December 12-13, 2008 International Coal Conference on "Coal - The Road Ahead"
stripping ratio with higher availability and utilization secured through long term Maintenance
and Repair Contract (MARC), introduction of in-pit crushing and conveying technology for large
volume handling, High wall mining etc. To increase productivity, CIL need large high capacity
equipments but the problems arise in procurement. It takes a long time for all formalities to get
over and during these stages different problems crop up. The problem areas have been identified
and to give more thrust on transparency, CIL have introduced an Integrity Pact with the buyers,
which will be under the supervision of TI and CVC.
The quantum jump in opencast mining activities has brought the environmental impact of mining
under scanner. In order to promote transparency in environmental sustainability, Central Mine
Planning and Design Institute (CMPDI) - an in house consultancy arm of CIL, will be undertaking
the satellite surveillance of all opencast projects of five million tonnes capacity and more, which
will track reclamation and renovation activities and monitor the restoration, made to the original
habitat. The satellite images will be updated on the website. The time has really come when
performance will be judged not only on the basis of quantity of coal produced but also on land
reclaimed and restored both physically as well as biologically. Another important area is
addressing the social sustainability issues. When an area is mined, the people get disturbed. CIL
have taken steps towards the implementation of resettlement and rehabilitation programmes and
that too with the help of the local community and the tribal heads. As a matter of fact, CIL is eager
to work out choices like employment, cash benefits, training for self-employment or other feasible
options designed by the people themselves. Today, a person can get paid five lakhs of rupees for
three acres of land as R&R benefit in addition to value of land. Model villages have been designed
so that the tribals can take a look and understand what actually CIL wants to do for them. One such
example is the Ishwar Marandi Nagar Township for PAPs at Rajmahal Project of ECL that was
created in line with the traditional ethnicity of the tribal population. It’s high time that we should
adopt such inclusive approach for long-term social sustainable goal. Interestingly, in Chattisgarh,
people are eager to give their lands to CIL and not to anyone else. While taking this as a
compliment, we are identifying the other roadblocks and finding out ways to deal with them so
that we can generate large quantities of coal thereby meeting the energy security of the country.
The demand for coal is likely to increase in the coming days and to bridge the gap between
demand and supply, CIL is looking at coal mines abroad in countries like Mozambique, Indonesia
and Australia. CIL is one of the five stakeholders (the others being SAIL, RINL, NMDC and NTPC)
of International Coal Ventures Limited (ICVL) that is constantly working to identify and acquire
overseas coal properties. The names of the investment and merchant bankers that are going to
assist CIL in its endeavours have been short-listed and the details are being worked out. Coupled
with this effort, Coal Videsh division – the Foreign Venture Arm of CIL was set up with the
objective of exploring, developing and managing coal mines overseas and export the produces to
our country. The goal is to contribute 10 million tonnes of coal by 2012 and grow to a level of 50
million tones by 2020. With greater operational autonomy and flexibility after award of the
Navaratna status to CIL, things are expected to gain momentum.
