France in Guyana

Guyana 🇬🇾 is hosting an important regional and international forum 🏛️🏛️ on civil aviation safety 🦺✈️👩‍✈️. On this occasion, France and Guyana 🇫🇷🌞🇬🇾 renewed their air services agreement 🤝📜✈️ to strengthen our exchanges.

On 29 and 30 September, Georgetown hosted an important regional and international forum on civil aviation. The 3rd ICAO - International Civil Aviation Organization / EASA – European Union Aviation Safety Agency forum, dedicated to Caribbean Regional Safety Oversight Organisations (RSOO) and Regional Accident Investigation Organisations (RAIO), was expertly organised by the Guyanese Ministry of Public Utilities and Aviation and the Guyana Civil Aviation Authority.

Thank you to Hon. Deodat Indar MP, Minister of Public Utilities and Aviation and Director General Egbert Field, a recognised Caribbean figure who was recently elected President of CASSOS, the Caribbean Aviation Safety Oversight System, which brings together 11 Member States.

As a high-level platform for sharing experiences and defining strategic priorities, the forum was a concrete sign of the vitality of regional exchanges. The forum is also a link for interactions between governmental and international organisations and stakeholders in the civil aviation industry.

An important French delegation led by the Directorate General Civil Aviation and the Antilles-Guyane Regional Directorate 🌴🌴🌴 actively participated in the forum.

On 30 September, I had the great honour of signing with Minister Deodat Indar a new agreement on air services which will give a new impetus to air connectivity in the region, including (hopefully!) the long-awaited connection between Georgetown, Paramaribo and Cayenne.

I also had the pleasure of welcoming Minister Deodat Indar as well as Mr Egbert Field, Director General of the Guyana Civil Aviation Authority, Hon Peter R Ramsaroop, MP, President of the Guyana Office For Investment GO-Invest and several Guyanese stakeholders from the civil aviation and private sectors (the Aviation Operators' Association of Guyana, business federations like the The Private Sector Commission of Guyana Limited and the Guyana Manufacturing & Services Association Ltd.)

Thank you to Ambassador Luca Pierantoni from the Delegation of the European Union in Guyana who honoured us with his presence.

Regional integration is progressing and so are our relations with Guyana! 🇫🇷🌞🇬🇾✈️

The Embassy of France in Guyana and to CARICOM learned with profound sadness of the passing of Mr Gabriel Serville, President of the Territorial Community of French Guiana (CTG Collectivité Territoriale de Guyane ).

The Embassy joins the CTG Collectivité Territoriale de Guyane and Préfet de la région Guyane in extending its deepest and most sincere condolences to his family, his loved ones, his colleagues and team and to all the people of French Guiana.

Ambassador Olivier Plançon had the privilege, along with the delegation from French Guiana, of attending the Ceremony marking French Guiana’s accession to associate membership of CARICOM: Caribbean Community, on which occasion President Serville delivered a memorable and moving address.

The Embassy is proud to work closely with the CTG Collectivité Territoriale de Guyane on major regional and international projects.

The Ambassador and the entire Embassy team pay tribute to the memory of an exceptional public figure who devoted his life to serving French Guiana and her people.

On Saturday, September 26, as Ambassador of France to Guyana and CARICOM: Caribbean Community, I had the great pleasure of speaking with students from all faculties of the University of Guyana about the diplomatic profession: its constraints and rewards, its techniques and its challenges. 🇺🇳 🇫🇷 🇲🇽 🇬🇾 🌞

Together with my colleague Mr. David Diaz from Embajada de México en Guyana 🇲🇽 🇬🇾, we spent two hours engaging in a lively question-and-answer session as part of the Model of the United Nations programme.

Under the auspices of United Nations Guyana, the discussion was brilliantly moderated by Ms. Ameera Majeed, a Bachelor student of the University. Public communication 🗨️ 🗣️ was given particular emphasis as an increasingly important priority.

In just five minutes, Ms. Majeed managed the remarkable feat of recalling the foundations of diplomatic action: multilateral diplomacy and international law 👨🏽‍⚖️; bilateral diplomacy and political, consular and public diplomacy; the fundamental principles of diplomatic privileges and immunities; the major international conventions of the United Nations. She also highlighted the unique role of the United Nations and of regional organisations, including CARICOM: Caribbean Community, in the Caribbean region.

