🗳️ DEVON 2027: OUR COUNCIL-BY-COUNCIL PREDICTIONS

With reorganisation now paused, Devon's districts aren't being abolished after all - every council goes to the polls next May on the existing boundaries. So here's our projected result for all ten, one card each. Swipe through 👉

Each council, seat by seat (change since the last comparable election in brackets):

➡️ TORBAY - Reform largest
Reform 18 · Con 10 · Lib Dem 8. A standing start to the biggest bloc on the council.

🟠 EAST DEVON - Lib Dem largest
Lib Dem 27 · Con 12 · Reform 9 · Independent 7 · Green 5. No overall control, with Reform arriving from nowhere.

🟠 MID DEVON - Lib Dem majority
Lib Dem 28 · Reform 10 · Con 3 · Green 1. The Lib Dems hold on, Reform the main challenger.

🟠 NORTH DEVON - Lib Dem majority
Lib Dem 26 · Green 5 · Reform 5 · Con 3 · Independent 3.

🟠 SOUTH HAMS — Lib Dem majority
Lib Dem 17 · Con 7 · Green 5 · Reform 2 . A comfortable Lib Dem hold.

🟠 TEIGNBRIDGE - Lib Dem largest
Lib Dem 23 · Reform 14 · Con 5 · Independent 5. Reform surge to a strong second and deny the Lib Dems a majority.

🟠 TORRIDGE - Lib Dem largest
Lib Dem 16 · Reform 11 · Con 5 · Independent 4. The Independents, long the story here, fall back sharply.

🔵 WEST DEVON - Conservative largest
Con 12 · Reform 9 · Lib Dem 6 · Green 3 · Independent 1. No overall control.

🟢 EXETER - Green largest (elects in thirds)
Labour 16 · Green 13 · Lib Dem 5 · Reform 2 · Independent 2 · Con 1. Change shown vs the council today; only a third of seats are up.

🔴 PLYMOUTH - Labour largest (elects in thirds)
Labour 26 · Reform 19 · Green 5 · Independent 4 · Con 3. Labour hold on as Reform close the gap; again, only a third of seats are up.

Change is shown vs 2023 for the district councils and Torbay, and vs the council today for Plymouth and Exeter, which elect in thirds.

These are projections, not predictions - a snapshot of where things stand now, with plenty of campaign still to come. Find your own ward on the site 👇

🏛️ DEVON'S COUNCIL SHAKE-UP IS ON HOLD

The plan to abolish Devon's eleven councils and replace them with four unitary authorities has been paused for review, and next May's elections will now go ahead as normal, on the existing boundaries.

The timeline: the government confirmed the four-unitary model in August, then paused it on 8 September following legal advice and a review under the new government. Nothing changes yet, all eleven councils stay, and every one holds elections in May 2027.

Reorganisation is paused, not cancelled. A review will decide what happens next.

🗺️ NEW TOOL: how would YOU vote tactically in the new Devon?

Eleven councils become four in 2028, and in every ward, the question of who can actually beat who is changing.

Our new tactical mode lets you pick the party you most want to stop, and lights up the whole map with the best-placed challenger in every ward across all four councils.

This example: stopping Reform. Lib Dems are best placed in 94 wards, the Conservatives in 33, Labour in 16, with the teal-outlined wards showing where Reform is projected to win.

Works for any party. Have a play 👇

📊 VOTES AREN'T SEATS

Across Devon's four new councils, this is how the projected vote turns into actual councillors under first-past-the-post - and the gap is the whole story.

🟠 Lib Dem: 28% of the vote → 48% of the seats
🩵 Reform: 20% of the vote → 13% of the seats
🔵 Conservative: 19% → 16%

The Lib Dems' vote is spread efficiently across winnable wards; Reform pile up big second places almost everywhere but only break through in Plymouth. Same votes, very different seat counts.

🗺️ DEVON, REDRAWN - who might run the four new councils?

From 2028, Devon's eleven councils become four new unitary authorities, with the first elections in 2027. Here's the full picture on our latest projection.

Left: projected control. Solid = a majority, striped = largest party but no overall control.
🟠 Devon Coast & Countryside - Lib Dem majority
🟠 Greater Torbay - Lib Dem majority
🟠 Greater Exeter - Lib Dem largest, no majority
🩵 Greater Plymouth - Reform largest, no majority

Right: every ward across all four, drawn as one Devon. Gold Lib Dem countryside, a Conservative belt through the middle, Independents dotted around the coast, and Reform breaking through in urban Plymouth.

Two Lib Dem majorities, one hung Exeter, and a Reform-led Plymouth — that's the shape of the new Devon on current numbers.

🟠 GREATER TORBAY

64 councillors across 32 wards, taking in Torbay plus the Teignbridge coast. Our projection: a clear Lib Dem majority on 47, with the Conservatives on 12.

Lib Dem 47 · Con 12 · Independent 3 · Reform 2

The most one-sided of the four on current numbers.

🩵 GREATER PLYMOUTH

The one council where Reform's vote converts into seats. Our projection makes Reform the largest party on 28 of 68, ahead of Labour on 17 - a big shift in the city where Reform has been winning ward by-elections.

Reform 28 · Labour 17 · Con 9 · Lib Dem 8 · Green 4 · Independent 2

Still short of the 35 needed for a majority - but the largest party, and the story of the night if it holds.

🟠 GREATER EXETER

86 councillors across 35 wards. Our projection has the Lib Dems as largest party on 37 - seven short of a majority - with the Greens a striking second on 18, ahead of Labour.

Lib Dem 37 · Green 18 · Labour 13 · Con 10 · Reform 7 · Independent 1

A genuine four-way city: whoever leads will need a deal.

🟠 DEVON COAST & COUNTRYSIDE

The largest of the four new councils: 103 councillors across 72 wards, covering everything from Exmoor to the South Hams. Our projection: a Lib Dem majority (62 seats), with the Conservatives second on 20 and a strong Independent bloc of 13.

Lib Dem 62 · Con 20 · Independent 13 · Reform 6 · Green 2

This is the votes-vs-seats story in miniature: ~35% of the vote, but a commanding majority, because the Lib Dem vote is spread right across rural Devon.
