The Ministry of Communications and Information Technology announces the pilot launch of “Karnak Chat”, an intelligent conversational system built on the “Karnak” Large Language Model (LLM), developed by Egyptian minds and expertise at the Applied Innovation Center (AIC), an affiliate of the Ministry of Communications and Information Technology.
Karnak was developed by enhancing the capabilities of the latest global open-source models. A vast collection of data and documents published in Egypt and across the Arab world has been carefully and objectively curated to place Karnak among the most accurate models in understanding of Arab culture and Egyptian identity, according to global benchmarks.

The primary objectives of Karnak are:
- Reinforcing digital sovereignty by running its software and the applications built on it, securely within local data centers, if needed.
- Delivering a Large Language Model with exceptional capabilities in understanding and generating both Modern Standard Arabic and Egyptian colloquial Arabic with high accuracy.
- Providing a foundational base for building generative AI applications in Egypt and the Arab world, opening the way for developing innovative solutions that serve diverse sectors.
- Availing an intelligent chatbot that draws on verified and reliable information, while taking Egyptian and Arab cultural context into account.

Background and Strategic Context
Global AI systems struggle to understand the deep nuances and cultural richness of Egyptian Colloquial Arabic, creating a communication gap that leaves millions underserved. Bel Masry was created to fill that communication gap.

“Bel Masry” Technology Base:
The Platform is powered by three specialized AI engines trained specifically in ECA and MSA.

1. Automatic Speech Recognition (ASR) Engine
Converting Spoken Arabic into accurate Text
Cutting-edge AI technology has been developed to convert speech, in different dialects of ECA, as well as MSA, into written text.
The Engine is capable of Speaker diarization for multi-speaker recordings, Noise cancellation for accurate transcription in real-world working environments and Readiness for integration with existing applications and enterprise systems.

2. Machine Translation (MT) Engine
Intelligent Translation across 50 Languages
An intelligent engine that allows content to be translated between Arabic, both ECA and MSA, and 50 foreign languages in real time, fostering learning, cross-cultural communication and knowledge exchange.

3. Text-to-Speech (TTS) Engine
Natural, Human-Quality Arabic Voice Synthesis
An advanced technology that converts written MSA and ECA into natural-sounding spoken sentences, availing opportunities for interactive AI assistants, digital learning platforms, media content production, voice-enabled services, and more.

وزيرا الاتصالات وتكنولوجيا المعلومات والثقافة يبحثان مشروعات التعاون المشترك بين الوزارتين في مجال التحول الرقمي واستخدام الذكاء الاصطناعي في الترجمة الآلية للكتب وإنتاج الكتب الصوتية

وشهد الاجتماع بحث آفاق التعاون في توظيف تطبيقات الذكاء الاصطناعي المتعلقة بأنشطة وزارة الثقافة، حيث تم استعراض عدد من المشروعات التي نفذها مركز الابتكار التطبيقي التابع لوزارة الاتصالات وتكنولوجيا المعلومات، من بينها "كرنك" وهو نموذج لغوي مصري ضخم يهدف إلى التمكين من بناء تطبيقات ذكاء اصطناعي توليدي تستند إلى الثقافة العربية والهوية المصرية مثل تطبيق "سيا" الذي بناه المركز ليكون معلماً ذكياً يدعم طلاب المرحلة الثانوية في مواد اللغة العربية والتاريخ وكذلك تطبيق "لغات" الذي يهدف الى تحسين قدرة الراغبين في تعلم نطق اللغات الأجنبية والتحدث بها بطلاقة بجميع مستوياتها.

كما تم استعراض مشروع تطوير نظام للترجمة الآلية المتخصصة في مجال العلوم الإنسانية باستخدام الذكاء الاصطناعي التوليدي حيث يقوم النظام بترجمة الكتب آلياً ويمكن للمترجم المحترف تعديل بعض من أجزائها ببساطة لتتوافق مع أسلوبه. وكذلك مشروع إنتاج الكتب الصوتية باستخدام تقنيات الذكاء الاصطناعي، بما يُسهم في توسيع نطاق الوصول إلى المحتوى الثقافي لمختلف فئات المجتمع. حيث تم التأكيد على قيام وزارة الثقافة بإتاحة وإمداد المركز بالبيانات الثقافية، التي جرى استخدامها بالفعل في تدريب وتطوير النماذج الذكية، بما يعكس تكامل الجهود بين الجانبين في دعم تطبيقات الذكاء الاصطناعي في المجال الثقافي.
