Nafferton recreation club Warm space room hire 24/25 *please note grant funding received*

So this is telling the public the parish council received a grant for the warm space £2,400.00.

on my inspection of the accounts, I find no grant coming in at all, but I do find on the internal auditors' request for documents the bill for this. So the clerk made a bill for this ? So it wasnt a grant after all.
I find this a very serious breach of transparency rules. It is dishonest to say the least.
so this is another £2,400 pounds given to the recreation club from public funds.

I have only just managed to view the accounts, so I am late on discovering this.

the clerk has refused to give me the accounts throughout the year and I have asked her many times. £9,545.00 was taken from public funds without any vote or proper procedure being followed, and the auditor's advice being ignored.

Notice on the bottom of the precept it says rec salary 1/3 -£6,815 and insurance - £2,730.
The auditors' instructions were that they can give grants
to the recreation club but it must be paid into the recreation club as a grant, stating what it is for.
The recreation club then pays its own the bills with the grant money.
This way its open and transparent
so the public can see how much money is being given to the recreation club.
Totally ignoring the auditor's advice they decided to carry on paying the clerks wages and the insurance for the rec club from public funds, and this cost was put on the precept.
But they put on the bottom of the precept for the rec club to pay back this sum, so it looks like they are paying their share of the bills.
so £9,545 was agreed in the precept meeting to be paid back to the Parish council from the recreation club club for their share of the insurance and the hrs the clerk works for the rec club.
It was agreed at the meeting. and put on the precept at the bottom.
Now I have the accounts I see they did not pay this money back
So the rec club have managed to get funds from public money to the sum of £9,545.00. and they have ignored all procedures the auditor has advised they need to do.
So public money still paid for the bills for the recreation club, but they just did it in a different way and completely ignored the auditor's advice.
They have now escalated this situation to willful financial misconduct and a deliberate breach of the public trust.

December 24 it was on the minutes and said at the meeting Cllr Sue Tait has announced she will be going on clerk training to support the clerk. I made this public. Just like that Sue Tait wants to do clerk training and p**f she is off to training. No discusion, no vote, its done. I didnt think the village should pay for her training and it was done without the councils vote. Well looking in the accounts i see two bank stubs for 144.00 for training but Sue Tait paid the check back so i guess my making it public made her do the right thing. The clerk has had Ann Tyler to suport her. Sue tait has since got 2 clerk jobs and even a job working for our MP Charlie Dewhurst but at least she paid for the course herself, and so she should. A saving for the village so happy with that

I have managed to view the accounts, and the clerk had her body guard with her Cllr Peter Ryle
I find this very concerning as it seems to imply that I am a threat of some kind to her? Just because I challenged her and the cllrs at the meeting on the accounts.

There is a lot to reveal now I have the full accounts so it will be done step by step. The AGAR was in the accounts which it has to be, but there was also a lot of documents missing that should have been there for public inspection.
So we had the meeting on The AGAR and the council said yes to the box where it said we took appropriate action on all matters raised by the internal and external audit. I told them they hadn't done this so it should be no. Cllr Nigel Sawyer said it takes time, I said you have had a year, all the recommendations should have been implemented in these accounts.

I advised to put no, and explain on a separate piece of paper which is what it says to do.
They all voted Yes its been done knowing this was not true. I find this astonishing to lie on a very important government document.
They also said yes to we provided proper opportunity during the year for the exercise of electors rights in accordance with the requirements of the accounts and audit regulations.
I did make a big deal at the meeting that I had requested over and over for the accounts and the clerk would not provide me copies and copies I can print off.
They all said I get these with the monthly email trying to make me look stupid.
Its easy to prove I didn't get them I have all the emails and also if the clerk has given me the accounts she will have copies of the emails sent to me.
So another tick yes when it should be no and knowingly giving the wrong answer
Also its a no for we have assured ourselves that there are no matters of actual or potential non-compliance with laws regulations and proper practices etc….but they said yes, knowing this is the wrong answer.
I was shocked to see that the clerk had altered the AGAR and put her initial on it. She changed the one about the electors rights, so guess she thought about this one as I can prove she has not sent me the accounts I requested all year. Thats a guess, why she did it, she only knows the reason why. But she should have admitted at the meeting that she has not given me the accounts when i asked for them.
Whats in the minutes and agenda is not the full accounts.
I told the clerk she has no authority at all to change the AGAR after its been agreed at a meeting, she said she had spoken to the staff committee and they said it was ok, I told her they have no authority either. The only way it can be altered is for it to go back to a meeting.
Why did I know this information and she didn't?
I will say I don't think she knowingly did this, but I will say she should have known, she is the clerk, it's her job and I keep getting told she is good at it.

