Uttarakhand’s IFAD-funded REAP Project wins SKOCH Gold Award 2026

The Rural Enterprise Acceleration Project (REAP-Gramotthan), implemented by the Department of Rural Development, Government of Uttarakhand, with the support of the International Fund for Agricultural Development (IFAD), has been conferred the prestigious SKOCH Gold Award 2026. The award was given in the Rural Development domain, under the category Entrepreneurship and Small Business Development. It was presented at the 109th SKOCH Summit held at Silver Oak Hall, India Habitat Centre, New Delhi, on 26 September 2026.

REAP has achieved this recognition under the visionary leadership of Hon’ble Chief Minister Shri Pushkar Singh Dhami and the guidance of Hon’ble Minister of Rural Development Shri Bharat Singh Chaudhary. Under the direction of Shri Dheeraj Singh Garbyal, IAS, Secretary, Rural Development and Chief Project Director, REAP, the award was received on behalf of the Government of Uttarakhand by Ms. Jharna Kamthan, IAS, Additional Secretary, Rural Development and Project Director REAP.

REAP was selected from more than 50 nominations in its category through a rigorous multi-stage evaluation. SKOCH analysts first reviewed the nomination and shortlisted the project for a presentation before a jury of independent domain experts on 30 June 2026. REAP then received over 60,000 votes on the SKOCH public voting platform, securing the top position. It was conferred the SKOCH Order of Merit on 1 September 2026 before the final expert assessment, which culminated in the Gold Award.

REAP is building a women-led rural enterprise ecosystem across all 13 districts and 95 blocks of Uttarakhand. The project has promoted over 8,000 women-led enterprises through 440 Cluster Level Federations and has reached over 4.77 lakh people in rural Uttarakhand. By turning the hill state’s agricultural, artisanal and tourism strengths into sustainable local enterprises, REAP aims to raise household incomes and create livelihood opportunities within the villages themselves.

Entrepreneurship Bootcamps Underway Across Uttarakhand!

Under the REAP Project, in partnership with FIED, IIM Kashipur, Entrepreneurship Bootcamps are currently being held across all 13 districts of Uttarakhand — supported by virtual outreach sessions to reach even further!

👥 Bringing together REAP SHGs, VOs, CLFs existing startups, PGs, LCs FPOs, Growth centres.etc running enterprises at both individual and CBO level.

A significant step forward for climate-resilient rural development in Uttarakhand!

The Uttarakhand Space Application Centre (USAC) and UGVS have formalised a Memorandum of Agreement under the REAP Project, paving the way for geospatial applications to strengthen the state's rural and climate resilience ecosystem.

Under this partnership, USAC will undertake:

Strengthening Partnerships for Rural Development

The IFAD team visited subprojects under the line departments at Centre for Aromatic Practices (CAP) and the Directorate of Sericulture, Uttarakhand to gain first-hand insights into best practices, product development, and outlet operations, and to interact with project beneficiaries.

Under REAP, we collaborate with the existing systems of line departments to empower beneficiaries to:
✅ Integrate into the supply chain
✅ Receive training and capacity building with advanced technology
✅ Develop their own sustainable systems

Together, we're building stronger livelihoods and resilient rural communities!

We are delighted to share two-day Garhwal Divisional Planning Workshop at CSI Dehradun, bringing together district teams to strengthen ' sales and supply chain readiness for .

Day 1 opened with Shri R. C. Tewari Dupery Commissioner, Project, UGVS inaugurating the session, stressing the importance of CLF/SHG product quality and strict adherence to HILANS SOPs.

Mr. Anmol Jain (Team Lead, MCF) followed with a session on engaging FPOs for surplus transactions and product-positioning strategies for Kumbh Mela 2027.

Day 2 began with Mr. Bhupendra Kandpal (FC) guiding teams on product selection showcasing Uttarakhand's traditions through innovative design, keeping prices accessible for middle-class families, and curating district-specific items for a signature savoury gift pack. District teams then presented their marketable surplus and marketing plans.

Mr. Vishal (APEDA Regional Office, Dehradun) shared insights on export standards, market potential, and packaging requirements. Teams also worked on internal marketing strategies to build demand for CBO products within our own offices, alongside cross-district sales planning.

Core technical modules facilitated by Mr. Kailash Chandra Bhatt , Animesh Sreevastava, Kunal Sawakar, and Arvind Tyagi covered SOP clarification, Kharif surplus verification, the 380-CLF selection matrix, product portfolio mapping, gap/overlap identification, buyer linkage planning, and 30-60-90 day post-workshop action timelines.

We are delighted to announce a significant collaboration between Uttarakhand Gramya Vikas Samiti (UGVS) under the Rural Enterprise Acceleration Project (REAP) and the Department of Agriculture, Chamoli.

This partnership focuses on the establishment and operationalization of Ten Community Seed Banks across Chamoli district. Key objectives include:

With a comprehensive project budget of ₹90.50 Lakhs over 24 months, this initiative will enable scientific preservation, seed processing, capacity building, and community-led management to ensure long-term sustainability and food security in the region.

REAP remains committed to driving rural enterprise acceleration, preserving agro-biodiversity, and fostering climate-smart agriculture. Together, we are sowing the seeds for a resilient and prosperous rural Uttarakhand.

A review meeting of the REAP project was held, chaired by Ms. Jharna Kamthan, IAS, Project Director, REAP.

During the meeting, the current progress of the project was discussed in detail with the District Project Managers (DPMs). The deliberations focused on assessing ongoing implementation, addressing key challenges, and aligning efforts for timely and effective outcomes.

Grateful for the leadership and the constructive engagement of the DPMs in driving the project forward.
