The meeting of the council’s Planning, Taxi Licensing and Rights of Way Committee scheduled for Friday, 19 December, has been cancelled.

The committee was due to consider the Local Impact Report for the proposed Nant Mithil Energy Park development.

However, correspondence has been received from Planning and Environment Decisions Wales (PEDW) confirming that the application by Nant Mithil Energy Park Limited has been suspended for nine weeks.

The determination period will now resume on 16 February 2026, with details of a new consultation period to be confirmed by PEDW early in the New Year. The committee meeting will be rescheduled once further confirmation has been received.

Update from Bute Energy:

We are pleased to announce that Planning and Environment Decisions Wales (PEDW) has now accepted the Nant Mithil Energy Park application for a Development of National Significance (DNS).

Since we submitted our DNS application to PEDW at the end of 2024, we were asked to carry out further surveys to supplement those already completed. After completing these and submitting the additional information to PEDW, it now considers our Environmental Statement to be complete and it will publicise and consult on the final DNS application.

Since our statutory pre-application consultation in 2024, we have made the following updates to the application:
To reduce the landscape and visual impacts of our proposals, we have removed the anemometer mast and turbine number 27 together with their associated infrastructure.
T28 and T29 have been moved 50m south to address consultation responses from residents to north of the Site.
To reduce the impact on heritage assets, we have repositioned turbine 25.
To reduce the impact on habitats, we have reduced the overall length of on-site tracks and cabling corridors.
Revised substation alignment to minimise cut and fill to ground levels at this location.
Temporary security cabin at the Site entrance added, during construction only.
The overall size of the application site boundary has been reduced.

PEDW are now running a consultation on the application from Tuesday 18 November 2025 to Tuesday 23 December 2025. Anyone who wishes to view the application can do so by searching reference number CAS-01907-D7Q6Z1 at planningcasework.service.gov.wales/case.

You can respond to this consultation by emailing [email protected].

This is your final opportunity to give your views on the proposal, and your feedback will be considered by the appointed Planning Inspector.

Thank you for your continued interest in the project and we will continue to keep you updated as the project progresses.

Message from James Evans MS:

NANT MITHEL ENERGY PARK PLANNING PROPOSAL – NOW “LIVE”

Further to our previous correspondence about the proposed Wind Turbines in Brecon & Radnorshire, I have an urgent update concerning Bute Energy’s Nant Mithel Energy Park (Radnor Forest) proposal. This planning application has gone through various rounds of consultation, but it has now reached its final stage and is “live” on the PEDW (Planning Wales) site and open for you to submit comments. This is a tight timeframe, with just 5 weeks to submit your views. Radnor Forest may or may not be your local area, but we must all come together as one on this issue. If this first application gets passed, the others could soon follow.

It is vitally important that everyone, you, your family, friends and neighbours, all submit your views on this planning application.

You need to do this online, direct to PEDW. Link: Reference: CAS-01907-D7Q6Z1 (case is CAS-01907-D7Q6Z1) All comments must be submitted by 23rd December 2025.

You all know I am opposed to these ‘Energy Park’ developments. I believe the cumulative impact of these multiple sites will overwhelm our area, destroy pristine countryside, damage our tourism sector and destroy communities and jobs. I am deeply concerned about the noise impact of the turbines, particularly around infra-sound. There are concerns raised from the NATS (Air Traffic Control) who says the Nant Mithel proposal is unacceptable. We must remember that the 30 turbines being proposed in Radnor Forest are larger than anything currently built in Wales, up to 220m high.

Nant Mithel (Radnor Forest) is the first application, but we know there are others to follow – Aberedw, Bryn Gilwern, Banc y Celyn, Garreg Fawr. The 60-mile distribution route proposed by Green Gen Cymru, likely to be pylons, is being proposed to connect these turbines. Stop the turbines, you stop the need for the distribution line. PEDW will consider the application but the ultimate decision rests with the Welsh Government Minister, currently Rebecca Evans MS.

I am convening a public meeting on

Thursday 4th December at 7pm

The Metropole Hotel, Llandrindod Wells

I have invited the four Regional Senedd Members – Cefin Campbell MS; Jane Dodds MS; Eluned Morgan MS and Joyce Watson MS, along with representatives from Bute Energy, CPRW & ReThink.

I hope you will come along to hear from these representatives.

Together we are stronger and can stand against this exploitation of our area.

Kind regards

James

Information from Powys County Council

You may be familiar with ‘Warm Spaces’.

It’s going to be another cold winter and finding places to support the most vulnerable through the coldest part of the year is crucial.

There is a funding pot that offers up to £2k to buildings that want to create ‘Warm Spaces’ through the winter months for the public to use.

If you are interested and want to apply, you’ll need;

An expression of interest.
A valid public liability certificate
A completed risk assessment.

Within the applications, they would like to see what you’ll offer to the public when you open your doors; For example

Provide maybe free or cheap drinks/ snacks.
Maybe an activity – yoga for example
Costing – What the will the funding be used for. Capital costs aren’t applicable.
Also provide how you’ll invite or publish the space for the local community.
I heard offering soup is what a few Warm Spaces already offer. A warm meal, which is also not expensive.

Please go to this address for more information and where to apply.

Organisations which can provide a warm space for Powys people this winter are being urged to make sure their place is listed and consider applying for a grant of up to £2,000.

Chimney Fire Safety week - 1–7 September 2025

Mid and West Wales Fire and Rescue Service (MAWWFRS) is supporting Chimney Fire Safety week, and encouraging everyone to get their chimney swept.

In the last 12 months, MAWWFRS has responded to 104 chimney fires.

