Met Police Commissioner Sir Mark Rowley has warned that dangerous criminals are routinely being released on bail after a man who used AI to generate explicit photos of local children was freed three times.
Zafer Dogan took thousands of photographs of women and children from his bedroom window and car before using artificial intelligence to alter them into explicit s*xual images.
Police and prosecutors repeatedly objected to him being granted bail, warning judges about the severe risk he posed to the local community.
Yet courts released the 32-year-old back to his north London home three times after he admitted nine offences relating to indecent images, extreme po*******hy, and be******ty.
The decision left him free for over seven weeks while awaiting sentence, directly opposite the play area where he targeted his victims.
Local families were forced to quit their jobs, move away, and take their children out of school to protect them from the offender.
One victim’s mother said: “I feel like we are on the run - yet we aren't the s*x offender. How can a court put him back so close to his victims?”
Police chief Sir Mark Rowley criticised the system, stating that pressure to reduce prison overcrowding has led to courts routinely granting bail to dangerous offenders.
A change to the Bail Act in March 2026 altered the legal test for deciding bail to “no real prospect of immediate custody”.
Dogan was jailed for two years and four months at Wood Green Crown Court on Thursday.
Metropolitan Police officers are now appealing for parents and women in the Enfield area who suspect they or their children were secretly filmed to come forward.