And what about us?

We were asked other equally challenging questions:

- Why is the way we communicate so important in diplomacy?

- What practical, written, and oratory skills should we begin developing now that would make the greatest difference when we enter the profession of diplomat ?

- Diplomacy often requires listening, sometimes even more than speaking. What techniques or habits have we found most useful for understanding what another country is communicating, including what may not be explicitly spoken by their representatives?

- What can small states do to make their voices heard more effectively?

- And what should a diplomat do when receiving instructions from his or her government that contradict what they themselves believe to be legitimate and useful ?

“No, diplomats are not liars in a democratic regime” I reaffirmed. “Yes, our role is to build relationships of friendship and to ensure that everyone feels welcome in our embassy,” we explained, together with our Mexican colleague.

We also had the opportunity to present the French-Mexican initiative on restraining the use of the veto in the UN Security Council in cases of mass atrocities — a declaration that has now been endorsed by 128 United Nations Member States, including Guyana.

We also highlighted the urgent need to regulate and provide a framework for AI, while ensuring that its benefits are more widely shared — an issue that was at the heart of the debates of the 81st United Nations General Assembly.

💻🩺 Strengthening Digital Health in Guyana: EU Backs Key Mission to Boost Health Data Management

This week, Guyana welcomes Dr. Gayo Diallo, a data scientist from the Bordeaux School of Public Health (ISPED), for a vital technical mission under the Delegation of the European Union in Guyana -funded HealthNext Guyana project. Implemented by Expertise France in partnership with the Ministry of Health, this initiative marks the beginning of a long-term collaboration to advance Guyana’s digital health transformation.

Minister of Health Dr. Frank Anthony and Chief Medical Officer Dr. Narine Singh met with Dr. Diallo and the Expertise France team to launch a rapid assessment of the country's health data capacities. Discussions focused on building local training pathways in health data management, informatics, and digital health—critical pillars for improving disease monitoring and nationwide reporting.

During his mission, Dr. Diallo is engaging with key stakeholders at the Ministry of Health, the Georgetown Public Hospital Corporation (GPHC), and the University of Guyana. These meetings aim to map data flows between institutions and explore specialized academic training that ISPED can offer to strengthen local research and governance.

▶ This EU-supported partnership reinforces the HealthNext project’s commitment to evidence-based decision-making, ultimately driving better healthcare outcomes for all Guyanese.

Expertise France 🇫🇷 's mission to Guyana 🇬🇾 under the European Commission 🇪🇺 🩺 project is on its way and making good progress.

On September 11, together with my colleague Spiro Polycandriotis van Duynhoven from the Delegation of the European Union in Guyana, I had the great pleasure of hosting a reception at the Résidence de France on the occasion of the mission to Guyana of Dr. Elodie Gauroy, a gynaecological surgeon specializing in cancer treatment, an Expertise France expert and representative of the IUCT-Oncopole in Toulouse under the project, funded by the European Commission 🇪🇺 and supported by Delegation of the European Union in Guyana.

Dr. Elodie Gauroy, representing the IUCT-Oncopole in Toulouse, has completed a week-long mission during which she met with a wide range of actors in Guyana’s health sector, including Guyana's Minister of Health, the Hon. Dr. Frank Anthony, doctors and senior officials from several public and private hospitals, including the Georgetown Public Hospital Corporation, the Diamond Regional Hospital , as well as representatives from the Mount Sinai Health System, the Guyana Human Organ and Tissue Transplant Agency, the Institute for Health Sciences Education, and the Pan America health organization with world health organization PAHO/WHO.

Dr Elodie Gauroy actively contributed to assessing needs and patient-care protocols as Guyana seeks to achieve excellence in its rapidly developing health sector. The mission also provided a valuable opportunity to share techniques, expertise and best practices in patient care with Guyanese colleagues.

We were honoured by the participation of several medical practitioners and senior officials, including Dr. Narine Singh, Chief Medical Officer, Ministry of Health - Guyana.
