The Unitary system has failed for 60 years, basically because it is a "One-Man" system of winner-takes-it all! Let's give Federalism a chance, where no single strongman wields all the powers of government. Federalism allows power sharing between the local/regional states and the central government. All the 16 states will share power with the central government. They'll determine and manage their administrative, social and economic development affairs within their regional governments.
