YKMA HOSTS A 2-DAY CAPACITY BUILDING TRAINING FOR ITS MEMBERS

On Thursday, 20th August, 2026 and Friday, 21st August, 2026, the Institute of Local Government Studies (ILGS), in collaboration with the Ministry of Local Government, Chieftancy, and Religious Affairs organized a 2-day capacity building workshop, dubbed; "The Next Generation Leadership Training" for Assembly Members of Yilo Krobo Municipal Assembly(YKMA).

The Next Generation Leadership Training(NGLT) is designed to deepen understanding of the mandates assigned to Assembly Members in the Municipality. It is specifically intended to build the competencies of Assembly Members to enable them to perform in respect to their representative, deliberative, legislative, executive, and oversight responsibilities effectively, as well as to create opportunities for building networks for future career progression in leadership and governance.

Hon. Francis Addo Akumatey, the Municipal Chief Executive(MCE) of Yilo Krobo Municipal Assembly (YKMA), highlighted the vital roles Assembly Members play as they primarily serve as links between government and local communities. He emphasized their responsibilities which include; identifying development needs, promoting inclusive governance, ensuring effective financial oversight, and fostering local economic growth. On behalf of the leadership and staff of the Yilo Krobo Municipal Assembly, Hon. Akumatey warmly welcomed all the Honourable Assembly Members and wished them a productive, an insightful, and an impactful training session.

The Institute of Local Government Studies (ILGS) represented by Dr. Jerome Awortwe Abban, Mr. Oliver Baidoo, and Mr. Ebenezer Frimpong Obeng facilitated the training. The facilitators took participants through the following key areas:

▶️ Decentralization and Governance Laws:
Participants were taken through the legal and policy framework guiding decentralization in Ghana, including the 1992 Constitution and the Local Governance Act, 2016 (Act 936).

▶️ Corporate Governance and Oversight Responsibilities at District Assemblies:
The session focused on the role of Assembly Members in providing oversight, ensuring accountability, transparency, and prudent use of public resources.

▶️Representative Functions of Assembly Members:
Discussions centered on the duty of Assembly Members to represent the interests of their electoral areas and serve as a link between the Assembly and the people.

▶️Deliberative Functions and Meeting Procedures:
Participants were educated on rules of debate, motions, resolutions, and proper procedures for conducting Assembly and Sub-Committee meetings.

▶️ The Making and Enforcement of By-Laws:
The training highlighted the process of initiating, drafting, gazetting, and enforcing by-laws to regulate activities within the Municipality.

▶️ Executive Mandates of MMDAs and The Exercise of Discretionary Powers:
This session clarified the roles of the Municipal Chief Executive, the Presiding Member, and the Assembly, and how discretionary powers should be exercised within the law.

▶️Leadership and Community Mobilization:
Assembly Members were trained on effective leadership styles, conflict resolution, and strategies for mobilizing communities for development projects.

▶️ Assembly Members Change-Making Project:
Participants were tasked to design a "Change-Making Project" for their electoral areas. The project is to address a specific local problem and demonstrate leadership impact at the community level.

The Presiding Member, Hon. Edwin Yao Tengey, underscored that the training has strengthened the capacity of YKMA Members to provide responsive, accountable, and people-centered leadership for the development of Yilo Krobo Municipality.

YKMA HOLDS COMMUNITY LEADERSHIP ENGAGEMENT AT BOTI

In the process of bringing governance closer to the people to facilitate participatory democracy, on Wednesday, 12th August, 2026, the Yilo Krobo Municipal Assembly (YKMA), led by the Municipal Chief Executive(MCE), Hon. Francis Addo Akumatey, held a community leadership engagement at Boti Epicenter, Boti to interact with Traditional Authorities, Assembly Memebers, and residents who fall under the Boti Zonal Council. The purpose was to gather feedback on pressing challenges affecting livelihoods, security, and service delivery in the area and to strengthen collaboration between the Assembly and the communities.

In his opening remarks, Hon. Akumatey acknowledged the presence of the Traditional leaders and stressed the key roles they play in ensuring the development of their communities, as they are the custodians of land

Below are some of the key Issues Raised by the Community leaders and the Residents:
▶️ Road Network:
Commuters highlighted the poor condition of the Huhunya through Boti to Tsotsunya road. They described the area as one of the food baskets in the Municipality. However, due to the deplorable state of the road, farmers are unable to transport their produce to markets efficiently, leading to post-harvest losses and reduced income.

