The Land Forces Commander, Brigadier General Covunisaqa, officially closed the Needs and Gaps Analysis Seminar for Warrant Officers and Senior Non-Commissioned Officers at the Force Training Group, Nasinu, following five days of productive discussions and engagements.

The seminar brought together Warrant Officers and Senior Non-Commissioned Officers from the Land Forces Command and the Fiji Navy to identify training requirements, leadership competencies, professional development priorities, and institutional expectations within the Republic of Fiji Military Forces (RFMF).

During the five-day seminar, the USARPAC and USANCOA facilitators listened to the thoughts, experiences, and recommendations of participating soldiers, providing an opportunity for open dialogue on ways to strengthen the institution and enhance the professional development of Warrant Officers and Senior Non-Commissioned Officers within the RFMF.

In his closing address, Brigadier General Covunisaqa expressed his sincere appreciation to the United States Army Pacific, the United States Army Non-Commissioned Officer Academy, the United States Embassy, the Australian Army, and the New Zealand Army counterparts for their support and collaboration in delivering the seminar. He highlighted that the insights gained from the seminar will contribute significantly to the future development of the RFMF's Warrant Officers and Senior Non-Commissioned Officers.

The Land Forces Commander also acknowledged the Commanding Officer and staff of Force Training Group for providing excellent facilities and support throughout the five-day seminar, ensuring its successful conduct.

Also present during the closing ceremony, the Land Forces Command Sergeant Major, WO1 Qiolele, conveyed his appreciation and best wishes to all military counterparts and facilitators who contributed to the success of the seminar. He commended the participants for their commitment and professionalism throughout the week and wished all visiting counterparts a safe journey home.

The seminar marks another important step in strengthening partnerships between the RFMF and its international military counterparts while enhancing the leadership and professional development of its future Warrant Officers and Senior Non-Commissioned Officers.

The RFMF Land Forces Command today commenced a five-day Needs and Gaps Analysis Seminar for Warrant Officers (WOs) and Senior Non-Commissioned Officers (SNCOs) at the Force Training Group in Nasinu. The seminar runs from 22 to 25 June and is designed to identify essential training requirements, leadership competencies, professional development priorities, and institutional expectations for WOs and SNCOs within the Republic of Fiji Military Forces (RFMF).

The program is being facilitated through a collaborative effort between the United States Army Pacific (USARPAC), the United States Army Non-Commissioned Officer Academy (USANCOA), and the RFMF Land Forces Command.

The seminar aims to strengthen the professional development framework of Warrant Officers and Senior Non-Commissioned Officers by identifying key areas for improvement and future training needs. The outcomes of the analysis will assist the RFMF in developing more effective and relevant WO and SNCO courses in the future.

Speaking at the opening, the Commanding Officer of the Force Training Group, Lieutenant Colonel Waqanisau, welcomed participants and highlighted the importance of such professional development initiatives. He stated that both the Force Training Group and the Land Forces Command are pleased to host seminars and courses that contribute to the continuous advancement of the RFMF and its personnel.

The Ministry of Education, led by its Deputy Secretary, Mr Bure, hosted a consultation workshop at **Suva Grammar School with 20 Heads of Schools, or their representatives, from Viti Levu** as part of the ongoing review of the RFMF School Cadet Program, on Friday 19 June 2026.

The workshop also included the Republic of Fiji Military Forces (RFMF) led by the Chief of Staff Land Forces, Colonel Penioni Naliva and the RFMF School Cadet Review Team, comprising the Force Training Group Commanding Officer, Lieutenant Colonel Jeremaia Waqanisau and his staff, and personnel from the 3rd Battalion Fiji Infantry Regiment (3FIR).

In opening the consultation, Colonel Naliva highlighted the importance of discipline as a foundation for student development, quoting Jim Rohn: “Discipline is the bridge between goals and accomplishment.”He emphasized that discipline remains a key outcome of cadet training and a lifelong value for students.

