Highlights from the Annual Parish Meeting and the Parish Council

This week saw the Annual Parish Meeting of Alvescot residents, as well as the May meeting of the Parish Council.

At the Parish Meeting a question was raised regarding blocked highway drains in Main Road, which Oxfordshire County Council has been due to investigate for some considerable time. The Parish Council undertook to continue pursuing this with OCC. The Parish Council was also asked to ensure that the grass verge on the corner of the turning to Kencot is kept fully cut. There was discussion of the public footpath around the air base, and it was confirmed that the MOD has acknowledged its responsibility to keep it maintained and passable.

The annual report of the Parish Council was presented to the Parish Meeting, as well as its annual financial report, and a report from Alvescot Charities. These will be available on the Parish Council webpage.

At the Parish Council meeting Richard Munro was re-elected as Chair for the coming year and Dennis Govan as Vice Chair.

An appeal has been lodged by the owner of the former coal yard against the refusal of permission to build houses. The appeal will be held at the District Council offices on 17 June. The Parish Council will be represented at the hearing. Any member of the public may attend, but should register their intention to do so at [email protected] quoting reference 26/00011/APPEAL.

Another planning appeal seeking to overturn refusal of permission to build one house in a paddock to the south west of Main Road has been turned down. There is still an outstanding appeal regarding the building of two houses on the same site.

A village litter pick took place on Saturday 25 April. Numbers participating were fewer than usual. This was felt to be due to people having other commitments on a Saturday morning and possibly insufficient advertising of the event.

March Highlights from Alvescot Parish Council

Following last month's consultation on car parking, the Parish Council has agreed that neither of the options for increasing permanent parking will be adopted. Alternative solutions for managing pressures on the car park during the school day will be pursued with the school.

The County Council is consulting Parish Councils on an updated local transport plan. APC will submit comments. The plan goes to wider public consultation in May.

The pavements between the war memorial to the Plough and to the Church have been cleaned by the Parish Council.

The County Council has been asked to flush the drain in Lower End which was affected by a leak of domestic heating oil late last year.

Road closure. A reminder that the B4477 into Carterton between the Kencot turn and Upavon Way will continue to be closed for works until 18 April.

The next village litter pick will be held on the morning of Saturday 25 April.

The village hall is organising a bingo night on Saturday 18 April. Details are on the website https://alvescotvillage.co.uk/ .

Alvescot Village Association has received no offers of help to organise a village fete and consequently there will sadly be no fete this year.

Thames is saying it could take up to 24 hours to get water back to some homes. The water stations at Sainsbury’s in Witney and Morrisons in Carterton will re-open from 9am. UPDATE: Carterton water station has opened early, and the water station at UE Coffee Roasters (11a Windrush Industrial Park, Witney OX29 7HA) will also be open from 9am.

February Highlights from Alvescot Parish Council

Road closure. A reminder that the B4477 into Carterton between the Kencot turn and Upavon Way will be closed for roadworks from Monday 2 March. The work is expected to last for seven weeks.

Potholes. The poor state of the roads is one of the most immediate concerns for villagers and the Parish Council is in constant communication with the County Council on the subject. Villagers can complain to our local County Councillor ([email protected]) and to the Cabinet Member for transport management ([email protected]). A particularly bad spot is by the chicane on the way out of the village towards Carterton. This is now due for resurfacing on the 11th and 12th March.

Village parking. There are times when demand for parking in the village outstrips availability. The Parish Council is seeking solutions to the problem and is eager to hear villagers' views. Options for increasing the amount of public parking space are limited. The small grassy area behind the bus shelter would require surfacing with a mesh to protect the grass. The hard standing in the playing field could be opened up more often, either on a limited basis (e.g. during the school day or for more village hall events) or more permanently. This area would require resurfacing as well as redesigning to ensure safe separation between cars and children using the playground. None of this will be cheap. Bridge Park (Lucket's Yard). The District Council has issued a Contravention Notice regarding the disruption caused by the increase in HGV movements and is monitoring the situation.

Village Fete. There is a public meeting on Monday 2 March at 6.30 p.m. in the school for anyone willing to help organise a fete this year.

Village Hall. The new kitchen has recently certificated for health and safety. A bingo night is planned for 18 April.

Yesterday the Clerk spoke to Head of Maintenance and Area Operations at OCC Highways concerning the 3 worst areas of roads that we have.

They have raised the Carterton to Alvescot B4020 as an emergency. This will be carried out as soon as the weather allows and then the whole road is due to be closed on 2 March for full resurface, kerbs and drainage maintenance.

The Alvescot entrance will be resurfaced by the chicane and the ironwork will be re sited where required 11/12 March

The B4477 at Kencot is due for maintenance works by the “bobcat team”. This takes off the top surface of the road and will cope with a 10 sq mtr area at a time. These works are due to take place by end of February.

Meanwhile the next meeting of the Parish Council will be on 18 February 2026 at 7.30pm in Alvescot Village Hall.
