November 18, 2025 - Public Safety Week Day 2

Incorporated as part of the Public Safety Week, the Department of Public Safety host the first Joint Law Enforcement Agreement (JLEA) assembly between the State and Local Governments of Pohnpei.

As specified under Title 16 Chapter 2 §102 of the Pohnpei Code, the Governor is authorized to enter into joint law enforcement agreements with the local governments of this state for the joint administration of such state laws as are specified in said agreement. Each such agreement shall be executed by the Governor of Pohnpei and the chief executive officer of the respective local government (with the concurrence of the local counsel, where required by local law).

The Department invited the Local Government of Pohnpei to the first JLEA general assembly for the signing of the 2025-2026 joint law enforcement agreement.

Director Eltes N. Pelep opened the program with a warm welcoming remarks and extends his many appreciations to Acting Governor, T.H. Herolyn S. Movick, Attorney General Belsipa Mikel-Isom and Local Chief Executives of Pohnpei for their unwavering support and commitment to law enforcement in Pohnpei. Director Pelep continued by expressing that this is the first JLEA general assembly and will continue to be part of the annual Public Safety Week in the years to come. Director Pelep concluded his remarks that we are few week away from the busiest month (December) of the year and it is this month that police officers work tirelessly to ensure that families, the communities and the general public celebrates Christmas and New Year peacefully and harmoniously with their love ones and as always the Department of Public Safety will continue to work with local police officers during Christmas and New Years operation. Director Pelep thanked the Local Chief Executives and looks forward to the continued collaboration with the JLEA.

Attorney General Isom also delivered her remarks emphasizing the importance of the JLEA between the State and Local Governments and the need to reinforce the JLEA and to have more discussions and dialogue on the procedures and operations of the JLEA. AG Isom further stated that her office will work diligently with Director Pelep and the Governor's Office to seek funding and resources for the administration of the JLEA.

T.H. Herolyn S. Movick, Acting Governor of the State of Pohnpei, addressed the general assembly in her special remarks extending her many appreciations for the JLEA assembly and thanked the Local Chief Executives, their Local Chiefs of Police and Local Prosecutors for their continued cooperation in the JLEA. Acting Governor Movick expresses her many gratitude to all police officers who are working around the clock to serve and protect the people of Pohnpei. As we approach the month of December, it is important to recognize the hardworking men and women in uniform for they leave their family at home during times where families spend Christmas holidays with their love ones while they work to ensure that all families enjoys a safe and prosperous holiday, Acting Governor stated. Acting Governor also expresses her many thanks to the families of all police officers for their patience and support of their spouses who are spending many tireless hours serving and protecting the many people in the communities. Not many people appreciates the hard work that police do but this administration will continue to support and assist our law enforcement officers, Acting Governor said in the conclusion of her remarks.

After her special remarks, Acting Governor Movick and the Local Chief Executives signed the 2025-2026 Joint Law Enforcement Agreement between the State and Local Governments of Pohnpei.

Kolonia Town Mayor T.H. Ku**er S. Biza and also the Chairman of the Pohnpei Local Chief Executives, represented the Local Chief Executives in a short remarks thanking Acting Governor Movick, Director Pelep, AG Isom and the Pohnpei State Government for organizing the JLEA assembly and the continuing cooperation and collaboration between the State and Local Governments.

Local governments present at the assembly for the signing of the JLEA: Madolenihmw Municipal Government, U Municipal Government, Kitti Municipal Government, Sokehs Municipal Government, Nett District Government, Kolonia Town Government, Nukuoro Municipal Government and Kapingamarangi Municipal Office.

Members of the Department of Public Safety and partners from UNICEF and Pohnpei State Department of Health & Social Services Behavior Health & Wellness visited Madolenihmw High Shool (MHS), Nanpei Memorial High School (NMHS) and Our Lady of Mercy Catholic High School (OLMCHS) to deliver presentation on this year's Public Safety Week them "Rebuilding Lives, Restoring Hope; A Path through Rehabilitation".

The Pohnpei State Department of Public Safety commenced this year's Public Safety Week with a church sermon at Wapar Protestant Church.

The Department thanks the leadership of Wapar Church and the community and church members for the warm welcome and for delivering the sermon to start this year's Public Safety Week.

Joining the sermon today T.H. Herolyn S. Movick, Acting Governor, T.H. Ricky Mudong, Keriau en Meninkeder Lapalap, Director Eltes Pelep, Department of Public Safety, DPS Division Chief's, Sokehs Municipal Police, Madolenihmw Municipal Police, U Municipal Police, IOM and FSM DECEM. Leading the sermon Senior Pastor Reynold Jack and Wahnpoaron Thomas.

This year's theme is: "Rebuilding Lives, Restoring Hope; A Path through Rehabilitation". As part of our rehabilitation efforts of our inmates, also attending were six incarcerated inmates who sang church songs during the church sermon.

Again we extend our many gratitude to the church members and community members for your generosity and preparing refreshment for everyone. We look forward to our continuing collaboration to provide safety and crime prevention in our communities.

The sale and purchase of alcoholic beverages shall be lawful only
during the following hours as specified in Subsections (1) through (3) of this section, subject to the
following exceptions of Subsection (4) of this section and §2-118 of this part:
(1) Off-sale establishments: from 8:00 a.m. until 10:00 p.m. each day.
(2) On-sale and restaurant-sale establishments:
(a) Sunday through Thursday, from 10:00 a.m. until 12 midnight; and
(b) On Friday and Saturday, from 10:00 a.m. until 1:00 a.m. the following day.
(3) Cabaret-sale establishments: from 10:00 a.m. until 3:00 a.m. the following day.
(4) Alcoholic beverages may be sold and purchased at on-sale and restaurant-sale establishments
for consumption on the premises until 1:00 a.m. when the following day is a legal holiday;
PROVIDED, HOWEVER, that notwithstanding any other provision of this part, no alcoholic
beverages may be sold or purchased by any category of licensee for consumption off the premises at
any time on December 24th, December 25th, December 31st and January 1st.

Pohnpei State Department of Public Safety

Since commencement of this year's Christmas and New Year's safety and security operation, Pohnpei have not encounter any serious or felonious incidents but wishes to inform the public to be vigilant and report any suspected criminal activities.

There have been a total of 24 criminal and traffic cases registered since December 13 to 26, 2024 and nearly all cases are alcohol related. Five alleged suspects are under the age of 21 while nineteen are adults with two female.

A reminder to all businesses and establishment that selling and purchasing of alcohol is prohibited by Pohnpei law 66 PC 2-116 on December 31st and January 1st.

The Department of Public Safety in collaboration with Local Police have established four sub-stations and will be assigning police officers to provide safety and security in the communities. One station at the Madolenihmw Municipal Police Office at Pohnlangas, Sapwalapw Elementary School, Enipein Elementary School and at the Kitti Municipal Office. Remaining officers will be at DPS main office rendering services in Kolonia Town, Nett District, U Municipality and Sokehs Municipality.