▶️Security: Concerns were raised about the infiltration of unknown security personnel in the communities. Residents were worried about their safety and the lack of clarity on the identity and mandate of these individuals.

▶️Education:
The community raised issues of dilapidated school infrastructure, discontinuation of projects, and inadequate furniture in schools. They stressed that these conditions are affecting teaching and learning outcomes.

▶️Health:
Health service delivery was noted as a concern as the communities under the Boti Zonal Council have access to few health facilities,and the existing ones are in shortage of health personnel as most of the nurses leave to further their education without replacement.

▶️Water:
Access to potable water remains a challenge for residents. The leaders emphasized that most of the bole holes are not functioning again and the only available water source for some communities is being shared between residents and cattle, raising sanitation and health concerns.

▶️Telecommunication:
Residents reported poor telecom network coverage, which affects communication, mobile money services, and access to information.

▶️Cattle rearing/ Nomadic Herdsmen Issues:
The residents complained that animals stray into their farms to destroy their crops and also share the only source of water with them, leading to tension and resource competition.

▶️Property Rate:
Community members reported that unknown persons are collecting property rates. This has created confusion and suspicion about the legitimacy of the collectors.

▶️Tourism:
Concerns were raised about key tourist sites including Boti Falls, Umbrella Rock, and the Three-Headed Palm Tree. Residents fear these assets have been sold or mismanaged without community involvement.

▶️ Electricity:
Residents complained about exorbitant electricity bills, which are putting financial strain on households and businesses.

The Municipal Chief Executive of Yilo Krobo Municipal Assembly, Hon. Francis Addo Akumatey, provided the following responses to the issues raised:
☑️Roads: He assured the residents that the Assembly is liaising with Department of Feeder Roads and Ministry of Roads for urgent attention to Huhunya-Boti-Tsotsunya road. He emphasized that the DRIP machines will soon be used to reshape the roads.

☑️Security: Hon. Akumatey disclosed that apart from Somanya District Police Command,there are some communities in the Municipality which are being taken care by Koforidua and Asesewa District Police Command so he would collaborate with the commanders in those districts to verify those security. He advised the residents to eschew engaging in illegal activities which compel the security to invade their communities.
☑️Education: Hon. Akumatey stated that the Assembly is committed to refurbish dilapidated schools, consult GETFUND to complete the uncompleted school buildings, and supply more furniture annually to address the shortage.
☑️Health: Hon. reaffirmed the Assembly's eagerness to build more CHPS compound. On the issue of nurses leaving the health centers in their communities, Hon. Akumatey assured the community leaders that he will contact the health Director to mitigate the situation.
☑️Water: Hon. Akumatey emphasized that the Assembly makes 10 borehole projects annually in 10 different communities so their communities are about to benefit from it to regulate shared water sources to separate human and animal use.
☑️Telecommunications network: Hon. Akumatey mentioned that he has had broader consultation with the network providers to erect more mast to improve network coverage in Boti zone.
☑️Cattle rearing/Nomads: Hon. MCE assured the community leaders that he will hold broader consultation with heads of security agencies to address the issue. He cautioned the leaders to consult the Assembly before they lease land for such activities.
☑️Property Rate: He pleaded with the residents to collect the bills and consult their assembly members or come to the Assembly if the bill is exorbitant. He added that the Assembly will Intensify public education and ensure only authorized revenue collectors operate within the Municipality.
☑️Tourism: Hon. refuted the claim that Boti Falls, Umbrella Rock, and the Three-Headed Palm Tree have been sold to the private developer.
☑️Electricity: He pleaded with the community leaders and residents to continue to pay their estimated bills while the Assembly is engaging with ECG on billing concerns.

In concluding his remarks, Hon. Akumatey expressed his heartfelt gratitude to all and sundry for making
the engagement a success. He reaffirmed his position to provide valuable insights into community priorities. He emphasized that YKMA is committed to addressing these concerns and will follow up with relevant stakeholders to ensure sustainable solutions for Boti and surrounding communities.

YKMA HOLDS MID-YEAR REVIEW JOINT STAKEHOLDER MEETING WITH DECENTRALIZED AND NON-DECENTRALIZED DEPARTMENTS AND ORGANIZATIONS

Pursuant to Section 81(1) of the Local Governance Act, 2016 (Act 936), which mandates departments of a District Assembly to collaborate and cooperate with non-decentralised departments, state-owned enterprises, and public corporations operating within the district to ensure a coordinated approach to development and management, avoid duplication of efforts, and promote the efficient and cost-effective implementation of programmes and projects, the Yilo Krobo Municipal Assembly convened a mid-year review stakeholder engagement meeting on 28th July, 2026 under the theme "United We Stand."

