【2026年非華裔學生實習計劃】
公務員事務局自2019年起每年均為非華裔學生舉辦實習計劃，協助年輕的非華裔人士獲取工作經驗，提升就業競爭力，並吸引有志服務社會的非華裔學生，於畢業後加入公務員行列。這個計劃今年踏入第7年，今日下午，我很高興與一眾參加今年實習計劃的非華裔學生見面，了解他們在實習期間的體會和得着。
實習計劃至今有逾270名非華裔大專學生參與，包括今年的52名非華裔學生，他們獲安排到不同決策局和部門進行為期約八星期的實習。今天，我們邀請了兩位非華裔公務員同事，分別是來自地政總署的土地測量師SANDHU Sahib Singh及消防處消防隊長MUHAMMAD Vajahat Ali，向實習生分享投考公務員的心得和準備工作，以及日常工作的見聞。隨後，我與Sahib和Ali交談，了解他們的工作情況，並鼓勵他們繼續盡心盡力為市民服務。其中，我對Ali份外有印象，他早於去年底應邀為立法會換屆選舉拍攝呼籲投票的宣傳短片，並在我的社交平台播放。
在非華裔學生的分組分享環節上，我樂見他們在實習期間均獲益良多，擴闊視野，並作出了不少新嘗試。有實習生分享，自己在部門參與測試、應用及推動人工智能模型，以建立人工智能驅動的工作流程自動化，提升工作效率和效能。另有實習生表示，經過參與不同的工作和項目，對政府以中、英文作為法定語文的工作環境更為熟悉，現時更有信心以中文與其他人溝通交流。
一如我過去在不同場合均指出，政府作為全港最大的僱主，公務員招聘是以公開和公平競爭的原則進行，並促進非華裔平等獲得政府的工作機會，當中，非華裔學生實習計劃就是重要舉措之一。我鼓勵有意服務社會的非華裔學生，留意今天公布的綜合招聘考試詳情，9月展開新一輪六個公務員職位招聘，以及在9月起在本地大學舉辦政府職位招聘展覽，為日後職涯規劃，尤其是考慮加入政府這個大家庭，做好準備。
【Internship Programme for NEC Students 2026】
The Civil Service Bureau has launched an Internship Programme for non-ethnic Chinese (NEC) students every year since 2019, with a view to assisting them to gain work experience and enhance their competitiveness in employment and to attract those who wish to serve the community to join the civil service after graduation. I am pleased to meet with a group of NEC students participating in this year's Internship Programme this afternoon to learn more about their experiences and takeaways during the internship period.
So far, over 270 NEC tertiary students have participated in the Internship Programme, including 52 NEC students this year. Each spent about eight weeks in a bureau or department as intern. We have invited two NEC civil servants, Land Surveyor of the Lands Department Mr Sandhu Sahib Singh and Station Officer of the Fire Services Department Mr Muhammad Vajahat Ali, to share their experiences and insights with interns, including what to prepare for civil service recruitment exams and interviews as well as what they encountered in their daily work, enabling the interns to gain valuable information. Subsequently, I also spoke with them to better understand their daily work and encouraged them to continue serving the public with dedication. Among them, Ali is a familiar face to me. He was invited to film a promotional video calling on citizens to vote in the Legislative Council Election last year, and the video was subsequently featured in my social media platforms.
At the sharing session with NEC students, I am glad they have gained a lot from their internships, broadened their horizons, made new attempts and completed challenging tasks. Some interns shared their experience in participating in the testing, application, and development of AI models within their departments to build AI-driven workflow processes, thereby enhancing work efficiency and effectiveness. Others noted that, through involvement in various projects and tasks, they became far more familiar with the government’s bilingual working environment, and now feel a lot more confident communicating in Chinese.
As the largest employer in Hong Kong, the government conducts civil service recruitment on the principles of open and fair competition. There are equal opportunities for HongKongers of all ethnicity to join the government and contribute to the society. The Internship Programme for NEC Students stands as one of our key initiatives in this regard. I encourage NEC students hoping to serve the community to keep an eye on today's announcement regarding the Common Recruitment Examination (CRE), a later announcement regarding the new round of recruitment for six civil service grades that will be launched in September, and the government job recruitment exhibitions that will be held at local universities starting in September, so as to prepare early for the civil service recruitment examinations and interviews.
