Today, the Ministry of Parliamentary Affairs and Governance held a sensitization session on human rights with students of the Comenius Primary School in our community of Queesntown. These students recently completed the National Grade Six Assessment (NGSA).

The session introduced students to the meaning and importance of human rights, with a special focus on the rights of children as provided for under Guyana's Constitution and the United Nations Convention on the Rights of the Child.

Students were introduced to fundamental human rights, such as the right to education, ghe right to health, the right to be heard, the right to be protected, and the right to live a life free from all forms of violence and abuse.

Discussions also highlighted the link between rights and responsibilities, encouraging students to respect the rights of others, practice kindness, reject all forms of bullying, and to speak out to trusted adults if they feel unsafe or are treated unfairly.

This session is part of the Ministry's broader efforts to increase human rights education and awareness.

National Consultations on Social Media and its Consequential Effects on Children continue with sector-specific consultations being conducted by various ministries and agencies.

At the same time, a range of civil society organisations have been provided with toolkits to conduct consultations with their own constituents. Submission of structured feedback continues as the consultative process is ongoing.

National consultations on "Social Media and its Consequential Effects on Children" continue with a series of sectoral engagements involving key stakeholders.

On Saturday, the Minsitry of Parliamentary Affairs and Governance contributed to another phase of the consultations as the Ministry of Health convened healthcare professionals to examine the topic.

Mr. Anil Persaud, Senior Research Officer - MPAG, presented the Government of Guyana's guiding principles for an online child safety framework and established the human rights and governance frameworks for ensuring the best interests of the child. He also examined emerging concerns and intervention examples from other States.

The consultation provided a valuable opportunity for paediatricians, child psychiatrists, mental health professionals, social workers, family medicine physicians, autism specialists, physiotherapists, rehabilitation experts, and other healthcare and allied health stakeholders to share experiences and perspectives on issues such as anxiety, depression, sleep disorders, cyberbullying, exposure to harmful content, reduced attention spans, and other challenges increasingly affecting children.

The insights from experts across various sectors will help to inform the ongoing national conversation as consultations continue across a range of sectors and stakeholder groups.

Statement by Alicia Jerome-Reece, Special Projects Officer, Ministry of Parliamentary Affairs and Governance of the Co-operative Republic of Guyana, at the 19th Conference of State Parties to the Convention on the Rights of Persons with Disabilities during round table 1: Creating a World Free from Exploitation, Violence and Abuse for All Persons with Disabilities - 10 June 2026

Thank you Chair,

Guyana thanks the panelists for their contributions and welcomes these discussions on creating a world free from exploitation, violence and abuse for all persons with disabilities.

Guyana’s constitution prohibits discrimination on the basis of disability. We have made advances in our legislative, institutional and support measures to prevent and respond to exploitation, violence and abuse against persons with disabilities.

Our Combating of Trafficking in Persons Act strengthens protection for persons with disabilities by recognizing disability within the context of vulnerability. It imposes stringent penalties for offenders and provides victim assistance and training that is responsive to the specific needs of victims, including persons with disabilities.

Guyana’s Family Violence Act of 2024 strengthens legal safeguards, including for persons with disabilities. The Act ensures that abuse occurring within care or support arrangements is addressed and that persons with disabilities are afforded appropriate protection.
These protections are complemented by responsive services, including shelters, psychosocial support and case management referrals. A hotline service facilitates reporting of all forms of violence and abuse and connects survivors to essential support services.

Access to justice is also advanced through legal aid support, court accessibility measures, online participation, E-litigation and a Family Court and a Mental Health Court.

Guyana will continue its efforts to strengthen these mechanisms and public awareness, while fostering close collaboration with persons with disabilities, their representative organisations and partners to advance protection from exploitation, violence and abuse.

Convened under the theme 'CRPD at 20: celebrating and consolidating achievements and shaping the next phase of implementation in a changing world,’ the annual forum reviews global progress on empowering individuals with disabilities.

The Guyanese delegation includes; Ganesh Singh (Guyana Council of Organisations for Persons with Disabilities), Alicia Jerome-Reece (Ministry of Parliamentary Affairs and Governance), H.E. Ambassador Carolyn Rodrigues-Birkett, Ambassador Trishala Persaud, and diplomatic staff from Guyana’s Permanent Mission to the UN in New York.
