MINORITY STATEMENT ON ROAD & TRANSPORT SECTOR
The Minority on Parliament’s Roads and Transport Committee has raised serious concerns about the state of Ghana’s road and transport sector following a comprehensive assessment ahead of Parliament’s recess.
Fifteen months into the current administration, troubling issues of transparency, stalled projects, and weak financial commitment continue to undermine progress in the sector.
🔴 Our Key Concerns:
▪️ Lack of transparency in the GH¢50 billion “Big Push” programme — government must publish full contract details, including contractors, scope, and cost per kilometre.
▪️ Over 1,000 road projects inherited across the country have largely been abandoned, with more than 80% of contractors off-site.
▪️ A deepening financing crisis, with over GH¢20 billion owed to contractors, crippling ongoing infrastructure works.
▪️ Near-completed railway projects, including Tema–Mpakadan and Kojokrom–Manso, remain non-operational despite significant investment.
▪️ No clarity on the cost and financing of the proposed Accra–Kumasi Expressway.
▪️ Unjustified attempts to downgrade the Suame Interchange — a critical national infrastructure project.
▪️ Failure to reintroduce modernized road tolls and implement the National Roads Authority Act (2024).
▪️ Stalled aviation projects and lack of budgetary commitment to key airport infrastructure.
▪️ Delays in implementing the Ghana Shippers’ Authority Act, allowing high shipping costs to persist.
⚖️ Our Position:
These concerns are not political — they are about accountability, transparency, and protecting Ghana’s development.
We call on government to:✔️ Publish full project details✔️ Pay contractors and resume abandoned works✔️ Provide clear financing plans✔️ Prioritize completion of ongoing projects✔️ Ensure value for money in all infrastructure investments
🚧 On Suame Interchange:We will strongly oppose any attempt to downgrade the originally approved 4-tier interchange. Ghana deserves infrastructure that meets both present and future needs.
