Activity 2.1.2 Analysis of status of laboratory and calibration procedures in the field of vibrations metrology.

The visit to the GEOSTM vibration laboratory first of all allowed for a fruitful mutual understanding, both from the personal relationships and from the technical/scientific point of view. This relationship among people is the functional basis for establishing an exchange of skills and knowledge, which is the foundation of future collaborations, international comparisons and support for the management of peer reviews.
Several meetings took place with GEOSTM staff involved in “Vibration metrology” for a review of the suitability of fundamental documents currently checked in international EURAMET “peer review”. Compliance of competence of staff, environmental conditions, lab, equipment, metrological traceability, procedure and measurement uncertainty budget was checked and confirmed.
Recommendations were provided to improve calibration method and reduce uncertainty, as well as to participate to interlibrary comparison.
The mission was extremely useful for mutual understanding, for the useful exchange of information, for the identification of the critical issues and potential of the GOESTM vibration laboratory to extend and improve the calibration capabilities.

სააგენტოს ვიბრაციის ლაბორატორიაში ვიზიტი უპირველეს ყოვლისა იყო ნაყოფიერი ურთიერთთანმშრომლობის საშუალება, როგორც პიროვნული ურთიერთობების, ასევე ტექნიკური/სამეცნიერო კუთხითაც. ამ სახის ურთიერთობა წარმოადგენს სამომავლო თანამშრომლობის საფუძველს და მხარდაჭერას საერთაშორისო შედარებებისა და გარე შეფასების მართვის საქმეში.
შედგა რამოდენიმე შეხვედრა იმ სააგენტოს თანამშრომლებთან, რომლებიც ჩართულნი არიან „ვიბრაციის მეტროლოგიის“ საქმიანობაში ფუნდამენტური დოკუმენტების შესაბამისობის საკითხის განსახილველად, რომელთა შემოწმება განხორციელდა EURAMET-ის მიერ „გარე შეფასების“ დროს. შემოწმდა და დადასტურდა პერსონალის კომპეტენციის, გარემო პირობების, ლაბორატორიის, აღჭურვილობის, მეტროლოგიური მიკვლევადობის, პროცედურისა და გაზომვის განუსაზღვრელობის ბიუჯეტის შესაბამისობა. გაიცა რეკომენდაციები დაკალიბრების მეთოდის გასაუმჯობესებლად და განუსაზღვრელობის შესამცირებლად, ასევე ლაბორატორიათაშორის შედარებაში მონაწილეობის მისაღებად.

მისია ძალზე სასარგებლო იყო ურთიერთთანამშრომლობის კუთხით, ასევე ინფორმაციის გაცვლის, სააგენტოს ვიბრაციის ლაბორატორიის კრიტიკული საკითხებისა და პოტენციალის იდენტიფიცირების, დაკალიბრების შესაძლებლობების გაფართოებისა და გაუმჯობესებისათვის.

The primary objective of the mission was to support GEOSTM Metrology department to establish and integrate a robust quality management system in accordance with the requirements of chapter 7 outlined in ISO 17034 standard. This was accomplished by supporting GEOSTM developing and implementing templates of operational procedures to ensure the consistency and reliability of production processes of reference materials. Key contents of the mission included conducting a gap analysis, and drafting policies and procedures in collaboration with the Beneficiary Institution.
The mission has been very fruitful, laboratory staff of GEOSTM shows the expertise, as well as availability and kindness, to proficiently implement the ISO 17034 technical part.
In this context, cooperation between the experts was very fruitful because a comprehensive overview including also the QMS aspects was achieved.

თარიღი: 2024 წლის 13 – 17 მაისი მისიის ძირითადი მიზანი იყო სააგენტოს მეტროლოგიის ინსტიტუტის მხარდაჭერა ხარისხის მართვის ძლიერი სისტემის ჩამოყალიბებისა და ინტეგრირების საქმეში ISO 17034 სტანდარტში ასახული მე-7 თავის მოთხოვნების შესაბამისად.

ეს ყოველივე მიღწეული იქნა პროექტის მიერ სააგენტოს მხარდაჭერით მუშა პროცედურების შაბლონების შეიმუშავებისა და დანერგვის საქმეში სტანდარტული ნიმუშების წარმოების პროცესების თანმიმდევრულობისა და საიმედოობის უზრუნველსაყოფად.