The consultation noted that schools and communities are facing increasing social challenges that require a shared and coordinated approach to youth development. Participants were reminded that building disciplined, responsible, and resilient students is a collective responsibility. One that starts from home, extends to the teachers and is enhanced through the program.

It was also highlighted that although the School Cadet Program has been in place for more than 80 years and has positively contributed to student development, there is a need to review and strengthen the program to ensure it remains relevant, structured, and effective for today’s learners.

Heads of Schools from Viti Levu shared their experiences and feedback on the implementation of the cadet program within their schools. They also had the opportunity to ask questions and seek clarification, allowing queries and concerns to be addressed directly by the RFMF School Cadet Review Team.

A key outcome from the discussion was the recommendation for the development and implementation of a governing policy framework to provide clear guidance, structure, and consistency for the School Cadet Program moving forward.

The Ministry of Education acknowledged the valuable input of all school leaders and expressed appreciation to the RFMF School Cadet Review Team for their continued partnership and support.

School heads provided **positive remarks on the presentation delivered by the RFMF,describing it as clear, well-structured, and highly informative. They appreciated the opportunity to engage directly with the review team and noted that the session provided valuable clarity on the future direction and strengthening of the Cadet Program.

Participants highlighted the need for more structured and consistent implementation of the Cadet Program across schools. They also emphasized the importance of strengthening coordination between schools and RFMF instructors to support effective delivery.

There was strong agreement on the continued focus on student development, particularly in discipline, leadership, teamwork, and character building.

Participants were further encouraged to submit additional ideas, feedback, and recommendations through an **online evaluation platform**, ensuring all inputs are captured and included in the national review process.

Feedback and recommendations from both the consultation held at Suva Grammar School and the online platform will inform the ongoing review process and contribute to strengthening the School Cadet Program as a structured platform for developing disciplined, responsible, and capable young leaders for Fiji.

This is the first time a review is being conducted and was initiated to address current social issues and the ever increasing demand for the program.

The program continues into July and will provide recommendations for development thereafter.

On 16 June 2026, the Republic of Fiji Military Forces officially commissioned the Fuel Management Tracker (FMT) at Queen Elizabeth Barracks. Installed by Total Energies Fiji Limited, this system represents a major step forward in fuel accountability, transparency, and operational efficiency.

The Chief of Staff Land Force, Colonel Penioni Naliva, officiated as Chief Guest. In his address, Colonel Naliva highlighted the significance of the FMT in accurately capturing fuel usage, preventing misuse, reducing wastage, and ensuring disciplined management of resources. He emphasized that the system will enable the RFMF to utilize fuel responsibly, particularly during current fuel challenges where accountability and conservation remain critical.

Colonel Naliva also extended his appreciation to Total Energies Fiji Limited and the RFMF Logistics Support Unit for their outstanding coordination, commitment, and partnership in making this initiative a reality.

The system captures detailed data on vehicle mileage, fuel consumption trends, refill frequency, and weekly, monthly, and yearly fuel usage reports. These capabilities will strengthen monitoring, improve decision-making, and enhance resource management across the organization.

The new Fuel Management Tracker will play an integral role in the future operational planning and sustainment of the Republic of Fiji Military Forces.

Ambassador Tajima was on a courtesy visit to discuss defence matters relating to the land domain and the Japanese Overseas Security Assistance (OSA) Program.

The Land Forces Chief of Staff, Colonel Naliva, also took the opportunity to provide Ambassador Tajima with an update on current RFMF Land Forces activities and areas of cooperation that could be used to foster closer ties and provide mutual benefits between the RFMF and the Japanese Self-Défense Forces in the years ahead.

With over 30 years of faithful and dedicated service, his career stands as a testament to unwavering commitment, quiet sacrifice, and steadfast loyalty to the nation. As he steps away from active duty, he leaves behind a remarkable professional record and a legacy that will inspire generations of service personnel to come.

The RFMF is forever grateful for the exemplary service not measured in words but in actions over time, and the true patriotism displayed through quiet and consistent dedication to serving our nation. While his active service may end, the impact of his contributions will endure in the strength of the institution he helped continually develop and in the lives of those he mentored.
