Caersws Community Council

Caersws Community Council Caersws Community Council meet each month to discuss matters which affect the local community across it's three wards.

The small Powys ward of Caersws is a village and community in Mid Wales. Adjacent to the River Severn at its confluence with Afon Carno, Caersws is located four miles west of Newtown, Powys and halfway between Aberystwyth and Shrewsbury (grid reference SO032918). The Caersws ward includes the local villages of Llanwnog, Pontdolgoch and Clatter. The name Caersws means 'Fort of Sws', 'Caer' meaning

fort, and 'Swsan' (sometimes 'Swswen') being an ancient Roman queen. The village is the location of two Roman forts of Roman Wales. Caersws Community Council consists of twelve volunteer members from all parts of the Ward. The members meetings are held monthly on a Wednesday evening where local issues from highway maintenance to celebratory events are discussed; discussions also include planning applications and issues relating to planning.

Safety Concerns - Caersws – Update & How You Can Help

Thank you to everybody who has been in touch about the safety of pedestrians in and around Caersws. We really appreciate people taking the time to share their concerns.

📢 Latest update
The Community Council submitted a further proposal to Powys County Council in October 2025 regarding a footbridge, which can be found herehttps://caerswscommunitycouncil.co.uk/wp-content/uploads/2026/04/Caersws_Bridge_Proposal_FINAL-271025.pdf

Since then, there has been some progress:
• Welsh Government confirmed in late 2025 they are working with:
o Powys County Council
o North & Mid Wales Trunk Road Agent
• The focus is on improving pedestrian movement, including a potential new footbridge

Further update (January 2026):
• Footbridge plans have been reviewed with Powys County Council
• They align with Moat Lane junction safety improvements
• Next step was to bring both project teams together
• Consultation on junction safety options was expected before Easter

⚠️ Where things stand now
At present:
• ❌ No confirmed construction date
• ❌ No final design shared with the community
• ❌ No confirmed scheme

We are still waiting for:
• More detail on what the bridge proposal will look like
• When residents will be able to comment

🗳️ With the upcoming Senedd elections, progress can slow during this period. We expect more clarity once the new administration is in place.

🚦 What about traffic lights?
• There are currently no plans to install traffic lights on the bridge
• The focus remains on improving pedestrian safety, including a footbridge option

🔀 Moat Lane / T Junction
• Being considered alongside the footbridge proposals
• Appraisal work has been completed
• Consultation on safety options is expected

✅ Summary
• ✔️ A footbridge is now formally being considered
• ✔️ Bridge and Moat Lane improvements are being looked at together
• ✔️ Further consultation is expected
But:
• ❗ No confirmed timeline
• ❗ No final design available yet

The safety requests are fully supported by our MP, MS and local Councillor.

🤝 How residents can help
We know how strongly people feel.

👉 The most important thing now is turning concerns into evidence.
The more consistent the reporting, the stronger the case for action and investment.

1️⃣ Report incidents (non-emergency)
📞 Call 101 or report online:
https://www.dyfed-powys.police.uk/advice/advice-and-information/rs/road-safety/making-a-road-traffic-incident-report/
• Repeated reports help build a clear picture over time
• Can lead to enforcement (e.g. Section 59 warnings)

2️⃣ Submit dashcam footage
🎥 Operation

https://gosafesnap.wales/

• One of the most effective ways to support action
• Footage can lead directly to police enforcement

3️⃣ Report road or safety concerns
🛣️ Powys County Council:
https://en.powys.gov.uk/article/732/Report-a-problem-with-a-road-or-pavement
🚧 Traffic Wales (A470):
https://traffic.wales/carriageway-defects-and-hazards
📊 Why consistency matters
• One-off complaints are easy to dismiss
• 👉 Consistent reporting creates real evidence

Helpful details:
• Dates
• Times
• Location
• What happened
Even small incidents contribute to the bigger picture.

4️⃣ Community Speedwatch
🚓 Volunteer here:

https://www.gosafe.org/campaigns-and-operations/community-speedwatch/

• Helps monitor speeds locally
• Raises awareness
• Adds evidence to support improvements

5️⃣ Stay informed
📩 Sign up to Dyfed-Powys Connects:
https://www.dyfed-powysconnects.co.uk/
• Free updates from local policing teams
• Stay informed about issues in your area
📌 Why this matters:
Every report helps:
• Build the case for change
• Support enforcement
• Strengthen funding requests

We are continuing to push for improvements, but decisions rely on clear, recorded evidence of risk.

👉 By working together, we can strengthen the case for a safer Caersws.

