Minister Reaffirms Government’s Commitment to Ghana Digital Centres Staff and Unveils Bold Vision for Institutional Transformation

The Minister for Communication, Digital Technology and Innovations, Hon. Samuel Nartey George (MP), has reaffirmed the Government's unwavering commitment to safeguarding the welfare and job security of employees of Ghana Digital Centres Ltd. (GDCL), while unveiling a comprehensive roadmap aimed at restoring the organisation's operations, strengthening institutional governance and positioning the company as a leading hub for digital innovation and technology-driven enterprise development in Ghana.

The Minister made these remarks during an engagement with the Board of Directors, Management and Staff of Ghana Digital Centres Ltd. following the recent flooding incident that affected parts of the Centre's operations. The meeting served as an opportunity to assess the impact of the disaster, reassure employees of Government's continued support, discuss immediate recovery interventions and articulate a renewed strategic vision for the future growth and sustainability of the organisation.

Addressing staff, Hon. Samuel Nartey George acknowledged the anxiety and uncertainty that often accompany unforeseen events such as the recent flooding. He commended employees for their resilience, professionalism and commitment during this difficult period, assuring them that Government remains fully committed to protecting their livelihoods and ensuring that the unfortunate incident does not negatively affect their employment.

The Minister categorically stated that no member of staff would lose his or her job as a consequence of the flooding, stressing that Government values the dedication and expertise of the workforce and recognises that the institution's greatest asset is its people.

"We are not laying off any staff of GDCL, whether temporarily or permanently, because of the flood. Every one of you is assured of the continuity of your jobs."

He noted that while the physical damage caused by the flooding presents significant operational challenges, it also provides an important opportunity for the organisation to rebuild stronger, modernise its operations and adopt innovative approaches that will improve efficiency, service delivery and financial performance.

Calling for a renewed sense of purpose and collective responsibility, the Minister urged every member of staff to embrace a culture of accountability, innovation and excellence, emphasising that the future success of GDCL will depend on the commitment of both leadership and employees to work together towards shared institutional goals.

"Let's take this as the reset of the reset. Every staff will have to play their role because it's not going to be business as usual."

The Minister explained that the Ministry intends to use this period of recovery as a catalyst for comprehensive institutional transformation. According to him, Government is committed not only to restoring damaged infrastructure but also to implementing strategic reforms that will strengthen corporate governance, improve operational efficiency, diversify revenue streams and enhance the Centre's capacity to deliver world-class digital services.

He emphasised that Ghana Digital Centres occupies a strategic position within Ghana's digital transformation agenda and must evolve into a commercially viable institution capable of supporting technology startups, nurturing innovation, attracting investment and creating opportunities for entrepreneurs and digital businesses across the country.

Hon. Samuel Nartey George further stressed that the organisation possesses considerable infrastructure and strategic assets which, if effectively managed, should enable it to become a financially sustainable and profitable enterprise. He challenged Management and Staff to maximise these assets through prudent resource management, innovation and improved operational performance.

"With the assets you hold, there is no excuse for GDCL not to be profitable. We must transform this institution into a model of operational excellence, innovation and financial sustainability. It will not fail—not under my watch."

The Minister for Communication, Digital Technology and Innovations, Hon. Samuel Nartey George (MP), has officially introduced Mr. Nana Yaw Amoah-Yeboah as the new Director-General of the National Information Technology Agency (NITA), marking the beginning of a new chapter in the Agency’s leadership as Government advances an ambitious programme of digital transformation and institutional reform.

The official handing-over ceremony brought together members of the NITA Board, Management, staff and key stakeholders from Ghana’s digital ecosystem to welcome the new Director-General and recognise the distinguished service of the outgoing Director-General, Dr. Mark-Oliver Kevor, whose tenure was characterised by significant progress in strengthening the Agency’s capacity and expanding the country’s digital infrastructure.

In his address, Hon. Samuel Nartey George expressed Government’s profound appreciation to Dr. Kevor for his years of dedicated and exemplary service to NITA and the nation. He praised his leadership in modernising the Agency and overseeing major digital infrastructure projects that have become critical pillars of Ghana’s digital public service architecture.

The Minister particularly acknowledged Dr. Kevor’s instrumental role in strengthening the National Data Centre, improving the resilience and reliability of Government digital infrastructure, and spearheading the implementation of several strategic e-government initiatives that have enhanced the delivery of public services, promoted efficiency across Ministries, Departments and Agencies (MDAs), and laid a solid foundation for Ghana’s digital transformation agenda.

Hon. Samuel Nartey George stated that while the outgoing Director-General leaves behind an impressive legacy of innovation and institutional development, the appointment of Mr. Nana Yaw Amoah-Yeboah comes at a defining moment for the Agency and the country's broader digital ecosystem.

According to the Minister, Government is embarking on a comprehensive programme of reforms aimed at repositioning NITA into a modern, efficient and globally competitive digital regulator capable of supporting Ghana’s rapidly expanding digital economy. He noted that the Agency will play a central role in implementing policies that promote innovation, strengthen cybersecurity, improve digital governance and enhance the delivery of technology-enabled public services.

