MFAET SUPPORTS PREPARATIONS FOR PACIFIC PRE-COP31

The Ministry of Foreign Affairs and External Trade (MFAET) is working with the Ministry of Environment and Climate Change (MECC) to prepare for the Pacific Pre-COP31, to be held in Nadi from 5 to 8 October 2026. MFAET is positioned to support Leaders as well as in coordinating all diplomatic engagements such as protocol services, and logistical support.

Fiji, Tuvalu and Australia are jointly delivering this Pacific led initiative, which brings global climate decision-makers to the Pacific ahead of COP31 in Antalya, Türkiye to be convened from 9 to 20 November 2026.

The Fiji delegation to Pre-COP31 will be led by the Honourable Sitiveni Rabuka, Prime Minister of Fiji. With this, a dedicated Leaders' event in Tuvalu will give Heads of State and Government a chance to engage directly with the climate realities facing Pacific Island countries.

Central to this Pre-COP meeting is to build momentum on the four Pacific priorities which include:

✅️️Keeping the 1.5°C goal within reach;
✅️Enhancing access to climate finance;
✅️Elevating the ocean-climate nexus;
✅️Amplifying Pacific voices and leadership in the lead-up to COP31.

For Pacific Island countries, climate change remains the single greatest threat to the livelihoods, security and wellbeing of the Pacific peoples.

By hosting the meeting, Fiji supports the region's collective advocacy, brings decision-makers closer to island realities, and shows that the Pacific is contributing solutions, knowledge and leadership, in addition to our call for greater global ambition.

🇫🇯🤝🇺🇳UNGA81 |FIJI CALLS FOR URGENT ACTION ON SEA-LEVEL RISE

Fiji has called for urgent and collective international action to address the existential threat posed by sea-level rise to Small Island Developing States (SIDS).
Speaking at the High-Level Meeting on Sea-Level Rise at the United Nations, Minister for Foreign Affairs and External Trade, Honourable Sakiasi Ditoka, welcomed the United Nations Declaration on Sea-Level Rise and reaffirmed Fiji’s commitment to multilateralism and international cooperation.

“The time to act is now,” Minister Ditoka said, highlighting the stark reality that SIDS contribute less than one per cent of global greenhouse gas emissions, yet bear the brunt of climate change impacts.

Fiji reaffirmed its commitment to protecting the rights, sovereignty and future of its people, including through climate-related relocation and support for climate mobility across the Pacific.

Minister Ditoka also highlighted the Pacific’s continued collective advocacy, reaffirmed the Pacific Leaders Declaration in Koror, Palau, and called on the international community to support Pacific efforts.

“Inaction is to be avoided at all costs. We must act now, in unity and in conformity with international law, for the survival of our people now and in the future.”

UNGA81🇫🇯🤝🇺🇳 |FIJI CALLS FOR RESILIENCE, REGIONAL SOLIDARITY AND GLOBAL COOPERATION

Fiji has called for stronger national resilience, Pacific regional solidarity and effective multilateral cooperation in responding to an increasingly uncertain global environment.

Speaking on the margins of the 81st Session of the United Nations General Assembly, at a Luncheon hosted by Germany and Palau, Fiji highlighted the interconnected impacts of geopolitical tensions, climate change, energy insecurity, food security and disruptions to global trade and supply chains.

Fiji stressed that resilience must be built at three levels — nationally, regionally and multilaterally.
At home, this means investing in climate-resilient infrastructure, disaster preparedness, renewable energy and stronger communities and economies.

At the regional level, Fiji reaffirmed its commitment to Pacific regionalism, the 2050 Strategy for the Blue Pacific Continent and the Ocean of Peace Declaration, while highlighting the importance of sustainable financing for locally led resilience through initiatives such as the Pacific Resilience Facility.

Fiji also underscored that the Pacific should not be defined solely through geopolitical competition, but as a region of peace, security, resilience and sustainable development, guided by Pacific priorities.

At the global level, Fiji reaffirmed the importance of multilateralism, international law and dialogue, particularly for Small Island Developing States whose voices must remain part of global decision-making.

“Our vulnerabilities should not determine our future. Our resilience, solidarity and partnerships can,” Fiji stated.

Fiji emphasised that in a world where challenges increasingly transcend borders, our responses must do the same.

🇫🇯🤝🇨🇳| FIJI–CHINA RELATIONS REAFFIRMED AT CHINA’S 77TH ANNIVERSARY CELEBRATION

Fiji and the People’s Republic of China have reaffirmed their commitment to strengthening bilateral relations and advancing practical cooperation in support of peace, resilience and sustainable development.

The commitment was highlighted during celebrations in Suva marking the 77th anniversary of the founding of the People’s Republic of China, hosted by the Chinese Embassy on Wednesday 23rd September 2026.

The event was attended by Acting President of Fiji and Chief Justice, His Lordship Hon. Mr. Justice Salesi Temo, Cabinet Ministers, members of the diplomatic corps, the Chinese community and invited guests.