🚧 Bridge Street Improvements – Caersws

Over recent months, many residents will have noticed a number of improvements along Bridge Street, helping to make this busy part of our community safer for both residents and pedestrians.
Improving the pavement in this area has been something the Community Council has been working on for several years, with discussions going back to 2022 involving the North and Mid Wales Trunk Road Agent and the owners of the Premier Shop.

🚶‍♂️ Pavement Improvements near the Caersws Premier

Works were recently carried out to resurface the pavement near the Premier Shop.
Many will remember the temporary traffic lights in place between October and November, with traffic reduced to a single lane for around three weeks.
While this caused some disruption at the time, the completed works have:

• Improved the condition of the pavement
• Made this route safer and easier to use
• Created more space for pedestrians

🤝 Working Together Locally

The Premier Shop owners also supported the improvements by:
• Relocating a power pole
• Installing a new boundary fence
• Creating a clearer and safer walkway

Road signage has also been repositioned to maximise space and keep the footway clear.
We’d like to thank the shop owners for working with us to deliver improvements that benefit the whole community.

🛣 Wider A470 Improvements

Additional funding has enabled further resurfacing along the A470, including:
• From Caersws Bridge to Trefeglwys Road
• From Caersws Bridge towards Manthrig Lane

These works have significantly improved the road surface through Caersws.

This forms part of a wider programme along the A470, with similar works already completed in Llangurig, now in Caersws, and currently progressing in Llandinam.

ℹ️ Who Looks After Our Roads? (and how to report issues)

• The North and Mid Wales Trunk Road Agency manages trunk roads like the A470
👉 Report issues here: https://traffic.wales/carriageway-defects-and-hazards

• Powys County Council Highways team manages all other local roads
👉 Report issues here: https://en.powys.gov.uk/article/732/Report-a-problem-with-a-road-or-pavement

🔭 Looking Ahead
The bridge area remains one of the busiest pedestrian crossing points in the community.
We are continuing to work with partners to explore longer-term solutions to further improve pedestrian safety in this area.

Caersws Public Conveniences

Caersws Community Council has managed the Caersws Public Conveniences since 31 March 2016, when responsibility transferred to the Community Council under licence. For transparency, the licence agreement can be found here: - License Agreement :https://caerswscommunitycouncil.co.uk/wp-content/uploads/2026/03/6870-Caersws-Public-Toilets-Bridge-St-Licence-Agreement-002-3.pdf

These facilities are an important asset for residents, visitors, local events and passing trade — and we are committed to keeping them safe, clean and operational

🚻 Facilities Available

The facility is open 24 hours a day and free to use, ensuring access for residents and visitors at all times.
There are also disabled toilet facilities available, supporting accessibility for all users.

🛠 What We’ve Improved
Over recent years — and particularly in recent months — a number of practical improvements have been carried out:
• Internal repainting and ongoing decorative maintenance
• Replacement of internal pipework
• New cubicle locks, toilet seats and toilet roll holders
• Re-securing of hand dryers
• Repairs to urinals
• Repairs to lighting, including motion-sensor upgrades and an override switch
• Adjustment to handwashing provision — moving to an approved cold-water handwash solution to reduce unsustainable hot water and boiler costs
These improvements ensure the facilities remain functional, hygienic, and financially sustainable.

🌿 Ongoing Care & Daily Maintenance
The premises are maintained daily by a dedicated member of staff employed by the Community Council. Rhys carries out cleaning, replenishment, and regular checks to a high standard. His reliability and pride in the role make a real difference to how the facilities are presented.
There has also been a noticeable tidy-up of the exterior area, which will continue into the spring and summer months.

🚰 Drainage & Sewer Investigations
We have worked with Hafren Dyfrdwy, Severn Trent and Powys County Council in relation to the public sewer network. These have been inspected and signed off as not causing the ongoing issues.
However, blockages have continued.
Specialist contractors Metro Rod have now carried out surveys which identified ageing sewer infrastructure beneath the toilet car park as the likely cause. The Metro Rod report can be found here: Metro Road Reporthttps://caerswscommunitycouncil.co.uk/wp-content/uploads/2026/03/Caersws-Village-Toilets-1325665.pdf

We are currently in discussion with Powys County Council regarding responsibility and funding for these repairs.

🎨 What’s Next (Spring / Summer 2026)
• Internal repainting (weather dependent)
• External repainting – quotations being sought
• Roof repair works – quotations being obtained
• Continued exterior tidy-up
• Exploring small enhancements to improve appearance
While the adjoining car park is owned by Powys County Council, we are also considering what improvements may be possible within our remit.
