Telangana Police Launches Next-Generation AI-Enabled Dial 112 Emergency Response Support System
Advanced platform integrates emergency services, enables intelligent dispatch and strengthens technology-driven policing across the State.
Telangana Police today launched the Next-Generation Telangana Emergency Response Support System (TG-ERSS) – Dial 112, a state-of-the-art, Artificial Intelligence-enabled integrated platform designed to provide faster, smarter and more coordinated emergency assistance to citizens across the State.
The upgraded system was inaugurated by Sri C.V. Anand, IPS, Director General of Police (Head of Police Force), Telangana, at the Telangana Integrated Command and Control Centre (TGiCCC), Hyderabad, in the presence of senior police officers, government officials and representatives of partner agencies.
The programme was attended by Smt. , IPS, Principal Secretary to Government, Home Department, and Director, TGCSB & FSL; Sri V.V. Srinivasa Rao, IPS, DGP, Technical Services; Sri , Commissioner of Police, Hyderabad; Sri V.B. Kamalasan Reddy, IPS (Retd.), Director, TGiCCC; Dr. M. Ramesh, IPS, Commissioner of Police, Cyberabad; Smt. B. , Commissioner of Police, Malkajgiri; Sri Vikram Singh Mann, IPS, Director General, Telangana Disaster Response & Fire Services; Smt.Charu Sinha,IPS, DGP, CID, Telangana; Sri Gajarao Bhupal, IPS, IGP, P&L, Telangana; Sri Satyanarayana Reddy, Managing Director, TGTSand Sri S. Chandrasekhar Reddy, IPS, Inspector General of Police, Multi Zone-I, besides other senior police officers and officials.
Addressing the gathering, the Director General of Police stated that the launch of the Next-Generation Dial 112 platform marked a major milestone in Telangana’s continuing journey towards technology-driven policing and citizen-centric emergency response.
He observed that Dial 112 serves as the first point of contact for citizens during emergencies and that the efficiency, speed and professionalism with which every call is handled directly influence public confidence in the police and other emergency services.
The upgraded platform integrates Police, Fire Services, Ambulance Services, Women Safety, Child Protection, Disaster Response and other emergency services through the single national emergency number 112, thereby providing citizens with one unified gateway for emergency assistance.
The system is powered by advanced technologies, including:
Intelligent filtering of duplicate and non-emergency calls;
AI-based prioritisation of incidents according to their severity and urgency;
Smart call routing to the appropriate emergency service;
AI-assisted dispatch of field resources;
Voice-to-Text transcription of emergency conversations;
Advanced caller-location identification through Location-Based Services, Advanced Location Services and Google Maps;
Real-time operational dashboards and performance analytics;
A unified single-window interface for call takers and dispatchers; and
Integration with drones and other emerging emergency-response technologies.
The DGP stated that the upgraded system has already resulted in substantial improvements in call-handling efficiency. The average time taken by call takers has been reduced from 100 seconds to 69 seconds, while dispatcher time has declined from 90 seconds to 64 seconds
Consequently, the overall Call Centre processing time has been reduced from 190 seconds to 133 seconds, representing an improvement of nearly 30 per cent.
He emphasised that every second saved during the processing and dispatch stages could prove critical in protecting life, preventing escalation and ensuring timely assistance to persons in distress.
Telangana presently records an average emergency response time of approximately:
6 minutes in urban areas;
15 minutes in rural areas; and
10 minutes and 30 seconds as the overall State average.
This is significantly better than the national average of approximately 18 minutes and places Telangana among the leading States in emergency-response performance.
The TG-ERSS Dial 112 Centre operates on a 24×7 basis with 164 trained personnel and 900 SIP-based communication channels.
Every day, nearly 14 lakh calls reach the Interactive Voice Response system, about 18,000 emergency calls are answered by call takers, and approximately 7,500 emergency incidents are dispatched to field units for necessary action. Advance call filtering system enables filtering of unintended calls, child calls, blank, spam and silent calls, thereby decreased the unwanted call load on the call takers and improves the efficiency of Emergency Response.
A total of 1,860 patrol vehicles, comprising 788 four-wheelers and 1,072 two-wheelers, have been digitally integrated with the platform across all 31 Police Units in Telangana.
The system automatically identifies and recommends the nearest available patrol vehicle, enabling faster deployment, better utilisation of field resources and closer monitoring of the response from the time of receipt of the call until its closure.
Advanced location technologies have further strengthened the ability of the Call Centre to identify callers who may be unable to clearly communicate their location during emergencies. At present, the location of approximately 94 per cent of callers is identified through Location-Based Services, 5 per cent through digital mapping and 1 per cent through Advanced Location Services.
The DGP further stated that the transformation of the emergency-response ecosystem had been achieved through the successful migration of Dial 100, Dial 112 and multiple emergency helplines from the legacy platform to the new Government-owned infrastructure at TGiCCC.
The migration, of Dial-100 from GVK EMRI Located at Kompally has been completed without any disruption of emergency services to the public.
The new platform marks a transition:
From PRI technology to modern SIP architecture;
From manual dispatch to AI-assisted dispatch;
From basic location identification to LBS, ALS and Google Maps integration;
From static reports to real-time dashboards;
From multiple application screens to a unified single-window interface; and
From 118 system features to 236 intelligent features.
The DGP stated that this was not merely a software upgrade, but a comprehensive transformation of the State’s emergency-response architecture.
The migration of Dial 100 to the Government-owned infrastructure at TGiCCC and its integration with Dial 112 have also enhanced operational control, reduced dependence on external vendors and generated substantial savings in recurring expenditure.
As part of the next phase of modernisation, AI-enabled drones will be introduced on a pilot basis in the Hyderabad, Cyberabad, Malkajgiri and Future City Commissionerates.
The drones will function as aerial First Responders and provide real-time visual intelligence during fires, road accidents, disasters, law and order situations, crowd-related incidents, search and rescue operations and other emergencies.
The DGP stated that the future roadmap for TG-ERSS would include greater use of Artificial Intelligence, predictive analytics, smart-city integration, multilingual virtual assistants, drone-assisted operations and next-generation decision-support tools.
He, however, emphasised that technology alone could not save lives and that the success of the system ultimately depended upon the professionalism, commitment and teamwork of call takers, dispatchers, patrol officers, supervisory officers, technical teams and personnel of all partner departments.
Appealing to citizens, the DGP urged the public to remember 112 as the single emergency number for Police, Fire, Ambulance and other emergency services.
He also requested Print and Electronic Media, FM radio stations, digital media platforms and other media organisations to support Telangana Police in creating greater public awareness about Dial 112.
A live demonstration of the AI-enabled platform was conducted during the programme, showcasing intelligent call processing, location identification, incident prioritisation, dispatch of the nearest patrol vehicle, live monitoring and real-time operational dashboards.
The launch of the Next-Generation Dial 112 platform further reinforces Telangana’s position as a national pioneer in integrated emergency response and technology-enabled policing.