The occasion recognised that over more than five decades of diplomatic relations, Fiji and China have expanded cooperation across infrastructure, trade, investment, agriculture, fisheries, tourism, civil aviation, human resource development and other areas.

Speaking on behalf of the Government and people of Fiji, Ministry of Foreign Affairs and External Trade Chief of Protocol, Ms Kiti Temo, conveyed Fiji’s warm congratulations to the Government and people of the People’s Republic of China on the 77th anniversary.

Ms Temo acknowledged China as an important development partner, noting that cooperation between the two countries continues to deliver tangible benefits for communities and contribute to Fiji’s national development priorities.

In his remarks, Charge d’affaires of the Embassy of the People’s Republic of China in Fiji, Mr. Wang Yuan, highlighted the strong momentum in Fiji–China relations and acknowledged Fiji’s commitment to the One-China principle.

The occasion reaffirmed the longstanding friendship between Fiji and China and the shared commitment to deepen mutually beneficial cooperation.

Among the key achievements highlighted included the following:

🔹 Infrastructure: Construction of the China-aided projects, Vunikura and Korolevu jetties is progressing, while preparations are advancing for the Vanua Levu Road Upgrading Project with construction set to commence soon.

🔹 Capacity building: More than 300 Fijians have benefited from Chinese Government-supported training programmes this year, alongside ongoing scholarship opportunities.

🔹 Agriculture and livelihoods: Since the establishment of the China-Aid Juncao Technology Demonstration Centre Project in Fiji in 2014, nearly 3,000 local technical professionals have received training, supporting more than 3,500 families in improving their livelihoods.

🔹 Trade: Fiji is now China’s third-largest trading partner among the Pacific Island Countries with which China has diplomatic relations.

UNGA81🇺🇳|🇫🇯🤝🇺🇲|FIJI AND U.S. REAFFIRM RELATIONS

The Permanent Secretary for Foreign Affairs and External Trade, Ambassador Solo Mara accompanied by Ambassador Ilisoni Vuidreketi, Fiji’s Ambassador to the United States of America (US) met with Mr. Michael George DeSombre, Assistance Secretary for East-Asia Pacific Affairs of the US State Department on the margins of UNGA81 High – Level week.

Issues of mutual interest were discussed between the two delegations, including the State of Forces Agreement (SOFA), US support to Fiji under the Millenium Challenge Corporation (MCC) and the US’s development assistance for Fiji’s Ports through the QUAD.

Ambassador Mara also highlighted the Visa Bond Programme and the current restrictions to Fiji and other Pacific Island countries.

Mr. DeSombre acknowledged this concern and both delegations agreed to continue discussions through the established Working Group.

The issue of deep – sea mining (DSM) was also raised, with the US highlighting their ongoing collaboration with Pacific Island countries. The US reiterated their support to the Pacific in the area of deep – sea mining (DSM), however they remained highly cognisant of the diverging position on DSM in the region and highlighted their willingness to raise awareness of DSM at the upcoming US – Pacific Business Summit scheduled for February 2027.

Ambassador Mara took the opportunity to update the US delegation on the current Constitutional Review process taking place in Fiji. On Fiji’s tier 2 listing in the Trafficking In Persons Report, the US delegation highlighted the need to take required action to effectively address trafficking of persons in Fiji.

Fiji committed to strengthening relations with the US bilaterally and at the multilateral level.

UNGA81|🇫🇯🤝🇺🇳|FIJI REAFFIRMS COMMITMENT TO PROTECTION OF HUMANITARIAN PERSONNEL

Fiji joined Leaders and representatives of States that have endorsed the Declaration for the Protection of Humanitarian Personnel at the inaugural High-Level Meeting of Signatories, convened on the margins of the 81st Session of the United Nations General Assembly High-Level Week in New York.

Chaired by Australia and Jordan, the meeting provided an opportunity for Signatories to reaffirm their commitment to the protection of humanitarian personnel and to discuss practical measures to advance the implementation of the Declaration.

The meeting opened with a solemn moment of silence in remembrance of humanitarian workers who have lost their lives while carrying out life-saving work in conflict and crisis situations around the world. Fiji joined the Declaration in 2025, reaffirming its commitment to the protection of humanitarian personnel and the principles of international humanitarian law.

Delivering Fiji’s statement, the Minister for Foreign Affairs and External Trade, Honourable Sakiasi Ditoka, emphasised the importance of upholding international humanitarian law and ensuring accountability for attacks and other acts of violence against humanitarian personnel.

“Accountability must be universal and without exception, applying equally to all parties whose actions undermine the principles, protections and obligations of international humanitarian law,” Minister Ditoka stated.

The Minister also highlighted the particular circumstances faced by Fiji and other Pacific Island countries, where humanitarian response and disaster relief are frequently undertaken by local responders, civil society organisations and community volunteers.

Minister for Foreign Affairs and External Trade, Hon. Sakiasi Ditoka participated in the Forum for India-Pacific Islands Cooperation (FIPIC) Foreign Ministers Meeting on the margins of the 81st United Nations General Assembly High-Level Week in New York.