So the AGAR has been filled in wrong and to knowing doing this can have serious consequences and the clerk with no authority to do so has changed one of the answers and the Chair Cllr Oliver Wild signed this document with the clerk.
This is incompetence at its finest, and this is going to cost the village money in charges from the auditor.
But it did see in papers I read that the auditor can bill the people that have knowingly done things wrong personally. Now that would be a good outcome.
I don't see why the village should pay for their arrogance and refusal to do things the correct way. Cllrs at the meeting were Cllr Nigel Sawyer, Cllr Oliver Wild, Cllr Margerett Buckton, and Bully boy Cllr Mike Battams and myself. I did not give the wrong answers so I am in the clear.

Now I would like to make this clear. It is their incompetence and arrogance in knowingly filling in the form that will cause extra costs and it could cause a public inquiry
It is my duty to report and it says in the rules if a Cllr knows about wrong doings on procedures and accounts it is their duty to report it to the auditor and if they fail to do so there can be serious repercussions.
The same was with the last audit challenge, but they made it out I was a trouble maker and they did nothing wrong etc… oh and they said iit was going to cost £14,000 and that cost was my fault.
Any costs is not down to me, its down to the council and no one can say I didn't try to stop them from filling in the form knowingly wrong.
The Auditor said she had not given the council a cost so that £14,000 that they were telling everyone i had cost the village was a sum they came up with all by themselves.

It cost less than half that and there were 2 challenges.
They are taking near on £20,000 a year from the public funds to support the recreation club. The way they are doing it is not correct procedure, they have been told they can't do this, yet they have done the same again on these accounts.
The clerk Suzanne Taylor started with us before this accounting year in question and she has had the help of the old clerk Ann Tyler something that never went through a meeting. It was decided by the little them that rules, and I knew nothing about this, until it was put on the agenda 100 hrs Ann Tyler.
This is a staff member no one voted for because she had retired so she was no longer a member of staff.
so proper procedure was not implemented on this decision. It was agreed to keep her on to do that years accounts nothing more.
See how them in charge do things without following proper procedure. I have no idea if she is working this current year.

Remember Cllr Battams told everyone I cost the village £14,000 which was another of his bully boy lies. we get vat back so thats how much it cost. we put £14,000 away for this so we should have 7,478 in reserves for the auditor so why they have added another £7,000 on this years precept I have no idea ? so with this we should have in reserves £14, 478.00 they did not need to put the £7,000 on the precept its just added to the public cost for no reason.

Meeting of Tuesday 9th June. Link for blog and Audio. The incompitance of the councillors at this meeting is astonishing, and that includes the clerk. They voted to lie on the AGAR form and Nigel Sawyer admitted they had not done what the auitor told them to do but still voted to tick the yes box saying they had done it. Cllrs presant were Cllr Oliver Wild, Cllr bully boy battams, Cllr Nigel sawyer, and Cllr buckton. and me Cllr Yvonne Tagg.
No doupt Cllr Battams will have photo shot this to send to standards as a compaint because I have called him bully boy, I have enough evidance that he is, he also has egg on his face from the investigation him and Cllr sue Tait had on me. this link is in the blog if you havnt seen it. I have just managed to get the finances and the ristriction on printing seems to have been taken off. maybe to make me look like I wasnt telling the truth but as always I have evidance these ristrictions were in place as I photo shot the page with ristriction clearly at the top. I will update when I go through the accounts but quick glance they did not pay the £9,545 back to the PC account. see link

Councillor Sue Tait and Cllr Mike Battams put in the following complaints about me. I have been under investigation for over a year. The results are in, and these two of your councillors now have egg on their faces.
In quick reference.. I did nothing wrong, I was correct the document was never confidential and the public had a right to see it. there was words for the clerk on how to address confidential information. It seems that if this was a confidential document the clerk did not address it as she should of done. I did not say what they said I said. My manner at the meeting was fine. A good result for me bad for them. I am breaking only their made up rules of which this was one, to stop the public having the report at the meeting.
They seem to think they can make rules up and everyone needs to fall into line. I do not, I work for the people and for openness and transparency. If any rule goes against the residents rights I will call them out on it or do what I can to help the public as I did on this occasion.
Full report to follow and link to the standards meeting. I am just sorting the blog, I will put the link on when it's finished. To Sue Tait and Mike Battams I say this. Nice try, your ignorance shines brightly Sue Tait, well done in showing everyone how incompetent you are. May I suggest some training and maybe start with how to understand disclaimers. Remember, I didn't start this, you did and I have every right to let the public know I have been cleared of your false accusations. You bullied me at the meeting, it was not nice being on the receiving end of your bullying at a public meeting and now I am delighted to let people know I did nothing wrong.