Chimney fires commonly start due to an accumulation of soot and can cause extensive damage - in some cases pose a danger to life. Most chimney fires are preventable. Regular inspection and cleaning of chimney flues will help prevent fires within chimneys.

Regular sweeping and maintenance not only decreases the chance of a chimney fire, but it can also avoid a dangerous accumulation of carbon monoxide gas. Carbon Monoxide is a highly poisonous gas that has no colour, taste or smell. Carbon Monoxide can seep into properties through shared flues or chimneys, accumulate in blocked chimneys and can even permeate through brick walls and plaster.

Home Safety Manager, Gareth Hands said:

“Without regular maintenance a poorly maintained chimney can lead to a fire, which has the potential to spread to other areas, creating significant damage to your home. We recommend that your chimney is swept at least twice a year, however as a bare minimum you should have it swept prior to use in the Autumn months.”

There are simple steps that can be taken to greatly reduce the chances of having a fire start in a chimney:

Sweep the chimney before use - if it hasn’t been used for some time.
Ensure a fire or spark guard is always in front of the fire.
Extinguishing the fire before going to bed or leaving the house.
Never using petrol or paraffin to light a fire.
Make sure your smoke and carbon monoxide alarms are regularly maintained and working.
If you would like further Chimney Safety advice, please visit: Chimneys, Open Fires and Wood Burning Stoves (mawwfire.gov.uk)

Should you have concerns regarding safety issues in your home, a free Safe and Well visit from Mid and West Wales Fire and Rescue Service can be arranged by calling 0800 169 1234 or visiting our website.

Local Older People’s Charity Offers a Trusted Home Energy Handyperson Service Free of Charge for Powys Residents

Age Cymru Powys has announced the launch of Catrefi Cynnes Plus, a two-year energy support service designed to make it easy for Powys residents aged 65+ to cut their energy bills, stay warm, and improve their home’s energy efficiency.

Catrefi Cynnes Plus provides impartial, independent advice from a trusted local handyperson employed directly by Age Cymru Powys, ensuring residents have access to a safe and professional service. Age Cymru Powys is a local charity dedicated to improving the lives of older people and their carers in Powys since 1995.

Funded by Energy Redress, Catrefi Cynnes Plus builds on the success of Age Cymru Powys’ previous energy service, which supported hundreds of local older people last year. This expanded programme now includes the Age Cymru Powys Rural Advice Van delivering Energy Roadshows across Powys, bringing help and advice to communities in remote and hard-to-reach areas that are often overlooked.

George, 66, in Manafon, said:

“I was cold at home but didn’t know where to turn in case it was a scam. Having the local handyperson from Age Cymru Powys visit made me feel I could trust his advice – he wasn’t selling anything as this is a free service. Steve was knowledgeable and caring. My home feels much warmer now and I’m saving money every month on my bills. I recommend it to everyone.”

Through the scheme, older residents who own or rent their home can receive a free, personalised Home Energy Assessment visit, which includes practical energy advice and the installation of free energy-saving measures such as:

• Draught excluders for doors and windows

• Radiator reflector panels

• Energy-efficient lightbulbs

• Chimney draught excluders

Catrefi Cynnes Plus can also help with energy problems and switching suppliers, refer people to major energy efficiency schemes, provide expert advice to maximise income, and offer additional support to ensure older people feel confident managing their heating system and energy needs.

Gail Colbridge, Chief Officer of Age Cymru Powys, said:

“We are so grateful to Energy Redress for recognising the need to provide rural communities with access to quality energy advice. This is so important because living in a cold home can increase the risk of health problems for older people, including respiratory issues, heart strain, a higher likelihood of falls and illness, and can also negatively impact mental health.

“The Rural Energy Advice Van means we can get out on the road and meet people where they are – whether that’s at a local community centre, a village hall, or right at their own front door. Many older people we meet are worried about their energy costs and struggle to access local support.

Catrefi Cynnes has been so well-received because we give tailored advice at home, install energy-saving equipment, and make sure older people have everything they need to stay warm.”

• Water cylinder jacket • Low-energy night lights • Cold alarms

Steve Cadwallader-Jones, Home Energy Officer at Age Cymru Powys, added:

“If you have an older family member, neighbour, or friend who might be struggling to stay warm or pay their energy bills, please encourage them to get in touch. Many older people want to make home energy improvements to save money and help the environment, but many people don’t like to ask for help. A quick call to us could make a big difference to their comfort, health, and energy costs this winter.”

For more information or to book a free Home Energy Assessment, contact Steve Cadwallader-Jones, Home Energy Officer at Age Cymru Powys.

Nant Mithil Proposed Wind Farm: Message from developer -

Following our previous emails to you on 20 December 2024 and, to some of you also, 10 January 2025, we’ve received some correspondence recently requesting a further update.
During the statutory consultation period in 2024, we received more than 400 email enquiries and responses, and 138 feedback form submissions. We have reviewed each of these individually. The feedback has helped inform our final planning application. All questions and feedback have been read and considered, and a summary of all issues raised are addressed within a Pre-Application Consultation (PAC) Report. Due to the high volume of feedback received, we are unable to respond to each of you individually.
As a reminder, the next stage of consultation for Nant Mithil Energy Park will be managed and led by Planning and Environment Decisions Wales (PEDW), which manages Development of National Significance casework on behalf of the Welsh Government. When PEDW is ready to consult and receive consultation responses on the application, including on the PAC Report, we will update the website, our FAQs and communicate with you to inform you. We will signpost you to the appropriate documentation on the PEDW website, which will host a single version of up-to-date information on the application.