Convened by the Government of India and chaired by Minister of External Affairs of India, Hon. S. Jaishankar, the meeting brought together leaders from Pacific Island countries to discuss shared priorities and the evolving Indo-Pacific landscape, including the region’s changing geopolitical dynamics.

In his intervention, Minister Ditoka reaffirmed Fiji’s longstanding ties with India, noting the shared historical experience and the enduring contribution of the Girmitiya community, whose arrival in Fiji in 1879 has become an integral part of Fiji’s multicultural society.

Minister Ditoka thanked India for its continued support to Fiji and the Pacific, highlighting the landmark 100-bed Super Speciality Hospital in Fiji, an outcome of the 3rd FIPIC Forum held in Papua New Guinea in 2023.

He also highlighted the Pacific Resilience Facility (PRF) and called for continued investment by development partners to ensure the Facility is fully operational and equipped to support Pacific Island countries in addressing their climate adaptation and resilience needs.

Fiji reaffirmed its commitment to deepening its partnership with India at the bilateral, regional and multilateral levels.

🇺🇳|🇫🇯🤝🇯🇵 | HON. DITOKA MEETS JAPAN'S MINISTER FOR FOREIGN AFFAIRS

Minister for Foreign Affairs and External Trade, Honourable Sakiasi Ditoka met with Minister for Foreign Affairs of Japan H.E Mr. Motegi Toshimitsu, on the margins of UNGA81 at the United Nations today.

During the bilateral meeting, Hon. Ditoka thanked Japan for their consistent engagement and support of Fiji’s development priorities as outlined in Fiji’s National Development Plan (NDP), including, health cooperation, climate resilience, economic security and sustainable development. Hon. Ditoka highlighted Japan’s expertise and contributions in advancing quality infrastructure, resilient supply chains, and technological innovation that countries like Fiji could learn from.

Japanese Minister, Mr. Toshimitsu shared his appreciation to the Hon. Ditoka for availing his time to meet during the busy High-Level week and acknowledged Government’s efforts towards the recent national crisis declaration and state of emergency of the escalating HIV epidemic.

Hon. Ditoka in response thanked the Japanese Government for their responsive actions to Fiji and the region during such crises. Minister Ditoka also acknowledged the pledge made by Japan to the Pacific Resilience Facility (PRF) ensuring that the Facility stands ready to assist Pacific communities in combating climate change through mitigation and adaptation measures.

Hon. Ditoka highlighted the upcoming 6th PALM Ministerial Interim Meeting that will convene in Fiji, as preparatory to the main 11th PALM Meeting in Yokohama, Japan in 2027. Fiji looks forward to working with the Japanese Government in its lead up.

UNGA81🇫🇯🇺🇳 | FIJI REAFFIRMS THE IMPORTANCE OF THE DECLARATION ON THE RIGHT TO DEVELOPMENT

Minister for Foreign Affairs and External Trade, Honourable Sakiasi Ditoka joined other senior officials at the UN High – Level Event Commemorating the 40th Anniversary for the United Nations Declaration on the Right to Development.

In his statement to the Plenary, Minister Ditoka emphasized the need to understand development from the context of Small Islands Developing Staes (SIDS) and their special circumstances and unique challenges.

Minister Ditoka further highlighted the need for a people – centered and inclusive approach to national policies and plans and called for an international system that is accommodating to all perspectives and experiences and innovative in addressing the emerging threats and opportunities impacting development today.

🔹️Fiji reaffirms the importance of the Declaration on the Right to Development, which recognizes development as an inalienable human right and places people at the centre of the development process.

🔹️For developing countries and Small Island Developing States, the realization of this right requires meaningful participation, equitable access to opportunities and resources, and strengthened international cooperation to address the structural barriers that continue to constrain sustainable development.

HON. DITOKA VISITS GOOGLE CAMPUS - ADVANCING FIJI'S 🇫🇯 CONNECTIVITY AND INFRASTRUCTURE

Minister for Foreign Affairs and External Trade, Honourable Sakiasi Ditoka and Permanent Secretary Ambassador Solo Mara visited the Google campus on 18 September 2026 during their stopover in San Francisco enroute to the in New York.

It was an opportunity to discuss Fiji's shared vision for advancing connectivity and infrastructure across the Pacific.

The discussion centered around the opportunity to explore how Google and the Government of Fiji can align our efforts in several vital areas for prospective collaboration, notably:

🔹️Digital Exchange Port in Fiji: Establishing a Digital Exchange Port in Fiji creates a strategic Melanesia Hub that will positively impact the broader region through expanded subsea connectivity.

🔹️Building Resilient Infrastructure: Developing diverse international connectivity to Australia, a redundant cable corridor in Natadola and a secondary internet access point to the Fintel VCC is fundamentally transforming the country's digital resilience.

🔹️Driving Economic and Community Impact: Cultivating local technical partnerships and supporting comprehensive digital development across Fiji to maximize the societal benefits of an open and accessible internet.
