* Strategic Clearance: Following security reviews in the wake of the March 2003 Nadimarg tragedy, the Jammu and Kashmir state cabinet cleared the road project in mid-2004 to break the geographical isolation of the remote, high-altitude border regions of Kulgam and Reasi.
* Initial Funding: The Public Works Department, then headed by Deputy Chief Minister Mangat Ram Sharma, laid the groundwork for initial budgetary surveys and basic track alignments.
* The Goal: The project was originally envisioned in 2004 to create a secure, direct link across the Pir Panjal range, offering an alternative route to the highly vulnerable National Highway 44 (NH-44). [1]
