Anaerobic Digester Proposal, Snoots Bridge, Cambridge Road, Stretham

Resident Update – September 2026

The planning application remains under consideration by Cambridgeshire County Council and no decision has yet been made. The County Council has requested further information from the applicant to address concerns raised by several consultees, including East Cambridgeshire District Council, the Lead Local Flood Authority and the Highway Authority. As of today - 23/9/2026, the applicant has not submitted this additional information, meaning there is currently no confirmed timetable for determining the application. Stretham Parish Council has been actively engaging with the County Council throughout the process to ensure residents' concerns are fully considered. The Parish Council has formally sought clarification on the determination timetable, future consultation arrangements, opportunities for further representations, whether neighbouring councils' comments will be taken into account, and how local councils will be involved as the application progresses. SPC is taking a proactive and evidence-led approach. The Parish Council has appointed independent professional advisers to support its response, including specialist transport consultants who are examining the traffic implications of the proposal, an issue that remains one of the Parish Council's principal concerns. The objective is to ensure that any representations made on behalf of the village are robust, evidence-based and capable of standing up to detailed scrutiny. The Parish Council has also been working closely with planning professionals and maintaining contact with neighbouring parish and town councils that are expected to make their own representations. This collaborative approach is intended to ensure that the potential impacts on Stretham and the surrounding area are fully understood before any decision is made. The Parish Council has been advised that once the applicant submits the requested information, the County Council is likely to undertake a further public consultation. This would provide residents, neighbouring Parish and Tiwn Councils and other interested parties with another opportunity to review the additional material and submit comments before the application is determined. The Parish Council has requested that it is formally notified of any re-consultation and that correspondence is sent directly to both the Chair and Clerk so that the community can be kept informed.

Current Position

No revised information has yet been submitted by the applicant. - No further consultation period has commenced. - No Planning Committee date has been identified. - Independent transport specialists have been instructed by the Parish Council. - A further public consultation is expected once additional information is received.

What Residents Should Do Next

At this stage, there is no action required from residents, as no new information has been submitted by the applicant and no consultation is currently open. However, residents are encouraged to stay informed and watch for future updates from Stretham Parish Council. Once the applicant provides the requested information, a further consultation is expected, at which point residents will have another opportunity to review the proposals and submit their views. In the meantime, the Parish Council is continuing to do the detailed work on behalf of the community. This includes engaging directly with the County Council, working with professional planning and transport advisers, monitoring developments closely and ensuring that Stretham's concerns are properly represented throughout the planning process. Residents who have specific local knowledge, evidence or concerns relating to traffic, road safety, flooding, noise, environmental impacts or other matters are welcome to share these with the Parish Council. Such information may prove valuable in informing future representations when the next stage of consultation begins.

Looking Ahead

The key message for residents is that the application has not been approved, no decision date has been set, and Stretham Parish Council is actively preparing for the next phase of the process rather than simply waiting for events to unfold. The Council remains committed to protecting the interests of Stretham residents, ensuring that concerns are fully evidenced and professionally presented, and keeping the community informed as further information becomes available.

PROPOSED ANAEROBIC DIGESTION PLANT AT SNOOTS BRIDGE

Chair's Statement to Residents
04 September 2026

I would like to update residents on the proposed anaerobic digestion plant at Snoots Bridge, planning application CCC/26/091/FUL.

Firstly, I want to assure residents that Stretham Parish Council fully recognises the significance of this proposal and the strength of feeling that exists within the village and surrounding communities. The Council shares many of the concerns that have been raised regarding the potential impact of the development on our countryside, landscape, highways, local amenity and the wider environment.

Since receiving notification of the application, councillors have been reviewing the extensive documentation submitted by the applicant. Given the scale and complexity of the proposal, the Council has concluded that it is important that any response we submit is robust, evidence-based and capable of carrying weight with the determining authority.

For that reason, the Parish Council has contacted the County Council to explain that the consultation period is extremely short for an application of this complexity and that we will need to commission independent professional technical advice before reaching final conclusions on a number of important issues.

I am pleased to report that the County Council's case officer has acknowledged that the information is complex, recognises the Parish Council's intention to obtain specialist advice, and has confirmed that further comments and technical evidence can be submitted after the initial consultation deadline, although not on an open-ended basis.

The Parish Council is therefore pursuing a two-stage approach.

Firstly, we will submit our initial observations and objections within the consultation period.

Secondly, we intend to seek specialist technical analysis of key aspects of the application so that any further representations we make are supported by independent professional evidence.

At this stage, the Council has concerns regarding several areas, including the potential industrialisation of open countryside, landscape and visual impact, highway safety, traffic generation, the suitability of the proposed access arrangements and the effect that increased heavy vehicle movements could have on local roads and neighbouring communities. These are matters that we believe deserve rigorous examination.

I would also like to emphasise that the Parish Council has not taken this position lightly. Our objective is not simply to oppose development, but to ensure that any decision made by the planning authority is reached with the fullest possible understanding of the likely consequences for Stretham and its residents.

The Council remains committed to transparency throughout this process and will continue to keep residents informed as further information becomes available.

Thank you.
