The Probation Administration was created to administer the probation system by virtue of Presidential Decree No. 968, the “Adult Probation Law of 1976.” Pursuant to Executive Order No. 292 (the Administrative Code of 1987), the Probation Administration was renamed “Parole and Probation Administration” on November 23, 1989. With the renaming came the added function of supervising prisoners released on parole or are granted pardon with parole conditions. In 1991, PPA-DOJ was authorized to conduct pre-parole/pardon investigation in accordance with Board of Pardons and Parole Resolution No. 229. With the advent of RA 9165 – the drugs law of 2002, the agency was tasked by the Dangerous Drugs Board to conduct investigation and supervision of first time minor drug offenders. Lately, under Section 54 of the same law, Regional Directors, Assistant Regional Directors, CPPOs and some PPOs were deputized as DDB authorized representatives to process and petition the courts for voluntary submission to treatment and rehabilitation centers nationwide. Executive Order No. 468 dated October11, 2005 mandated the revitalization of the Volunteer Probation Aide (VPA) program which was first and foremost provided for in PD 968.
