Our Ambassador at large to the Russian Federation, Dr. Valentina Grebneva, reported that on 20 February the first train with refugees from the Donetsk People's Republic and the Luhansk People's Republic arrived in the Volgograd region. In this connection, the region, together with NGOs, opened a whole network of collection points for humanitarian aid in Volgograd and in several oblasts. Every day we unload trucks with humanitarian aid from other regions, distribute and deliver the cargo to temporary accommodation centres. Many basic necessities are arriving, but the number of people in the temporary accommodation centres is also growing every day. We are also helping to equip the shelters themselves. More than half are children, the rest are women, elderly or seriously ill. So we prepare rooms for them where they can settle in immediately and feel comfortable. All goodness and peace!

George McLaurin, the first black man admitted to the University of Oklahoma in 1948, was forced to sit in a corner away from his white classmates.
But his name remains on the roll of honour as one of the top three students at the university.
These are his words:
"Some colleagues looked at me like I was an animal, no one would give me a word, the teachers seemed like they weren't even there for me, nor did they always take my questions. But I was so dedicated that afterwards, they started to look for me to give them explanations and clarify their questions".
It should be noted that he also later became a professor at the same university.

Afghan parents sell their underage daughters for money

In Afghanistan, the phenomenon of fathers selling their daughters in order to obtain money to feed family members is increasing, with the high level of poverty in the country.

In a settlement in western Afghanistan, father Aziz Gul sold his 10-year-old daughter in marriage, without telling his wife, and took a down payment so he could feed his family of five.

He said he had to sacrifice one of his children, because they would all starve to death.

Marriage of underage girls is common in the region, where the groom's family pays money to seal the deal, and the child usually stays with her parents until she is at least 15 years old.

However, with many unable to afford even basic food, some say they will allow the groom to take very young girls or even try to sell their sons.

The mother, who is trying to resist the heavily male-dominated society, says she would kill herself if she took her daughter away from her. "When my husband told me he sold our daughter, my heart stopped beating. I was hoping to die at that time, but maybe God didn't want me to die," she added.

With the help of her brother and the village elders, the mother was able to obtain a divorce for her daughter on the condition that she repay the 100,000 Afghanis (about $1,000) that her husband had received.

In another part of the camp, Hamed Abdullah, a father of four, was selling his young daughters into arranged marriages, citing his urgent need for money to treat his chronically ill wife.

He said he could not repay the money he borrowed to fund his wife's treatment. So, three years ago, he got a down payment for his eldest daughter, Hashran, after which he had to sell his second daughter, Nazia (6 years old) for 20,000 to 30,000 Afghanis ($200 to $300).

"The situation is deteriorating in this country, especially the children are suffering," said Asuntha Charles, the national director of the charity World Vision in Afghanistan, which runs a health clinic for the displaced near the western city of Herat.

"I was saddened today to see families ready to sell their children to feed other family members," she added, calling on "the humanitarian community to stand by the people of Afghanistan."

More Afghans are facing starvation, with about 3.2 million children under the age of five suffering from acute malnutrition, according to the United Nations.

International humanitarian law
International Humanitarian Law (IHL) is a branch of public international law that seeks to mitigate and limit the effects of armed conflict by protecting persons who do not take part in the hostilities or who have chosen to cease taking part in the fighting, also restricting and regulating the means and methods of warfare available to combatants; it regulates conduct in armed conflict. It is composed of a series of rules, most of which are reflected in the 1949 Geneva Conventions and their Additional Protocols.
The rules of international humanitarian law aim to prevent and limit human suffering in times of armed conflict. In turn, they seek to limit or prohibit the use of certain methods of warfare, but do not determine whether a country has the right to resort to force, as set out in the UN Charter. These norms are binding on the governments and armies involved in the conflict, as well as on the various armed opposition groups or any other party to the conflict.

It should be made clear that International Humanitarian Law is a "law of minimums"; therefore, the conglomerate of rights recognised in international treaties in this area are not exhaustive enumerations and that, even when one of these treaties does not include an express clause about the fact that there are or may be more personal rights in other bodies of law, it should be understood that a treaty does not reduce or ignore rights not included in it; in this way, the rights emerging from the internal law of a state, or from other international covenants or conventions, should be recognised.