Dear Sir or Madam.
| wish to file a formal complaint against Councillor Yvonne Tagg of the Nafferton Parish Council for gross misconduct.
The Parish Council last year commissioned an Ecological report by Wold Ecology Ltd for a management plan for the Nafferton Mere.
The councils contact with Wold Ecology was Councillor Sue Tait who once the report was complete would report back to council for discussion and implementation (
if you know any of the history of the Nafferton Mere over the last few years you would know it is a very sensitive issue) By what ever nefarious means or something as
simple as phoning the company and suggesting because she was a councillor she wanted a copy - she got a copy BUT what she did next was to immediately make
copies and distribute them to various individuals in the village after the December PC meeting and before the January PC meeting.
If you look at the front page of the report as enclosed and underlined it states that the report was prepared solely for the use of Nafferton Parish Council ( not an
individual councillor) and the bottom underline goes on to say the report contains sensitive information and caution should be exercised when copying and
distributing to third parties. At the January PC meeting it was very embarrassing for council members when members of the public started quoting sections of the
report that they had not even had full discussion on, when questioned about where they had obtained the report Councillor Tagg cheerfully and proudly spouted up
that she had handed it out and when admonished by the chair said she didn't care and what are you going to do about it, no respect for her office or for any of the
other councillors ( this exchange is all available on the recorded minutes, she gleefully included it on her social media the next day)
Step forward to the code of conduct for councillors which Councillor Tagg has completely disregarded for her time on council.

ii Acquired by you which you believe or ought reasonably to be aware is of a confidential nature.
Section 5. You must not conduct yourself in a manner that could be reasonably regarded as bringing your office or authority into disrepute.
Behaviour that is considered dishonest and/or deceitful can bring your local authority into disrepute.
| believe this once again shows the complete lack of dignity and respect that this position requires, and | am asking that you finally do something about it, this person
is just thumbing their nose at everyone knowing that there are no consequences.

Sue Taits complaint. What she doesn't understand is if the they make a rule that goes against the public's rights like this did, then I have every right to do what is in the public's interest and I did just that, as I always do, and thats what she calls being disruptive? and she gets it wrong what I said at the meeting and she said she has listened to the recording. Its not rocket science, listen and write it down, this should be easy being a clerk for 2 councils Wandsford and Shillington parish council. I would have thought she should be able to do this simple task.

I am writing report another code of conduct violation by Cllr Yvonne Tagg of Nafferton Parish Council.
The Parish council commissioned an Ecology report for Nafferton mere from Wold Ecology company, which was clearly marked as copywrite of Wold Ecology and for use
by Nafferton Parish Council only.
The clerk clearly stated in writing to all councillors, that this report was not to be shared further than councillors , prior to the Jan 17th 2025 meeting , as it was an agenda
item for councillors to review the report findings in advance of the meeting and then discuss action plan from the findings at the meeting.
A number of members of the public turned up at the PC meeting on 17th Jan with copies of the report. When asked by the Chair how they had obtained them , the Chair
was told that Cllr Yvonne Tagg had circulated them to them !
When Cllr Tagg was asked why she had done this when explicitly told not to , she said I dont care , just give me a slap on the wrist !
Clearly she thinks nothing of the Code of Conduct she signed up to when joining the council and is blatantly ignoring the rules , and is not concerned about breaking
them as she knows from her many previous violations that the PC have limited powers to stop her disruptive behaviour.
l am extremely frustrated and disappointed by this , as are many others on the PC - what can ER Standards do to help us with this ongoing issue please ?
It's grossly unfair that we all follow the Code of Conduct correctly and she just does whatever she pleases with no regard to the proper governance and standards
expected of councillors.
| feel that there must be some way that ER standards can take into account previous issues , along with the severity of this new violation, and should be able to enforce
harsher penalties on that basis.
Otherwise she will just continue to abuse her position and make a mockery of the rules of governance and democracy.

