Congratulations Are in Order!

Please join us in congratulating the following commanding officers on their selection to captain in the United States Navy:

Cmdr. Greg Storer, commanding officer, USS Springfield
Cmdr. Clint Emrich, commanding officer, USS Annapolis
Cmdr. Mike DeBoer, commanding officer, USS Asheville

Leading from the tip of the spear in the Western Pacific, each of these commanding officers has demonstrated strength, grit, and an unwavering commitment to the mission, showing every day what it means to command at sea. Their selection is a testament to exceptional leadership, sustained superior performance, and the trust they have earned while operating as part of the Navy’s unmatched undersea arsenal.

This is what it means to be Guam Tough — a wolf pack prowling the deep, ready, lethal, and always forward. Their achievement reflects not only personal excellence, but also the strength of the crews they lead every day beneath the surface.

📍INALÅHAN, Guam (April 23, 2026) — In the wake of Super Typhoon Sinlaku, Sailors assigned to Commander, Submarine Squadron 15 (CSS-15), its forward-deployed submarines, and Performance Monitoring Team Detachment Guam partnered with the village of Inalåhan to support recovery efforts, April 23, 2026.

Together with the Mayor’s Office of Inalåhan, the group cleared debris from Surf Side Beach. The cleanup effort reflected the strong bond between the Navy and the people of Guam — a partnership rooted in shared service, mutual support, and a deep commitment to the island community both ashore and at sea.

“Our resilience in the wake of Super Typhoon Sinlaku is a testament to the 'Guam Tough' spirit that binds us. This isn't just about disaster response; it’s about a deep-rooted commitment to our island of Guam,” said Command Master Chief Matt Zwan. “Collaborating with the Mayor’s Office and the people of Inalåhan is at the very soul of our partnership. Being 'Guam Tough' means more than just enduring; it means standing as one, facing the challenge together, and refusing to rest until every corner of our community is recovered and restored.”

For Sailors stationed in Guam, service extends beyond the pier and the mission. Living and serving on the island means being part of the broader community, building lasting relationships, and stepping forward in times of need. Efforts like the Inalåhan beach cleanup highlight the enduring partnership between the Navy and Guam and underscore a shared commitment to recovery, resilience, and readiness.

CSS-15 and other military commands across Guam are providing vital support to villages and civil authorities, strengthening crisis response and recovery efforts in the wake of Super Typhoon Sinlaku.

Naval Base Guam (NBG) Public Works and DZSP 21, in coordination with Guam Power Authority, continue to work around the clock to restore power across NBG.
Power has been restored to the following areas:
- Apra View/Apra Palms
- Santa Rita Office Complex
- Naval Magazine
- Water Treatment Plant and Water Reservoir Pumps
- Camp Covington
- NBG Front Gate area
- Polaris Point
- Sasa Valley
- NEX/Commissary
- Transportation
- Naval Hospital annex
*Residents who are still without power in the aforementioned areas should contact their respective housing maintenance providers for further troubleshooting.
What areas crews are working on now (with estimated time of restoration of 1-3 days, barring any unforeseen circumstances*):
- North Tipalao
- Harbor View/Bay View
- Barracks
- Lockwood
- TNT/Gym/Chapel + other nearby QOL facilities
- McCool school
The power system may be unstable, with fluctuating voltages, power interruptions and intermittencies occurring during restoration and recovery after a typhoon.

SC-TLA for NBG
Special Circumstance Temporary Lodging Allowance (SC-TLA) is now authorized for personnel who do not currently have habitable housing (either on or off base) due to Typhoon Sinaklu. Homes defined as not habitable are those deemed unsafe for the service member or family to continue to reside there until some essential services/housing restoration are restored and/or completed.
Below are instructions on how to request SC-TLA:
1. Report to Emergency Family Assistance Center (EFAC), located at building 106, Fleet and Family Support Center. A Housing Representative is available along with Navy Gateway Inns & Suits (NGIS) Manager. Hours of operation for the EFAC are 0800-1600 (Monday to Friday) 0800-1200 (Saturday to Sunday). Alternate location: Bldg. 3190, Housing Office 0730-1630 (Monday
to Friday)
2. Service member can request SC-TLA by turning in the request and claim to the Housing representative/office.
3. Members can contact their NGIS for a reservation. If it is not available, the member will receive a Certificate of Non-Availability (CNA) and NGIS will book a room based on authorized hotel listing.
4. Service member must verify state of habitability of their residence and must submit their SC-TLA request and claim form receipts to the Housing Office.

Greetings. The EFAC is still fully activated and will continue this weekend (0800-1200) Saturday and Sunday, and regular business hours (0800-1600) next week unless we are directed to stand down. NMCRS EFAC services will only be available through this weekend and will end COB Sunday.

Please send any families/sailors in need our way. We currently have Housing, NMCRS, Red Cross, and legal representatives on site to support.
