的平台。
会上，海南省商务厅、海口市、琼海市、三亚市及陵水县等相关负责人围绕海南自贸港税收优惠、投资便利化措施进行介绍，并对海口复兴城互联网信息产业园、海南自贸港侨海创新创业园、博鳌乐城国际医疗旅游先行区、欧美同学会海归小镇(陵水·数字文创)、三亚崖州湾科技城高新区等园区进行推介。
据悉，本次大会期间将安排一系列平行主题交流活动，聚焦“数据产业链与跨境服务创新”“海洋经济与蓝色科技协同发展”“跨境消费构建与双向合作”“新兴科技经济新赛道”等前沿议题展开深入研讨。近320名境内外嘉宾齐聚一堂，共话合作。
大会由海南省五会联合办公室、陵水县人民政府共同主办，海南欧美同学会、欧美同学会东南亚和南亚分会承办。

2025 海南‐ASEAN 帰国者交流大会、陵水で開幕
海南日報椰林 12 月 4 日電（海南日報マルチメディア記者余佳琪） 12 月 4 日、2025 海南‐ASEAN 帰国者交流大会が陵水黎族自治県で開幕した。大会は「心を一つにして共に創造し、素晴らしい未来をつなぐ」をテーマに、国内外の優れた人材の知恵を結集し、海南と ASEAN 諸国がデジタル経済、海洋経済、越境 EC などの重要分野における実務的な協力を深化させることを目的とする。また、青年交流と民心の通じ合いを促す堅固な架け橋を構築し、帰国者人材が民間外交や国際的人材のつなぎ役としての独特な役割を積極的に発揮することを目指す。
開会式では協力プロジェクトの調印式が執り行われ、商業宇宙航空リモートセンシングデータと ASEAN 炭素資源開発、文化伝播と越境 EC 協力、越境物流全連鎖サービス協力という3 つの戦略的協力協定が締結された。同時に、海南省帰国留学生交流サービスセンターが陵水で除幕式を挙行し、帰国留学生に交流・協力のプラットフォームを提供した。
大会では、海南省商務庁、海口市、瓊海市、三亜市、陵水県などの関係責任者が、海南自由貿易港の租税優遇策や投資円滑化措置について説明した。さらに、海口復興城インターネット情報産業園、海南自由貿易港華僑・海外人材イノベーション起業園、博鰲楽城国際医療観光先行区、欧米同学会帰国者タウン（陵水・デジタル文化創意）、三亜崖州湾科技城ハイテクゾーンなどの各種園区を紹介・推奨した。
報道によると、今回の大会期間中には一連の並行テーマ交流イベントが開催され、「データ産業チェーンと越境サービスイノベーション」「海洋経済とブルーテクノロジーの連携発展」「越境消費の構築と双方向協力」「新興科技経済の新たなトラック」などの先進的なテーマについて深い討論が行われる。国内外から約 320 人の賓客が一堂に会し、協力について意見を交わした。

해남일보 예림 12월 4일 전 (해남일보 멀티미디어 기자 여가이) 12월 4일, 2025 해남-아세안 귀국자 교류대회가 린슈이 리족 자치현에서 개막했다. 이 대회는 「마음을 하나로 모아 함께 창조하고, 아름다운 미래를 연결하다」를 주제로 삼아, 국내외 우수 인재의 지혜를 집결하고 해남과 아세안 국가들이 디지털 경제, 해양 경제, 교차경계 전자상거래 등 핵심 분야에서의 실질적 협력을 심화시키는 것을 목표로 한다. 아울러 청년 교류와 민심 소통의 견고한 다리가 되도록 구축하고, 귀국자 인재가 민간 외교 및 국제적 인재 연계 측면에서의 독특한 역할을 적극적으로 발휘하도록 돕는다.

俞家棟氏は、海南自由貿易港の閉鎖式運営が目前に迫っており、各分野の優れた人材を集める必要性が一段と切実になっていると指摘した。人力資源・社会保障部は党中央・国務院の決定と配置を深く貫徹実施し、海南自由貿易港の閉鎖式運営に伴う新たな発展ニーズに緊密に応え、人材政策の傾斜、プロジェクトの支援、プラットフォームの支えを強化し、高水準で革新的かつ国際的な人材団体の育成を支援すると語った。また、海南の人材育成システムとメカニズムの改革を深化させ、各方面の優れた人材を集め、海南の発展に力を注ぐと表明した。同氏は、多くの優れた人材が今回の大会をきっかけに、海南で創業の情熱を燃やし、個人の夢を実現し、輝かしい人生を築き上げ、新たな発展チャンスを共有することを期待している。

이번 대회는 2일간 진행되었으며, 핵심 산업 분야를 중심으로 플랫폼을 구축하고 주제별 매칭 회의, 인재 채용 행사, 「해남 탐방」등 다양한 행사를 개최했다.
중국과학원 원사, 중국공학원 원사, 외국인 전문가 대표, 중앙 및 국가 기관 관계 부서, 마카오 특별행정구 정부 노동사무국, 유네스코 연계학교 네트워크 국제 센터, 기타 성·자치구·직할시의 조직 인사 부서 책임자와 대학교, 연구기관, 기업 대표들이 이번 대회에 참석했다.
