It's an honour and a privilege to hoist our tricolour National Flag, at Haflong Police Station, Dima Hasao, Assam, on the auspicious occasion of 79th Independence Day, 2025. In commemoration of the 155th birthday of Mahatma Gandhi the “Father of the Nation”, the “Thana Level Nagarik Committee” (TLNC), under Haflong Police Station jurisdiction reconstituted by the Govt. of Assam, organized its 1st Executive Meeting on 2nd Oct. 2024, at Sainza Raji L.P.School, Haflong, followed by Tree Plantation around the campus of Haflong Police Station. The aforesaid program was led by Sri Frezer Sengyung, Chairman and Sri Krishna Kanta Doley, Officer-in-Charge of Haflong PS who is also the Member Secretary of TLNC. Beside the Executive Members, Ex-Officio Members of TLNC Dr. L. Vaiphei, SDM & HO, Joint Director Health Services Dept. Sri Ringsaw Jidung, DPC Social Welfare Dept. Dima Hasao, were also present. Along with all the Executive Members the two Ex-Officio Members Dr. L. Vaiphei, SDM & HO and Sri Ringsaw Jidung, DPC, appreciated the GoA’s initiatives of reconstituting TLNC and unequivocally shared their deep concern with regards to illegal activities prevailing in our dist. like illegal Drug trafficking, Drug abuse among our youths and other criminal activities which we all come to know through various News Media and Social Media. Regarding illegal activities Police Dept. under the guidance of respected SP of Dima Hasao, Sri Manyak Kumar, Officer-in-Charge of Haflong PS Sri Krishna Kanta Doley, also the Member Secretary of TLNC and all Officers of different Rank and files are doing their best there is no doubt about it but we being the denizens of this dist. too have the responsibilities to cooperate them in all possible ways. Hence, all the member and Ex-Officio Members expressed to work together and extend all possible help to TLNC from their respective domains to fight in collaboration with Police Dept. against all kind of criminal activities to make our district a Crime free district of all kind and together provide a healthy environment to all section of society for a balance growth in all front.
However, the roles and responsibilities of TLNC is not limited to fight only against criminal activities in our district. It is also extended to act as an Interface between the Public and Police, assist the Public and Police with regards to Passport Verification, Character Verification, Injury Report involved in accident, Vehicle Insurance Claim Report, Accident Report, Postmortem Report, Medical Reports-related to Police cases, FIR Filing and Follow-up, Lost and Found Property, Police Clearance Certificated, Verification of Tenant, Relief Services during Floods and Disasters, Follow up Pending Cases, VDP related issues, Coordination with Health Dept. insurance companies and legal services authority- (for smooth processing of services). And related to Women and Child cases the TLNC will Support and Counseling for Women, Facilitation of Complaint Filing, Awareness Campaigns, Coordination with Women’s Organization, Reporting-(closely monitor the handling of women related cases), Monitoring and Feedback-(Work alongside the police to improve the efficiency of policing and service delivery) and Enhancement of Police Station Environment.
All the above roles and responsibilities of TLNC was jointly well interpreted to the members present by the Chairman and Member Secretary. The first session of the meeting ended with vote of thanks from the chair followed by tree plantation around the campus of Haflong Police Station, Dima Hasao, Assam.

The “Thana Level Nagarik Committee” (TLNC), Haflong, Dima Hasao, Assam, constituted by the Governor of Assam, vide Order No. HMA- 19015(11)/6/2022/29 (eCF No. 247517) dated Dispur, the 5th July 2023, organized a consultative meeting on 12/05/2024, at 4 pm at Haflong Police Reserve, Conference Hall. The agendas of the meeting is to collectively discuss and find ways and measures to make our district a “Drug Free” and “Crime Free” District, curb crime against girls and women, speed driving causing many youths’ life so far and to restrict selling of local or foreign liquor to minors.
It was attended by Hon’ble Executive Member of NCHAC, Sjt. Donpainon Thaosen, Respected Superintendent of Police, Dima Hasao Dist. Sjt Mayank Kumar (IPS) and leaders of various Apex Bodies, Social Organization, Students’ Organizations, Women’s Organization & NGOs of different Community of Dima Hasao.