მისიის მთავარი კონტენტი მოიცავდა ხარვეზების ანალიზის ჩატარებას და პოლიტიკისა და პროცედურების შემუშავებას ბენეფიციარ ინსტიტუტთან თანამშრომლობის გზით.
მისია იყო ძალიან ნაყოფიერი, სააგენტოს ლაბორატორიის პერსონალმა აჩვენა კარგი გამოცდილება, ასევე ხელმისაწვდომობა და კეთილგანწყობა ISO 17034 ტექნიკური ნაწილის პროფესიონალურად განხორციელების საქმეში.
ამ კუთხით, ექსპერტებს შორის თანამშრომლობა წარმატებული გამოდგა, განხორციელდა ყოვლისმომცველი მიმოხილვა, რომელიც ასევე მოიცავს QMS ასპექტებს.

Activity 2.2.4 Performance of an Internal Audit against EN ISO 17034: 2016

Internal audit was conducted as planned to assess development and implementation of QMS according to EN ISO 17034:2016 and CIPM MRA requirements.
The mission has been very fruitful. The quality management system of GEOSTM is found adequate upon resolution of the findings raised. A second internal audit dedicated to the technical part is planned on July. Effectiveness of corrective action will be checked during this second one.

Key contents of the mission included conducting a gap analysis, drafting policies and procedures.
The outcomes of this activity were as follows:
1) Revision of ISO 17034 Quality Manual
2) Revision of general procedures and operational procedures for RM production
The mission has been very fruitful, the Agency possesses the expertise to proficiently implement the ISO 17034 management system, ensuring accuracy and adherence to standards through our specialized knowledge and capabilities with our support.

მისია იყო ძალიან ნაყოფიერი, სააგენტო ფლობს ISO17034 მართვის სისტემის ოსტატურად დანერგვის, გამოცდილებას, ჩვენი სპეციალიზებული ცოდნისა და შესაძლებლობების მეშვეობით სიზუსტისა და სტანდარტებთან შესაბამისობის უზრუნველყოფის გზით.

Activity 4.1.2 GEOSTM Communication materials

Experts: Francesca Nizzero (ACCREDIA- Italian National Accreditation Body) , Silvia Cavallero (INRIM- Italian National Institute of Metrology Research), Alberto Monteverdi - remote (UNI – Italian national Standards Body)
Date: 15-18 April 2024

After discussion and sharing of the main needs and objectives of the GEOSTM communication, the biggest part of the activity concerned the finalization of the communication plan, the realization of the corporate book, the preparation of the template of the standards’ catalogue and the drafting of a sectoral leaflet.
- The digital pdf of the corporate book was presented to GEOSTM, in order to start the final revision process, with the objective to distribute the printed English and Georgian versions at the Twinning Project Closing Conference of 20th of June 2024.
- The proposal of the communication plan was shared with GEOSTM with the objective to raise awareness on the different means and tools that could be used in communication activities.
- A draft of the standards’ catalogue was prepared in word version.
- A facsimile of the sectoral leaflet was shared with the objective to finalize it together with GEOSTM or for in house production.

The activities were carried out according to the agenda, and there was satisfaction on both sides in exchanging experiences and ideas for the communication activities of GEOSTM and in realizing the useful communication materials.

სააგენტოს კომუნიკაციის ძირითადი საჭიროებების და მიზნების განხილვისა და გაზიარების შემდეგ, აქტივობის უდიდესი ნაწილი ეხებოდა საკომუნიკაციო გეგმის დასრულებას, კორპორატიული წიგნის რეალიზაციას, სტანდარტების კატალოგის შაბლონის მომზადებასა და დარგობრივი ბროშურის შედგენას.

- სააგენტოს წარედგინა კორპორატიული წიგნის ციფრული pdf ვერსია 2024 წლის 20 ივნისის ტვინინგის (დაძმობილების) პროექტის დახურვის კონფერენციაზე ბეჭდური ინგლისური და ქართული ვერსიების გავრცელების მიზნით საბოლოო გადახედვის პროცესის დასაწყებად.
- საკომუნიკაციო გეგმის შესახებ წინადადება წარედგინა GEOSTM-ს, რომელიც მიზნად ისახავს იმ სხვადასხვა საშუალებებისა და ინსტრუმენტების შესახებ ცნობიერების ამაღლებას, რომლებიც შესაძლებელია გამოყენებული იქნას საკომუნიკაციო აქტივობებში.
- მომზადდა სტანდარტების კატალოგის პროექტის ტექსტური ვერსია.
- სააგენტოსთან გაზიარებული იქნა დარგობრივი ბროშურის ფაქსიმილე მისი ერთობლივად დამუშავებისა და შიდა წარმოების მიზნით.