The meeting was chaired by the Municipal Chief Executive, Hon. Francis Addo Akumatey, with the Municipal Co-ordinating Director, Mr. Abdul-Hussein A. Rasheed, serving as host.
In his welcome address, Mr. Abdul-Hussein A. Rasheed warmly welcomed the distinguished technocrats and representatives of the various institutions. He expressed his heartfelt appreciation for their dedication and outstanding contributions to service delivery within the municipality. He emphasised the importance of collaboration among key stakeholders in addressing development challenges and improving the quality of life of residents.

The meeting brought together key stakeholders, including the Electricity Company of Ghana (ECG), Ghana Water Limited (GWL), and other sector agencies, to deliberate on strategies for improving essential public services and promoting sustainable development across the municipality.
The engagement provided participants with the opportunity to assess the current state of electricity and water supply, education, health, agriculture, sanitation, environmental management, and local governance. Stakeholders also reviewed ongoing infrastructure projects, operational challenges, and opportunities to strengthen inter-agency collaboration.

The ECG Municipal Manager, Mr. Chris Apawu, outlined plans to improve power reliability through the installation of additional transformers to enhance voltage stability in communities experiencing persistent voltage fluctuations. He further appealed to the public to refrain from illegal electricity connections, meter tampering, and the activities of unauthorised electricians. He encouraged residents to verify the identity of ECG personnel before granting them access to their premises.

Similarly, the Ghana Water Limited Manager, Mr. Robert Ametepe, briefed participants on ongoing efforts to improve water supply despite challenges such as damaged transmission infrastructure, right-of-way constraints, and revenue losses arising from illegal connections and non-payment of water bills in some communities. He reaffirmed the company's commitment to improving water service delivery through infrastructure upgrades and the installation of smart water meters.

Discussions also focused on broader development challenges confronting the municipality, including inadequate educational and health infrastructure, limited agricultural extension services, sanitation concerns, environmental degradation, and insufficient logistical support for public institutions. Participants underscored the need for stronger collaboration among government agencies to improve planning, resource mobilisation, and service delivery.

The meeting concluded with a renewed commitment from all stakeholders to strengthen partnerships, enforce existing regulations, complete critical infrastructure projects, and intensify public education on citizens' rights and responsibilities. Participants expressed confidence that enhanced cooperation among institutions would significantly improve service delivery, enhance the quality of life of residents, and accelerate sustainable development within the Yilo Krobo Municipality.

CHIEF DIRECTOR OF THE EASTERN REGIONAL COORDINATING COUNCIL PAYS A WORKING VISIT TO THE YILO KROBO MUNICIPAL ASSEMBLY

To acquaint himself with the operations of the Assembly and to have fruitful interactions with Management, staff, and officers of the Assembly,on Tuesday, July 7,2026, a team from the Eastern Regional Coordinating council(ERCC) led by the Chief Director, Mr. Ebenezer Amoah, paid a working visit to the Yilo Krobo Municipal Assembly.
The visit formed part of the Regional Coordinating Council’s routine monitoring of Municipal and District Assemblies to assess performance, challenges, and project implementation.

On behalf of the Assembly, the Municipal Chief Executive(MCE), Hon. Francis Addo Akumatey, warmly welcomed the distinguished Chief Director and his team and expressed his profound gratitude to them for their commitment which would strengthen local governance, improve service delivery, and motivate staff in the Municipality.

In his remarks, the Chief Director, Mr. Amoah, commended the Assembly for its commitment to development. He urged staff to uphold professionalism, transparency, and efficiency in service delivery. He further pleaded with the staff of the Assembly to eschew absenteeism, lateness, and malingering.

To conclude his remarks, The Chief Director expressed satisfaction with the level of work being done by the Assembly and assured Management of the RCC’s continued support. He called for stronger collaboration among departments to achieve the Assembly’s development goals.

In his closing remarks, the MCE, Hon. Akumatey, expressed gratitude to the Chief Director for the visit and pledged the Assembly’s commitment to implement directives from the Regional Coordinating Council(RCC).