A key component of these reforms, the Minister revealed, is the proposed National Information Technology Agency (NITA) Act, currently before Parliament. Once enacted, the legislation will introduce a stronger governance structure for the Agency by clearly separating its regulatory mandate from its commercial operations.

He explained that the new legal framework will eliminate potential conflicts of interest, improve institutional accountability and transparency, and empower NITA to discharge its regulatory responsibilities more effectively while creating an enabling environment for innovation, investment and competition within Ghana’s digital sector.

Hon. Samuel Nartey George further reaffirmed Government’s unwavering commitment to safeguarding Ghana’s critical national digital infrastructure and ensuring that public digital assets are managed efficiently and sustainably.

To this end, he announced a significant policy directive requiring that all payments relating to digital infrastructure and services managed by NITA be made directly to the Agency. He explained that the new arrangement is intended to strengthen financial governance, improve revenue mobilisation, enhance operational efficiency and ensure that resources generated from Government digital infrastructure are properly accounted for and reinvested into expanding and maintaining the country's digital ecosystem.

The Minister stressed that effective governance and sound regulation remain essential prerequisites for building a trusted digital economy capable of supporting inclusive national development. He emphasised that as digital technologies continue to reshape every sector of the economy, NITA must evolve into a proactive regulator that balances innovation with robust safeguards for cybersecurity, data protection, digital resilience and consumer confidence.

He further noted that the Government is committed to creating a digital environment that encourages technological innovation while ensuring that businesses, financial institutions, fintech companies and technology startups operate within a secure, predictable and well-regulated ecosystem capable of attracting investment and accelerating economic growth.

Introducing the new Director-General, Hon. Samuel Nartey George described Mr. Nana Yaw Amoah-Yeboah as an accomplished technology executive with extensive experience spanning more than a decade in information technology, digital systems development and public sector digital transformation.

The Minister highlighted Mr. Amoah-Yeboah’s significant contributions to several high-impact Government technology projects, expressing confidence that his technical expertise, strategic leadership and commitment to public service would position NITA to deliver even greater results in the years ahead.

He encouraged the new Director-General to cultivate an inclusive and collaborative leadership culture by maintaining an open-door policy, empowering staff at all levels and fostering strong partnerships across Government, the private sector and development partners.

The Minister urged him to build upon the achievements of his predecessor while driving innovation, strengthening institutional performance and positioning NITA as a world-class digital regulator capable of supporting Ghana's vision of becoming a leading digital economy in Africa.

Board Chair of NITA, Ms. Estelle Akofio-Sowah, welcomed Mr. Amoah-Yeboah to his new role and expressed the Board's confidence in his ability to provide strategic leadership during a critical period of institutional transformation.

She acknowledged the remarkable progress made under the outgoing administration and assured the new Director-General of the Board’s full support as he works to implement Government's digital agenda. She also encouraged him to harness the vast experience, technical expertise and dedication of NITA’s management and staff to drive innovation, improve service delivery and strengthen the Agency’s position as the backbone of Ghana’s digital infrastructure.

In his acceptance remarks, Mr. Nana Yaw Amoah-Yeboah expressed profound gratitude to President John Dramani Mahama, the Minister for Communication, Digital Technology and Innovations, the NITA Board and the Government for the confidence placed in him.

He described his appointment as both an honour and a solemn responsibility, pledging to lead the Agency with integrity, professionalism and a strong commitment to excellence.

Gov’t Hands Over Additional 2,000 Laptops to University of Ghana to Strengthen One Million Coders Programme

The Government of Ghana has presented an additional 2,000 laptops to the University of Ghana (UG) to enhance the implementation of the One Million Coders Programme (OMCP), increasing the total number of laptops supplied to the institution from the initial 500 to 2,500.

The presentation ceremony was held at the West African Centre for Cell Biology of Infectious Pathogens (WACCBIP) on the University of Ghana campus, where government officials, university management, faculty members and students gathered to reaffirm their commitment to advancing digital education and innovation in the country.

Addressing the gathering, the Minister for Communication, Digital Technology and Innovations, Samuel Nartey George, described the donation as a strategic investment in Ghana’s future, stressing that digital skills have become essential for national development and global competitiveness. He noted that the Government remains committed to ensuring that young Ghanaians have access to the tools and resources required to thrive in an increasingly technology-driven world.

According to the Minister, the laptops will significantly enhance the learning experience of students participating in the One Million Coders Programme by providing them with the technological resources needed to undertake practical training and project-based learning. He explained that beneficiaries will receive hands-on instruction in high-demand fields such as software engineering, computer programming, artificial intelligence, cybersecurity, cloud computing, data science, data analytics, machine learning, web and mobile application development, and other emerging digital technologies that are shaping the future of work.

He added that the Government would continue collaborating with educational institutions and industry stakeholders to expand access to digital infrastructure, strengthen technology education and create more opportunities for Ghanaian youth to participate in the country's digital transformation agenda.

The additional 2,000 laptops reinforce the Government’s commitment to ensuring the successful implementation of the One Million Coders Programme and demonstrate its determination to build a highly skilled, innovative and digitally empowered workforce capable of driving sustainable economic growth and positioning Ghana as a leading digital hub in Africa.
