Plaid Cymru pledge to fight for fair funding, safer streets, and powers over justice

A vote for Plaid Cymru in the Police and Crime Commissioner Elections on the 2nd of May is a vote for fair funding, safer streets, and a Welsh justice system that will better serve the communities of Wales.

The party’s top manifesto priorities are:

Fair Funding for Welsh Police Forces
A More Visible Police Service
A Welsh Way of Policing - Devolution of Full Criminal Justice Powers to Wales

“A decade of Tory cuts have left our police forces underfunded - with Wales getting less than its fair share of police funding per head of population. These challenges have been compounded by the Labour government’s decision to reduce the number of Police Community Support Officers and cut funding for the Wales Police Schools Programme.

“Both Labour and the Tories have failed Wales on justice and policing. Neither have promised to devolve justice and policing to Wales after the next general election, despite three major independent reports recommending the full transfer of criminal justice powers to Wales to create a fairer system.

“Plaid Cymru don’t believe that this is as good as it gets. Our manifesto is not just an ambitious and wide-ranging program of policies with fairness at its heart, but a statement of principles that Welsh justice is best served in Welsh hands.

Plaid Cymru yn addo brwydro dros ariannu teg, strydoedd mwy diogel, a phwerau dros gyfiawnder wrth lansio maniffesto etholiad Comisiynydd yr Heddlu a Throseddu

Mae pleidlais i Blaid Cymru yn Etholiadau Comisiynwyr yr Heddlu a Throseddu ar yr 2il o Fai yn bleidlais dros ariannu teg, strydoedd mwy diogel, a system gyfiawnder Gymreig a fydd yn gwasanaethu cymunedau Cymru yn well, meddai Arweinydd Plaid Cymru Rhun ap Iorwerth.

Bydd Plaid Cymru yn lansio eu Maniffesto Etholiad Comisiynwyr yr Heddlu a Throseddu yn Yr Egin, Caerfyrddin yn ddiweddarach heddiw (Dydd Llun 15 Ebrill 2024).

Prif flaenoriaethau maniffesto'r blaid yw:

Ariannu Teg i Heddluoedd Cymru
Gwasanaeth Heddlu Mwy Gweladwy
Ffordd Gymreig o Blismona - Datganoli Pwerau Cyfiawnder Troseddol Llawn i Gymru Promoted by S Wiliam on behalf of D Clarke both of 14 Friars Rd Barry.

Plaid Cymru launched our manifesto for the Police and Crime Commissioner Elections – which are held on 2 May. We’re standing to demand fair funding for our police forces, safer streets, and a Welsh justice system that will better serve the communities of Wales. You can read our manifesto here. Over a decade of Tory and Welsh Labour cuts have starved our public services – including our police forces. Plaid Cymru do not believe this is as good as it gets. Our current Plaid Cymru PCC Dafydd Llywelyn boasts an outstanding track record in Dyfed-Powys. His initiatives, such as introducing CCTV in towns across the region, establishing a rural crime team, and increasing the number of police officers and staff, show a commitment to delivering on promises.

Our manifesto for the Police and Crime Commissioner (PCC) Elections for the four police forces in Wales, is available below.

After a quarter of a century of devolution, it makes no sense that our Senedd does not have control over either criminal justice or the proper powers to build a more equal Wales. Plaid Cymru candidates in this election will make it front and centre of their campaign to fight to fully devolve the criminal justice system, from police to prisons to probation, so that we can create a fairer and more equal justice system.

Plaid Cymru will also focus our campaign on a policing strategy which reduces the economic and advantage gap by lifting those people with the least and tackling the discriminations that entrench inequality. Furthermore, Plaid Cymru PCCs would introduce reform of policies around substance use, work to reduce reoffending, enhance victim support and tackle hate crime.

Other parties will talk of changes that tinker around the edges of the justice system, but Plaid Cymru are the only party fighting for long-term, fundamental change by challenging the UK Government to ensure a Fair Funding Formula for Wales and by calling for the devolution of the criminal justice system.

Dennis Clarke will challenge the Government

I am proud to be nominated as a candidate for Police and Crime Commissioner.
I know the sort of things that go wrong in the Criminal Justice System (CJS). I have been a legal aid solicitor and involved in many justice committees for about 50 years.

I feel I have been practising for the role of PCC for all that time.

My commitment to improving the CJS is well established. My understanding of how each part of the CJS can and should perform is second to none.

It is wrong that the public does not know more about the role and how to make use of it. I bring a different experience to the position. I am not limited in ambition for our communities by being connected to any of the authorities. I am independent of them but I have a very long history of negotiating with them and occasionally suing them to obtain better responses for clients and communities.
I do not claim to have all the answers but my professional career has taught me all about research, process, the law, and to question what I am told. I have worked with senior police officers, Magistratates, Judges, prisons, and the staff in each of these authorities. I am used to negotiating at all levels and on occasions I have successfully sued them all to make valid points for my clients and the wider community.

I want to see all those who affect our police force work to the best they can to make our communities in South Wales the safest they can be. I will not have to accept what is said in government. I will be able to complain on your behalf. Unlike anybody else who is on the political bandwagon.

Rwy'n falch iawn o gael fy enwebu fel ymgeisydd ar gyfer y

Comisiynydd Heddlu Throseddu

Rwy'n gwybod y math o bethau sy'n mynd o'i le yn y System Cyfiawnder Troseddol (CJS). Rwyf wedi bod yn gyfreithiwr cymorth cyfreithiol ac yn cymryd rhan mewn llawer o bwyllgorau cyfiawnder ers tua 50 mlynedd.

Rwy'n teimlo fy mod wedi bod yn ymarfer ar gyfer rôl y PCC am yr holl amser hwnnw.

Mae fy ymrwymiad i wella'r CJS wedi hen sefydlu. Mae fy nealltwriaeth o sut y gall ac y dylai pob rhan o'r CJS berfformio heb ei ail.

Gresynaf nad yw'r cyhoedd yn gwybod mwy am y rôl a sut i'w defnyddio. Dof â phrofiad gwahanol i'r swydd. Nid wyf yn gyfyngedig o ran uchelgais i'n cymunedau trwy gael fy nghysylltu ag unrhyw un o'r awdurdodau. Er fy mod yn annibynnol ohonynt mae gen i hanes hir iawn o drafod gyda nhw ac weithiau eu herlyn er mwyn cael gwell ymatebion i gleientiaid a chymunedau.