Chairman of TLNC, Shri Frezer Sengyung presided the meeting. The point of discussion solely focused on the subject matter and it was a very democratic meeting no one spoke against any community and religion because it is understandable to everyone that criminals have no boundary. They neither have society nor do have religion. Everyone’s point of view placed in the house was duly respected and honoured.
The told the house that who are trying to destroy us through our youths are especially the outsiders perhaps helping by the non-bonafide citizen of our district, who come, stay here, work as migrant workers and some engaged themselves in the profession like trading, driving etc. without valid documents, their names not registered in the concern Police Station to know them who they are? Where from? Whose son? Under which Police Station they belong, his previous criminal record certified by the concern Thana etc.
And regarding safety and security of our Tribal girls they have them their soft target of being very innocent. They first assassinate their character and compelled them to marry and operate business in her name and bring in more of their people to over number their population against the Tribal Population and capture the whole business establishment which is a threat to the future spectrum of our district. Therefore, it is ourcollectively responsible to take measures to save our district and our youths before completely falls into their evil claws. Our youths are not only the assets of individual family; they are the assets of our district in particular and an assets of our Country as a whole. Our youths are very talented if we collectively allow them to grow in a “Drug Free” and “Crime Free” environment will soon see them shedding sweats working for mankind and some working in the sensitive areas ready to sacrifice their life while protecting our country. So, to provide them healthy environment free from any kind anti-social element orchestrating by those non-bonafide citizens is our moral responsibility.
And also if the present trend of unabated influx of non-bonafide citizen in our district, is allowed to continue, very soon it will put our district to an end to function under the provision of the Sixth Schedule to the constitution of India. Because when the migrants are over number than the Tribal Population the reason to allow to function our Autonomous district under the provision of Sixth Schedule to the Constitution of India cannot be justify, because Sixth Schedule is only meant for tribal majority dominated areas.
Speakers including Hon’ble EM, NCHAC, Sjt. Donpainon Thaosen, Respected MAC, NCHAC, Sjt. John Phoitong who is also the core member TLNC, Respected SP, Dima Hasao Dist, Sjt. Mayank Kumar (IPS), express similar concern with us for the youths of our district and put forward valuable suggestions to curb the menace and assured to extend all possible help if and when required which is a handsome support in our mission against crime of all kind in our district. President, Jadikhe Naisho Hoshom (CC), President, Dimasa Mother’s Association (CC), Gen. Secretary, Hrangkhol Apex Body, President, Gorkha Sanmilan, President, Manipuri Apex Body, Gen. Secretary, Jaintia Apex Body, President, Bengali Kalyan Parishad, Vice-President, DSU (CC), President, Ladies Welfare Organization and members of different premier organizations also express with same gravity of concern for our youth and district and extended valuable suggestion to curb crime, which will be follow up according by TLNC. They also demanded to introduce a Mechanism to strangulate as soon as possible the “Modus Operandi” of outsiders destroying today our youths and victimizing our Tribal girls with their evil eyes.
And based on collective decision the house approved a mechanism proposed by TLNC to check unabated influx of non-bonafide citizen in our district, and harming the income sources of our local youths by capturing business centers and other earning activities without valid document within the jurisdiction of Haflong Police Station (HPS). The preparation of the proposed mechanism is at the edge of completion; once it is completed TLNG in collaboration of Police Department and advice of Dima Hasao Autonomous Council (DHAC) will start implementation mandatory to all illegal settlers to comply to be able to work within the jurisdiction of Haflong Thana. And to successfully implement required man power therefore, the TLNC have expanded its numbers from 7 members to 38 members Committee, the names of new members will be published shortly.

With regards to speed driving the SP, Dima Hasao and OC, Haflong Thana inform the house that strict action are being taken against it, which was appreciated by everyone. Lastly but not the least, regarding selling of local and foreign liquor to a person below the legal drinking age of 21, the collective house resolved to work together as Team, involving the TLNC, social organization, students organization and concern department and appeal to all sellers not do crime and ruin the family by selling to minors which Law does not permits. They are all our brothers and sisters irrespective of what tribe or community he or she may belong, it is our moral responsibility to let them grow healthy and serve the Nation which is a Pride of our district.