აქტივობები განხორციელდა დღის წესრიგის მიხედვით და ორივე მხარე კმაყოფილი დარჩა სააგენტოს საკომუნიკაციო საქმიანობისა და სასარგებლო საკომუნიკაციო მასალების განხორციელებისთვის გამოცდილებისა და იდეების გაცვლით.

The objectives and related actions during the mission were:
- To assess the status of implementation of planned corrections in response to previous findings
- To carry the Internal Audit Program 2023-2024
- To review QMS documented new/updated procedures
- To review the quality management system implementation
- To plan the 1st Customer Satisfaction Survey

GEOSTM at all levels, actively participated in the discussions, providing all useful information and support to ensure the complete and effective implementation of the agenda.
GEOSTM Management and staff are aware of the importance of having a quality management system that complies with the requirements of EN ISO 9001 standard, and an appropriate culture for quality emerges in daily practice, as well as a mindset oriented according to the principles of quality management.

- ხარისხის მართვის სისტემის დანერგვის ანალიზი

- მომხმარებელთა კმაყოფილების შესახებ პირველი გამოკითხვის დაგეგმვა.

სააგენტო ყველა დონეზე, აქტიურად მონაწილეობდა დისკუსიებში, უზრუნველყოფდა ყველა სასარგებლო ინფორმაციას და მხარდაჭერას დღის წესრიგის სრული და ეფექტური განხორციელების უზრუნველსაყოფად.

სააგენტოს ხელმძღვანელობამ და თანამშრომლებმა იციან ხარისხის მართვის სისტემის მნიშვნელობა, რომელიც შესაბამისობაშია EN ISO 9001 სტანდარტის მოთხოვნებთან და ხარისხის შესაბამის კულტურასთან, რომელიც თანდათან ჩნდება ყოველდღიურ პრაქტიკაში, ისევე როგორც ხარისხის მართვის პრინციპებზე ორიენტირებული აზროვნება.

Activity 2.1.2 Drafting 8 new/updated calibration procedures – pressure

The aim of the mission was to assist the GEOSTM Metrology Institute personnel of the pressure laboratory about the technical procedures and associated documents, according to EN ISO/IEC 17025:2017 requirements. In particular, the main activity was to evaluate the progress of the laboratory.
The main achievements of this mission have been: - the EXCEL sheet for the selection of the weights, to be used to generate the pressure points and calculate the uncertainty of the total mass used for each pressure point, has been finalized; - the EXCEL file for the calculation of standard pressures generated by the pressure balance and related uncertainties has been finalized; - The calculation of standard pressure and related uncertainty for further two pressure points has been added, to cover the full working range of the pressure balance; - the chapter of the procedure regarding the uncertainty estimation was completed and finalized; - the writing of the procedure is in progress.
The mission was very useful to making progress about the implementation of a correct measurement procedure for the utilization of the pressure balance. The method for the calculation of the standard pressure and its associated uncertainty has been finalized. The drafting of the new procedure for the generation and calculation of the standard pressure and associated uncertainty of the pressure balances has started.

მისიის მიზანს წარმოადგენდა სააგენტოს მეტროლოგიის ინსტიტუტის წნევის ლაბორატორიის პერსონალის დახმარება წნევის ბალანსის გამოყენების ახალი ტექნიკური პროცედურებისა და გაზომვის მეთოდის შემუშავებაში.
მისიის მთავარი მიღწევები:
- წონების შერჩევისთვის საანგარიშო ექსელის ფაილის მომზადება, რომელიც წნევის წერტილების გენერირებისთვის და წნევის თითოეული გამოყენებადი წერტილისთვის მთლიანი მასის განუსაზღვრელობის გამოსათვლელად უნდა იქნას გამოყენებული.
-წნევის ბალანსის და მასთან დაკავშირებული განუსაზღვრელობის შედეგად გენერირებული სტანდარტული წნევის საანგარიშო ექსელის ფაილის მომზადება,

მისია ნაყოფიერი იყო წნევის ბალანსის გამოყენებისთვის გაზომვების პროცედურის სწორად განხორციელების კუთხით.
სტანდარტული წნევის და მასთან დაკავშირებული განუსაზღვრელობის გამოთვლის მეთოდი დასრულდა.
დაიწყო სტანდარტული წნევისა და მასთან დაკავშირებული წნევის ბალანსის განუსაზღვრელობის გენერირებისა და გამოთვლის ახალი პროცედურის შემუშავება.