YILO KROBO M/A OBSERVES NATIONAL DAY OF PRAYER AND THANKSGIVING IN SOMANYA

The Yilo Krobo Municipal Assembly, under the leadership of the Municipal Chief Executive, Hon. Francis Addo Akumatey, and the Municipal Coordinating Director, Mr. Abdul-Hussein A. Rasheed, joined the rest of the country to observe a National Day of Prayer and Thanksgiving Service.
The service, held at The Church of Pentecost, Somanya, was part of an initiative led by the President of the Republic, H.E. John Dramani Mahama.
It was described as a symbolic and substantive call to spiritual reflection, national gratitude, and renewed unity.The event was attended by the MCE, chiefs, clergy, community members, Heads of Department from the municipal assembly, and students from selected schools.

Rev. Johnson Asiedu, the vice chairman of the local council of churches in Somanya, explained the purpose of the gathering. Rev. Dr. Eric K.A. Teye-Kau, the chairman of the local council of churches, delivered a powerful message. He encouraged everyone to live righteously and humble themselves for God’s intervention in Ghana.

Various clergymen took turns praying for the executive, the legislature, the judiciary, security, the armed forces, and the chief executive of the Yilo Krobo municipal assembly, Hon. MCE Francis Addo Akumatey, along with the assembly staff.

Hon. Francis Addo Akumatey, the Municipal Chief Executive for Yilo Krobo, urged Ghanaians to prioritize values in nation-building as the country marked the National Day of Thanksgiving. In his welcome address, he spoke under the national theme: “Resetting Our Values to Build the Ghana We Want.”

The MCE began by expressing “profound gratitude and a deep sense of humility” to guests, including the MP, assembly members, traditional leaders, and religious figures. He noted that the day was an opportunity to thank God for “protection, guidance, and abundant blessings.” He emphasized that despite challenges, Ghana continues to enjoy “peace, stability, and unity, treasures that many nations yearn for.”

Hon. Akumatey stated that the future of the country relies not only on resources or infrastructure but also on “the values that shape our attitudes and actions.” He was clear about what needs to change: “The Ghana we desire cannot be built on corruption, indiscipline, dishonesty, or apathy.” Instead, he argued, the nation should be anchored in “integrity, accountability, patriotism, hard work, respect for one another, and a commitment to the common good.”

The MCE called on both leaders and citizens to model honesty, service, tolerance, and civic duty, and to “teach the younger generation by example.” While recognizing “significant strides” in the municipality through collaboration with government, traditional, religious, and civil society actors, he warned that “much remains to be done.” Development, he added, requires “a change in mindsets and a commitment to doing what is right, even when no one is watching.”

He concluded with a call for unity, saying, “Let us reject divisiveness and embrace collaboration for the advancement of our municipality and our nation.” He encouraged everyone to reflect on their role in creating a Ghana characterized by “justice, prosperity, discipline, inclusiveness, and hope for future generations.” The event ended with the MCE wishing participants a “fruitful, inspiring, and memorable National Day of Thanksgiving.”

YKMA HOLDS A STAKEHOLDER MEETING TO REVIEW THE REVISED BASE MAP AND LOCAL PLAN FOR COMMUNITIES WITHIN THE MUNICIPALITY.

As part of efforts to ensure orderly and sustainable development within the communities in the Yilo Krobo Municipality, on Thursday, June 25, 2026, the Yilo Krobo Municipal Assembly(YKMA) led by the Municipal Chief Executive, Hon. Francis Addo Akumatey, and the Municipal Co-ordinating Director, Mr. Abdul-Hussein A. Rasheed, held a second stakeholder meeting with Land Use and Spatial Planning Authority(LUPSA) and other Land Sector Agencies to review the revised proposals and obtain stakeholders' inputs before the plan is submitted for final approval and subsequent implementation.This crucial stakeholder engagement meeting focused on a Base Map and a Local Plan for Trom-Somanya, Klo-Agogo, Nkurakan, and Oterkporlu.

