Children’s placement costs remain the biggest financial challenge facing Southend-on-Sea City Council. In this update, we explain how rising demand for statutory care, particularly residential placements costing over £7,000 per week, is continuing to put pressure on council budgets.
Despite these challenges, strong financial management across services helped mitigate around £4 million in pressures during 2025/26. However, Children’s Services still account for 97% of the council’s net overspend.
The Council has launched a new early intervention approach to better support families and reduce future costs, while welcoming Government reforms. However, further action and support will be needed to address ongoing pressures in the children’s placement market.