Activity 2.1.2 Drafting 8 new/updated calibration procedures – acoustics

The aim of the present online mission was to verify the fulfilment of requirements for the acknowledgement of CMCs for the Sound Level Meter (SLM) calibration/verification service. In particular the following topics were addressed:
1. Evaluation of the characterization procedure for the set of attenuators;
2. Evaluation of the characterization procedure for the signal generator (amplitude and frequency linearity);
3. Evaluation of the uncertainty budgets for acoustical and electrical tests of SLM calibration/verification.

The participants’ feedback clearly showed that the training met the expectations; a comprehensive list of recommendations was given and actions agreed in order to effectively prepare the laboratory for a bilateral comparison in the near future.
Definition of procedures for internal calibration/verification of attenuators and signal generator. Complete evaluation of the uncertainty budgets, and calculation of all the relevant uncertainty contributions.

ონლაინ მისიის მიზანი იყო ხმაურსაზომის (SLM) დაკალიბრების/ვერიფიკაციის სერვისისთვის CMC-ის აღიარების მოთხოვნების შესრულების გადამოწმება

მისიის დროს განხილული იქნა შემდეგი თემები:
1.ატენუატორების ნაკრების პარამეტრების განსაზღვრის პროცედურის შეფასება;
2. სიგნალის გენერატორის პარამეტრების განსაზღვრის პროცედურის შეფასება (ამპლიტუდა და სიხშირის წრფივობა);
3. ხმაურსაზომის დაკალიბრების/ვერიფიკაციის აკუსტიკური და ელექტრული გამოცდის განუსაზღვრელობის ბიუჯეტის შეფასება.

როგორც მონაწილეთა გამოხმაურებამ აჩვენა, ტრენინგმა გაამართლა მოლოდინი; გაიცა რეკომენდაციები და აქტივობები შეთანხმებული იქნა უახლოეს მომავალში ორმხრივი შედარებისათვის ლაბორატორიის ეფექტურად მოსამზადებლად.

The temperature and humidity laboratory is taking part in the ongoing process of key comparison (CCT-K9.3) on the subject: “ITS-90 SPRT Calibration from the Ar TP (83.805 8 K) to the Zn FP (692.677 K)”.
The pilot laboratory is CEM, Spain. The first measurements were made in the laboratory of GEOSTM. After that, within the schedule, provided by the comparison protocol, SPRT was taken in CEM by the GEOSTMs temperature laboratory personnel. They attended the measurement process at the CEM laboratory and also summarized the results of the first measurement.

Act: 2.1.5 - Onsite Peer review in the framework of EURAMET TC-Q project 1582
Experts: María del Mar Pérez, Salustiano Ruiz – CEM (Spanish Metrology Center) Massimo Pinto – ENEA (Italian National Agency for New Technologies, Energy and Sustainable Economic Development), Michela Sega – INRIM (National Metrology Institute of Italy)

An onsite EURAMET peer evaluation was carried out; GEOSTM measurement areas of length, pressure and ionizing radiation were evaluated. The mission went smoothly and a there was a clear and consistent understanding among the parties on the objectives to be fulfilled. The main outcomes and achievements are summarized in the following:
The onsite EURAMET peer visit was carried out for all the identified fields - GEOSTM staff were available and collaborative;
They showed competence and skills to carry out the witnessed activities
The outcomes of the EURAMET peer visit were discussed with the relevant staff and with GEOSTM management No critical findings which might prevent the full operatively of the laboratories were identified. Corrective actions were agreed to address the findings.
As a conclusion - The findings did not produce any critical nonconformity. The mission was successful, and the planned aims were met.

EURAMET-ის კოლეგიალური შეფასება ადგილზე განხორციელდა ყველა გამოვლენილ სფეროში, აღსანიშნავია სააგენტოს პერსონალის მხრიდან ხელმისაწვდომობა და გამოვლენილი თანამშრომლობა.

ასევე მათი კომპეტენტურობა და უნარი დაკვირვების ქვეშ მყოფი საქმიანობების განსახორციელებისას.

EURAMET-ის კოლეგიალური ვიზიტის შედეგები განხილული იქნა შესაბამის პერსონალთან და სააგენტოს მენეჯმენტთან. არ გამოვლენილა ლაბორატორიების სრულფასოვანი ფუნქციონირებისთვის ხელისშემშლელი კრიტიკული დასკვნები. შეთანხმებული იქნა დასკვნების შესაბამისი მაკორექტირებელი ღონისძიებები.

დასკვნის სახით - შედეგები არ წარმოადგენს რაიმე კრიტიკულ შეუსაბამობას. მისია წარმატებით დასრულდა და დასახული მიზნები მიღწეული იქნა.