The Municipal Chief Executive(MCE), Hon. Francis Addo Akumatey, pointed out that engaging stakeholders is essential as Land use planning affects all parts of society, including:

* Land owners and developers
* Business partners and community groups
* Government institutions and local residents

Hon. Akumatey emphasized that involving land use technocrats and land owners helps the Assembly tap into local knowledge, identify specific community needs, address public concerns, build consensus, and encourage transparency, and ownership of the final plans. He added that effective spatial planning is crucial for tackling several modern municipal challenges such as:

* Uncontrolled or haphazard development
* Land use conflicts
* Environmental degradation
* Inadequate infrastructure
* Disaster risk management

He stressed that their cooperation and participation are vital for sustainable development and completing the planning process successfully. Attendees included representatives from land Use and Spatial Planning Authority(LUSPA), the Lands Commission, the Licensed Surveyors Association of Ghana (LISAG), Traditional Authorities,University of Environment and Sustainable Development(UESD), and members of the Municipal Technical and Spatial Planning Committees.

In concluding his remarks, Hon. Akumatey reaffirmed the municipal Assembly’s commitment to support the Land Use and Spatial Planning Authority and all partner institutions throughout this effort. He urged all participants to contribute positively, emphasizing that investing in quality base maps and local plans is a valuable investment in the future development and sustainable growth of the municipality.

The Deputy Director for spatial planning at LUSPA, Mr. Chapman Owusu Sekyere, explained in his opening remarks that Base Maps are necessary for effective spatial planning as development cannot wait for the Municipality. He added that Base Maps provide important physical details of the area and offer location references for land features, among other things. He noted that lack of current Base Maps has made spatial planning difficult and expressed hope that this collaboration would solve the existing problems.

Mr. Stephen Djaba from LISAG indicated that a comprehensive and accurate Base Map is not merely a technical document, but a foundation upon which sound development, planning, land administration, infrastructure investment, and environmental sustainability are built. He continued that without accurate Base map, planning becomes a guess work, but with it, development becomes purposeful coordinated, and sustainable. He expressed the willingness of LISAG to support the process with highest level of professional expertise to serve as dependable foundation for planners, engineers, architects, utility providers, investors, and policy makers. He appealed to the landowners, Traditional Authorities, and community members to cooperate fully throughout the mapping and planning process to make Yilo a development hub in Ghana.

In concluding his remarks, Hon. Akumatey expressed his profound gratitude to all stakeholders, particularly the landowners, Mr. Joe Tetteh and Madam Akua Adorley Nyante, for showing their unwavering support for the project. He assured the landowners that the final approval by the Assembly for implementation does not determine the ownership of land.

Hon. AKUMATEY COMMISSIONS 29-SEATER PUBLIC TOILET FACILITY AT OKPER , SOMANYA

On Friday, 12th June, 2026, Hon. Francis Addo Akumatey, the Municipal Chief Executive for Yilo Krobo Municipal Assembly, commissioned a 29-seater public toilet facility at Okper, a community in Somanya.

The facility, constructed through Public Private Partnership, forms part of efforts to improve sanitation, end open defecation, and promote public health in line with Sustainable Development Goal (SDG 6)

Speaking at the ceremony, Hon. Akumatey urged residents to own and maintain the facility to ensure longevity.

The new toilet block includes separate units for males and females, disability-friendly access, handwashing stations, and a water storage system.

Community leaders and residents of Okper expressed appreciation to the Assembly and the private developer, pledging to set up a management committee to oversee proper use and maintenance.

YILO KROBO MUNICIPAL ASSEMBLY DONATES CASH AND RELIEF ITEMS TO SPECIAL NEEDS STUDENTS


To promote inclusive education and protect vulnerable pupils, on Friday, June 12, 2026, the Social Welfare and Community Development Department, under the auspices of the Yilo Krobo Municipal Assembly (YKMA), donated cash and relief items to special needs students of Yilo State MA Basic School in Somanya.

The Municipal Chief Executive of Yilo Krobo Municipal Assembly, Hon. Francis Addo Akumatey,emphasized that the donation forms part of the Assembly’s mandate to ensure fair distribution of District Assembly Common Fund and equitable access to education to safeguard the welfare of children with disabilities in the municipality.

Among the relief Items donated included: toiletries, mattresses, a box of handgloves, ceiling fans, mop and bucket, a box of A4 sheet, packets of exercise books.

Receiving the items, the Headteacher expressed gratitude to YKMA, noting that the items remain one of the most pressing needs in special education units due to high usage and the extra care some pupils require. The Headteacher disclosed that the students would leave for Takoradi on Sunday to participate in sporting activities.

The Municipal Social Welfare Officer,Madam Na-Afua Woyram Tettey, reiterated the Assembly’s commitment to the Disability Act, 2006 (Act 715) and the Inclusive Education Policy, assuring continuous support to remove barriers that prevent children with special needs from accessing quality education.
