WHPC's Official Response to the Draft Local Plan

The response submitted by the Parish Council to the local Draft Plan survey consists of four items:
- The main representation
- A 100 word summary
- Two pictures of St Ives’ Road showing its nature and the junction at the top
-T he Housing Needs survey conducted in 2024.

If you haven't yet submitted your thoughts on the draft Local Plan you still have time, as the public survey doesn't close until 14th January.

If you are a little unsure about how to do it here is a summary of the various methods you can use and advice to help you get to grips with whichever one you choose.

Remember that the greatest chance of influencing the Plan at this stage is the number of responses received from local residents so it's worth making the effort. If you still need help the Parish Council can provide it as detailed below.

AFFORDABLE HOUSING SURVEY REMINDER
At the beginning of January you should have received information about an RCCE survey regarding the need for Affordable Housing in our parish. If you have not yet completed the survey, either by post or online, please do so. It is important that RCCE get as full a picture as possible of the parish’s attitude towards affordable housing.

ST NICHOLAS’ CHURCH, LITTLE WIGBOROUGH

The Diocese of Chelmsford has been seeking for some years to determine the future of the Little Wigborough church at the far end of Copt Hall Lane. It is now unsafe to be used as a place of worship and the money needed to restore it is way beyond the reach of the Parochial Church Council which also must support the Great Wigborough church. The time when the Wigboroughs had need of two churches has long gone.
Consultations continue with interested parties and the draft recommendation, still to be confirmed, is that the church should be sold for development as a residential property subject to certain conditions.
The Parish Council will review the latest update from the diocese at its next meeting to be held on 13th February 2024 at 19:30 in Salcott Village Hall.
To date the Parish Council has monitored the various proposals about the future of the church, particularly ideas of using it for a community purpose, all of which have proved unviable. The current recommendation seems to be the only option and the only concern we have, which we logged with the Diocese a while back, is that the churchyard and graves should remain accessible to everyone in perpetuity.

DOG CONTROL IN MOSS HAY
Once again we have the start of dog damage to the seat on the zip wire. Zip wire seats are made of very sturdy rubber and should last for years. The Parish Council must keep any equipment used by the public, particularly by children, in immaculate order and should not be having to replace this seat so frequently at public expense.
No dog should be running loose in Moss Hay without its owner present and if you cannot stop your dog from damaging community property it should be on a lead.

AFFORDABLE HOUSING NEEDS SURVEY

You will soon receive, if you have not already received it, an envelope from the Parish Council regarding a Housing Needs Survey. The background to it is explained in the comment below.

The Parish Council urges you to complete the enclosed survey and send it on its way as per the enclosed instructions. Even if you have no interest in the matter or no need for affordable housing your view helps give a complete picture of our community’s attitude with respect to affordable housing.

The Parish Council sees no details of what you return. Everything is handled in confidence by RCCE and the Parish Council only receives an anonymised summary when the survey has been completed and analysed.

MOSS HAY FOOTPATH CLOSURE
On Friday 2nd June some of the footpath running alongside the Moss Hay playing field will be closed for part of the day. A contractor appointed by the Parish Council is coming to deal with the ivy which is causing a fence to lean across the path and threaten the access and safety of those using the path. Because of the safety implications it is legal to cut back hedges although we are in the nesting season.

DOG ISSUES
Following exchanges on Facebook the Parish Council would like to remind everyone that dogs should be kept under control at all times throughout our parish. A loose animal with no owner present is a potential danger to itself, to other animals and to people. Dog poo left uncollected is unsightly, attracts flies, is unhygienic and cannot be tolerated. The problems are concentrated in popular exercise areas like the Moss Hay playground and are particularly unwelcome there because of the frequent presence of children. The Parish Council would not like to impose an on-leads policy there but this may prove necessary unless irresponsible owners raise their game. The unsavoury subject of dog poo has been one of the most frequently raised issues of concern in my 20 years’ service on the Parish Council. Could we please make 2023 the year when we finally deal with it in a responsible adult manner?
