Healthy competition helps keep prices fair and service quality high. As part of its regulatory mandate, the FSM Telecommunication Regulation Authority (TRA) has completed a review of the mobile market and reached a preliminary view that one provider holds a dominant position.

S-band Spectrum Announcement
The TRA has recently licensed spectrum to Starlink in a new satellite frequency band (known as the S-Band) for the first time in Federated States of Micronesia. This is part of our ongoing work to manage FSM’s radio spectrum (the invisible airwaves that carry mobile, TV, and internet signals). This assignment is an important step in enabling new types of mobile and communication services via satellite, which could help improve connectivity in remote and underserved areas.
Supporting the improvement of connectivity for people all across the country is one of our key objectives, and managing spectrum efficiently is an important part of making that possible.
This milestone highlights our ongoing work to support technological innovation while safeguarding the public interest.

We’ve published our 2024 Market Development Report!
The Telecommunications Regulation Authority (TRA) is pleased to share our 2024 Annual and Market Development Report, which looks at how FSM’s telecom market has been changing. The report also highlights the key developments over the past year and outlines the key trends, progress, and ongoing challenges in FSM’s telecommunications sector.
What we found:
• Starlink has shaken things up in FSM’s internet market, bringing faster satellite internet at lower prices
• Competition in the mobile market remains limited, resulting in FSM’s mobile prices being among the highest compared to similar countries
• We’re starting to see the benefits of competition, but there are still some big challenges ahead for the FSM telecommunications sector
• We can support consumer choice, by ensuring that FSM offers an open and fair environment that welcomes competition.
The report also outlines steps TRA is taking to address these challenges and improve services for all FSM citizens.

The Telecommunications Regulation Authority (TRA) notes that FSM Telecommunications Corporation (FSMTC) recently issued a text message to its customers referring to “an impending tariff increase on all service charges” and attributing this to “additional regulatory costs incurred from TRA.”

For public information, the TRA’s regulatory fees and charges applicable to FSMTC and other licensees have remained unchanged since 2019. The current fee schedule is available on our website:

In correspondence with the TRA, FSMTC advised that the proposed tariff adjustments were approved by its Board to address broader operational cost pressures, including global inflation.

According to the most recent financial data available to the TRA, regulatory fees accounted for approximately 1.7% of FSMTC’s total operating expenses in the last financial year.

The TRA continues to engage with FSMTC regarding sector developments and planned changes to consumer tariffs.

How much does basic broadband internet cost?
Competition is driving FSM broadband prices down and improving internet service quality. Since our November 2024 price comparison, several providers have either reduced prices, or improved the quality offered, or both. Below are the latest basic broadband plans offered by each service provider for each technology they support.

Mobile competition in FSM
Can competition transform FSM’s mobile market?
Competition in the mobile market works—even in small markets like Pacific Island Countries! When multiple providers compete, prices drop, and mobile usage rises.
When we look at other Pacific Island Countries, we can see the impacts of competition on mobile plan prices and usage. For example,
▪ Tonga’s population is similar to FSM’s. However, they have two mobile providers, TCC and Digicel. Tonga has achieved 100 percent mobile pe*******on, and the price of a basic mobile plan is $12.51 per month, less than half the price of FSM’s.
▪ Samoa also has two mobile providers, Vodafone and Digicel. They have higher mobile pe*******on and cheaper mobile plans than FSM.
Right now, there is room for improvement in the FSM mobile market. FSM’s mobile usage remains low at around 20-30% and isn’t growing. FSM’s basic mobile plan prices are more expensive compared to most other Pacific countries we look at. Competition is one way to enhance FSM’s mobile market.