Bedtime but supper first. Ducklings are growing fast. They are hard work but i love them to bits. A message for the person who reported me to the police for having these guys, last year it was the Rspca. I have had a visit from police and Rspca yesterday all is well, it isnt illegal to do what i am doing as long as they are being looked after in the correct way. I know this but you didnt. Over 20 years of doing this i know what i am doing and i know the laws on wildlife and any ducklings in my care get the best of everything of which many people will confirm this. I passed the welfare check so up yours whoever you are I think I know, and if i find out for sure you can bet I will let people know who you are and what a low life you are. Strange, how i keep getting complaints put in about me since i joined the council and i am exposing their behaviour.

It Seems people think its my fault the parish council precept is high, due to what seems the parish council giving out misinformation yet again. Blame me, distract from what's really happening.
People really need to get their facts right before accusing someone of doing something. The parish council give out misinformation all the time to make me the villain.
Kay Ball is uninformed. The challenges cost 6,000 plus vat but we get the vat back this is in minutes So Kay Ball can repeat things she has heard but not take the time to find out the information that is public. Also made public and on audio of me trying my best to get your bill down and stop the council taking money from the public funds for the recreation club. £14,000 was paid last year from your precept, so it has nothing to do with this years precept there was £8,000 that was left over and that covered the election. There was lessons to learn from my challenges of which all were upheld. Did they learn them? No!! They are now taking even more but doing it in a more crafty way and breaking all the rules set in place to protect the public funds.
There has not been anymore challenges put in from me so if there is any its not me but I have not had any information to say there is another challenge.
I saved the village money as now carolines wages can not be taken out the village funds. And the insurance and clerks wages cant be taken out the village funds but they are still taking it even after they have been told not to by the auditor. So is this fraud?
THATS WHY YOU PRECEPT IS HIGH. I will get all figures and rules broken but about 20 thousand pounds was taken from the parish funds in crafty ways that is breaking all the rules.
I don't have to put a challenge in this time. I can just tell the auditor what's wrong, so no extra cost.
I feel there is a lot more going on than I have managed to see as the clerk will not give me the accounts, another rule broken, all councillors should get the accounts so they can check them. Why will the clerk Suzanne Taylor not give me the accounts, why are these also being kept from the public, why is the precept not public so you can see what your paying for, why Have I not got the precept? Suzanne Taylor works for wet wang parish council their precept is up, so why hasnt she made ours public. Sort of makes you think doesn't it? If there is nothing to hide then make all this information public.

The rec club was down to just one thousand pounds and nearly bust so they needed to take money from the parish funds to stay afloat. And breaking lots of rules to do it. I can't believe they are getting away with this. But it beggars belief that I am getting blamed for it.
At the moment they have 10 thousand pounds spare plus the grant money for the solar panels that they can't spend. They have taken about 20 thousand pounds from public funds and they had 22 thousand pounds at the beginning of the year. So a loss of 32,000 pounds this year. The rec club is being very badly managed. It's been losing money every year from day one. It's been the public funds propping it up and that's what you are paying extra for.
Please people get your facts straight before pulling down a councillor who is doing everything she can to get your bill down, and expose whats going on.
This is not nice to be on the receiving end of and what's worse is I am banned from this group that this is on so I can't correct the misinformation. Alot of councillors are on this site, and they can correct the information but choose not to, and Cllr Sue Tait is admin. On a good note the rec club has got the grant for 20 thousand pounds for solar panels and i can't think why they haven't let everyone know. The public has a right to see the precept they have a right to see the monthly accounts other councils make these public but our clerk wont even give them to the councillors ?
She cant be short of time she gets paid for 20hrs a week and also the old clerk did 100 hrs last year so we have two clerks costing the public over £17,000. plus expences What does the clerk do I dont know, but other clerks put the accounts on their website and our clerk does that for wetwang PC, but not ours. all our accounts are hidden, it's your right to see all accounts this is the peoples money, so maybe the people should start demanding this. There is a meeting this Tuesday you can ask in person for the accounts and precept that you have a right to see.
I dont have the full accounts or the precept but I do have a lot of information I have gathered and photo shot so I will be writing up a report for you all about the financial irregularities and just how much you are paying for the recreation club.
